PROPOSALS, Humbly Offered to the Honourable House of Commons, for the Raising a Fund for the better Enabling Their Majesties towards the Carrying on a Vigorous War against France. THAT it be Enacted, that a Supply of the several sorts and sizes of Parchment and Paper, for the Ends, Intents and Purposes herein after-mentioned, be from time to time provided, during the Continuance of this proposed Act, at the proper Cost and Charges of Their Majesties, Their Heirs and Successors, having and bearing such different Impressions, Seals and Stamps thereon, as Their Majesties in Their Great Wisdom shall Esteem most meet and convenient, to the End that such Parchment and Papers, and no other, shall or may from time to time, during the Continuance of this Act, be made use of or employed by Their Majesties Subjects, in such manner, and at, for and under, and upon such Rates and Prizes for the same, as are and be herein after particularly mentioned. That for the more easy Collection of the said Rates and Prizes, so to be settled or ranted, by this Honourable House, some convenient place in or about the City of London or Westminster, be chosen or erected by such person or persons, as Their Majesties shall thereunto Commissionate, Nominate or Appoint; from whence a General distribution of the said Parchments and Papers may be made throughout Their Majesties Kingdom and Dominion. That for the Encouragement of Stationers, and all other persons whatsoever, to distribute the said Parchment and Papers, it be Enacted, That a Profit of 〈…〉 per cent. be allowed to every Retailer of the same.▪ That for the more easy supply of the small Towns and Country-Villages, the Collectors or Receivers of Their Majesties Customs or Excise, or other Their Majesties Revenues, shall and be supplied with such quantities of Parchment and Papers as from time to time they can vend or dispose of, giving an account every Month of the several sorts and sizes by them so sold or disposed of. That all and every Installments, or Creation to Dignities; All Advancements in Quality; All Promotions either in Church or State; All gradual Advancements in Universities, colleges or Free-Schools; All Preferments, Ecclesiastical, Military or Civil, shall be wrote or printed thereon, for which shall be paid That all Pardons, Reprieves, or Relaxation from pecuniary Fines or Corporal Punishments be written thereon, for which shall be paid That all Petitions to Their Majesties, or either Houses of Parliament, or any of Their Majesties most Honourable Privy Council, or other Their Majesties Ministers or Officers, Ecclesiastical, Military or Civil, shall be wrote thereon, for which shall be paid That all poor and indigent Persons, who receive the Alms of the Parish, or are allowed to Sue or pled in Forma pauperis, shall have such inferior Paper as shall be thereunto appointed, at the first or prime cost thereof. That all Corporations, Companies, Universities, colleges, Bodies politic, or other public Communities or Societies, enjoying the benefit of His Majesties Charters, shall not receive or grant any Petition, or dispose of any Places of Benefit or Profit, but what shall be wrote on the said Paper, for which shall be paid That no person deliver any Bills or Accounts exceeding the sum of 〈…〉 relating to their Majesties most Honourable household, Stables, Store-houses, magazines, or other Offices or Places belonging to Their Majesties but what is wrote on the said Paper, for which shall be paid That all Tradesmens Quarterly or Annual Bills, for any Goods or Commodities delivered to and for the use of their Majesties, or any other person or persons whatsoever, be wrote on the said Paper, for which shall be paid That all Commissions, Warrants, Grants, Charters, Briefs, Certificates, Citations, Licences for Wine, Ale and Beer, and all other Licenses whatsoever, grantable by their Majesties or any of their Ministers or other Officers, either Ecclesiastical, Military or Civil, within their Majesties Kingdom and Dominions, be wrote or printed on the said Parchment or Paper, for which shall be paid That all Bonds, Contracts, Agreements, Leases, Deeds, Releases, Awards, Arbitration-Bonds, Charter-parties, policies of Insurance, Protests, Bills of Sales, Letters of attorney, or other obligatory Instruments whatsoever, be wrote on the said Parchment or Paper, for which shall be paid That all Processes at Law in all and every their Majesties Courts, all Writs, Affidavits, Interrogatories, Depositions, or other proceedings in Law or Equity, or any other inferior or other Court, be wrote on the said Paper or Parchment, for which shall be paid That all Copies of Records, Judgments, Decrees, Sentences, Awards, Orders, or any other proceedings in any of their Majesties Courts, be wrote the first Sheet thereof on the said Paper, and to be continued by one Sheet in for which shall be paid That all Indentures, Leases, Deeds, Indented or Poll, Wills, Administrations, Naturalizations, Dennizations, Freedoms, and all other the like Deeds or Instruments whatsoever, shall be wrote on the said Paper or Parchment, for which shall be paid That all Ptinted Bonds, Releases, policies of Insurance, Letters of attorney, Charter-parties, and other obligatory Instruments whatsoever, be printed on the said Paper or Parchment, for which shall be paid That it be provided if any person or persons whatsoever, shall presume to Counterfeit the said Impression, Seal or Stamp, such person or persons so offending, shall be punished as in Cases of High Treason. That all and every the aforementioned Grants or Deeds, or other Writings or Instruments whatsoever, mentioned to be wrote or printed on the said Parchment or Paper, not being wrote or printed thereon, shall be voided and of no effect to all intents and purposes, as if the same had never been made or executed. And to the end that no person or persons whatsoever, may pretend Ignorance of the several Ends, Intents or Purposes, to which the said Parchment or Paper ought or should be used or employed, As also to prevent an Imposition of greater Rates and Prizes, on their Majesties Subjects, by the Retailers of the said Parchment and Papers, Be it Enacted, That the Seals, Impression or Stamps, so to be sixed, on the several sorts and sizes of Paper and Parchments, do particularly mention the price and use to which the same should and ought to be applied.
