Council of the United Counties of
Stormont, Dutdas^and Glengarry.

Sheweth,

That this Council regard the Munici-
jiai Corporation Act, I3th ViQtoria
Chapter 81, as intended to place in
the hands of the people, a more ex-
tended control over their local affairs,
and at the same time to afford more
facilities to economize the Public
means.

That so much of the 144lh Section
of the said Act, as requires the Corpo-
ration of each Village, Town, City,
Township, County, and Union of
Counties, to " publish a detailed state-
ment of the receipts and expenditures
and liabilities of such Corporation, in
two newspapers published within the
jurisdiction thereof or in those nearest
thereto," will in the opinion of this
Council produce enormous and un-
necesnry expenses. — And that it is
submitted that the publication of such
statements in any newspaper should,
in accordance with the liberal spirit of
the Act, be left at the option of the
Municipalities.

Thit Council t'lerefore humbly pmy
that your Honorable Undy will be
pleased to repeal so much of the said
■action, as refers to the publication of
such statements; in order that it may
be discretionary ivith the Municipal-
ities to publish such stntemputs ur nut ;
as they may deom expedient, with a
view to the cfflcioiit mnniigoment of
their local nflliirs. And us duty bound
Ve will pray.

The humble Petition of the Municipal
Council of the United Countiei of
Stormont, Dundas and Glengarry,
Shbweth,

That this Council consiiftr that the
provision made by the 30th section of
the Common School Act, 13th and 14th
Victoria, chap. 30; — whereby the an-
nual allowance to each Local Superin-
tender* is fixed at " one pound curren-
cy, ,j f cchool placed under his charge,"
has the effect of excluding the Munici-
palities from exercising any discretion
upon a matter which might reasonably
be supposed to fall within the scope of
their legitimate powers and authority..
And that so much of the 1st clause
of the 31st section of the same Act, as.
requires.the distribution of the Com-
mon School fund to bo " according to
the mtes of t .e average attendance of
pupils attending each Common School
(the mean attendance of pupils both
for S immer and Winter being taken)
as compared with the whole average
number of pupils attending the Com-
mon bchools for such Township," is in
the opinion of this Council, calculated
to operate unjustly — prejudicially and
against the interests of remote locali*
ties, where the Scholar? are frequently,
from various and unavoidable causes,
prevented from a regular attendance.

This Council thereford humblypray
that Your Honorable Uody, will be
pleased to cause the said clauses to be
repealed ; and to pass a Law authori*
zing the allowance to Superintendents
tOfbotfixcd by the Municipalities ; and
to subslituto in lieu of that portion, «f •
the l^clause of the said 31st section,
above referred to, a similar provision
to that contained in the 13th section of
the Aet 9th Victoria, Chiip. 20. Which
npporlions tlio School funds, according
to the ratio of children over five" and
undor sixteen years of ugo. And as in •
duty bound, we will over pray.
