WHEREAS several of the Inhabitants of the said City and Liberties thereof, and many of His Majesties Army, and others now Residing in the same, have made Complaint of great Abuses now of late committed in the said City, b●… several tradesman, Artificers, Retailers, Labourers, and other persons who exact unreasonable Rates, as well for thei●… own Labour, as also for Victuals and other Necessaries of the Growth and Manufacture of this Kingdom, Requisit●… for the daily support and Use of the said Inhabitants and others; tending to the general Inconveniencies of the sai●… ●… habitants, and of all others Resorting to the said City, and more especially to the great Oppression of all the Souldiers of his Majestie●… ●… my, and of all the Poorer sort of People, if not prevented; And whereas the Assize of Bread, Beer and Victual; and the Regula●… ●… n of the Markets within the City and Liberties, are given by his Majesties Royal Charter unto the Lord Mayor of the said City fo●… ●… time being, or in his absence to his Deputy; Therefore I the said Edmond Reyly present Deputy Mayor of the said City having ●… ll considered the nature of the said Abuses and that the same do proceed either from a perverse desire of making too much profit by ●… Necessity of others, or from a wicked design to Create a Scarcity in this City, even of those things, whereof by the blessing o●… ●… d, there is greatest Plenty in this Land; Having first humbly desired and obtained the advice and approbation of the Right Honour●… e the Lords of the committee of his Majesties most Honourable Privy Council, and by and with the Concurrence and consent of the ●… mmon Council of the said City; Have Ordered and do hereby Order that the several goods mentioned in the Schedule hereunt●… ●… exed shall be hereafter, until further Order, sold within the said City and Liberties, at the several Rates to each particular an●… ●…ed, and that the daily Hire of Labourers and others shall be as in the said Schedule is mentioned. And I do by these presents further declare that if any person whatsoever who hath hitherto dealt in any of the said goods, shall n●… ●… e to sell the same according to the Rates hereby Established, or shall presume to demand any Higher Rates for the said Goods, 〈…〉 ●… Hire, upon information thereof to me, or to any other of the Aldermen Iustices of the Peace of the said City, The Person or Perso●… ●… Offending shall be bound over and Proceeded against, according to the Rigour of the Laws made against such Offenders, And to 〈…〉 ●… that no Person may pretend Ignorance thereof; It is further Ordered that this Order be Published in all Markets and other usu●… ●… Places of this City and its Liberties. Dated at the Tholsell of Dublin the 27th day of September. 1689. Rates of provisions, country Goods and Manufactories to be sold in the City of Dublin. IMprimis. Tanned Leather ( viz.) upper Leather, not to exceed four pence half penny. And Soul Leather not to exceed five pence half penny in the pound. 2dly. shoemakers to sell shoes at the rates following, ( viz.) The largest mens shoes not to exceed four shillings. Womens shoes not to exceed two shillings and six pence; and all other shoes proportionably. And Brogemakers to sell their Broges as in November last. 3dly. rendered Tallow not to exceed three and twenty pounds per Tunn. Candles by retail not to exceed three pence half penny per pound. 4thly. soap not to exceed three pence per pound. 5thly. Barrel and Crock Butter by retail not to exceed two pence half penny per pound. And the best Print-Butter not to exceed three pence half penny per pound. 6thly. Cheese the best, not to exceed two pence half penny a pound by retail. 7thly. Bacon not to exceed two pence half penny a pound. 8thly. The best and prime Beef not to exceed three farthings a pound. Mutton, Veal and Pork, not to exceed one penny per pound. 9thly. Wheat the best, not to exceed fifteen shillings per barrel. Rye not to exceed seven shillings and six pence per barrel. Baare the best, not to exceed seven shillings and six pence per barrel. malt not to exceed eight and six pence per barrel. 10thly. Strong Beer not to exceed seventeen shillings the barrel. Ale not to exceed fifteen shillings the barrel. And small Beer not to exceed six shillings the barrel. 11thly. The best white Oats not to exceed four shillings per barrel. White Pease for boiling, not to exceed ten shillings per barrel. Grey Pease and Beans not to exceed seven shillings the barrel. Oatmeal not to exceed two pence the pottle. 12thly. All sorts of linen Manufactories and linen to be sold so as not to exceed three pence in the shilling advance of what the like were sold for in November 1688. 13thly. Iron not to be retailed for more than two shillings and three pence per ston. All sorts of Blacksmiths ware, and unfiled manufactory of Iron not to exceed a penny in the shilling advance of what the like were sold for in November 1688. 14thly. furs not to exceed a penny the sheaf, and the sheaf to contain as great a quantity of furs as hath been usual. 15thly. All Master-workmen ( viz.) Taylors, Smiths, Carpenters, joiners, Wheele-wrights, and other Handycrafts-men, Butchers, and Slaughter-men, shall not demand or receive more than two shillings a day: And Journeymen of the said Trades shall not demand or receive more than fourteen pence a day for each of their work or labour. Common Labourers not to demand or receive more than eight pence a day for their work or labour. 16thly. Charcoal not to exceed sixteen pence the barrel. Fire-wood not to exceed fifteen shillings the Cord. A Kish of Turf containing five hundred whole Turfs, not to exceed eighteen pence, and so proportionably. 17thly. French or Spanish Salt not to be sold by retail, or otherwise, for more than two pence three farthings a quart. The best not to exceed three pence; And the best fine white Salt not to exceed three pence the quart. 18thly. Flemish Hops by retail not to exceed eighteen pence per pound. And English and Irish Hops not to exceed two shillings and three pence per pound. 19thly. All sorts of furniture for saddles or bridles, and all saddles of any materials of the growth and manufacture of this Kingdom, by retail, not to exceed two pence in the shilling of what the same were sold for in November 1688.
