 appointed by His M A J E S T Y, for holding this 
 Parliament; delivered by the Lord Keeper to 
 both HOUSES of Parliament, on fhurfday the 
 Twenty third Day of November^ 1758.

 N purfuarice of the Authority given to us by His 
 Majefty's CommiHion under the Great Seal, amongft 
 other Things, to declare the Caufes of His holding 
 this Parliament ; His Majefty has been gracioufly 
 pleas'd to dire6t us to afllire you, that He always 
 receives the higheft Satisfa6tion, in being able to lay 
 before you any Events, that may promote the Ho- 
 nour and Intereft of His kingdoms. 
 
 Tlta't, in confequence of your Advice, and enabled 
 by that Afliftance which you unanimoufly gave Him, 
 His Majefty has exerted His Endeavours to carry on 
 the War in the moft vigorous Manner, in order to that defuable End, always 
 to be wifli'd, a fafe and honourable Peace. It has pleafed the Divine Providence 
 to blefs His Majefty's Meafures and Arms with Succefs in feveral Parts ; and to 
 make our Enemies feel, that the Strength of Gnat Britain is not to be pro- 
 vok'd with Impunity. 
 
 We have ir alfo in Command from His Majefty to acquaint you, that the Con- 
 qucft of tiic ftrong Fortrefs of Louisbourg, with the Ulands of Cape Breton and 
 St. John ; the taking of Frontenac, of tlie higheft Importance to our Operations in 
 North America ; and the ReduClion of Senegal', cannot fail to bring great Diftrefs 
 upon the French Commerce and Colonies ; and, in Proportion, to procure 
 great Advantages to our own. That Nation has alfo been made lenfible, that, 
 whilft their Foices are fcnt forth to invade and ravage the Dominions of their 
 Neighbours, their own Coafts are not inaccefflble to His Majefty's Fleets and 
 Armies. Tliis they have experienced in the Demolition of their Works at 
 Cherbiirg, creeled at a great Expencc, with a particular View to annoy this 
 Country ; and in the Lofs of a great Number of Ships and* \'eile]s -, but no 
 Treatment, however injurious to His Majefty, could tempt Ilim to make Reta^ 
 liation on the innocent Subjects of that Crown. 
 
 In Gennany, His IVfftf^ffj^'s gfood Bi-other the King of Fru/^a, and Prince Fer<ii- 
 nand of Brunfiiiick, have found full Employment for the Armies of France^ 
 and her Confederates ; from which pur Operations, both by Sea, and in 
 America^ have derived the moft evident Advantage. Their Succcfles, owing, 
 under God, to their able Condudl, and the Bravery of His Majefty's Troops, 
 and thofe of His Allies, have been fmnal and glorious.

 His Majefly has furtlier commanded us to obfeive to you, that the Com- 
 mon Caui'e of Liberty and Independency is ftill making noble and vigorous 
 Efforts, againft the inmaturai Union form'd to opprefs it. That the Com- 
 merce of His Subjc6ls, the Source of our Riches, has, by the vigilant Pro- 
 teftion receiv'd from His Majefty's Fleet, flourifli'd in a Manner not to be 
 parfillel'd daring fuch Troubles. In this State of Things, His Majefty, in 
 His Wifdom, thinks it unncceliary to ufe many Words to perfuade you to bear 
 up againft all Difficulties ; efi'ectually to ftand by, and defend His Majefty ; 
 vigoroufly to fupport the King of Prufjitiy and the reft of His Majefty's Allies ; 
 and to exert yourfclves to reduce our Enemies to equitable Terms of Acccm- 
 modation; 
 
 Gentlemen of the Honfe of Commons, 
 
 The uncommon Exteiit of this War, in different Parts, occafions it to be 
 uncommonly expenfive. This His Majefty has order'd us to declare to you, 
 that He fincerely laments, and feels deeply for the Burdens of His People. The 
 feveral Eftimates are order'd to be laid before you ; and His Majefty defires only 
 fuch Supplies, as fliall be requifite to pufti the War with Advantage, and be 
 adequate to the necefl'ary Services. 
 
 (L>lfy Lords, and Gentlemen, 
 
 His Majefty has, in the laft Place, gracioufly commanded us to affure you, 
 that He takes fo much Satisfa<a-ion in that good Harmony which fubfifts amongft 
 His faithful Subjeifls, that it is more proper for Him now to thank you for it, 
 than to rejDcat His Exhortations to it. This Union, necefTary at all Times, is 
 more efpecially fo in fuch critical Conjunfturcs ; and His Majefty doubts not 
 but the good Effects we have found from it, will be the ftrongelt Motives to 
 you to parllie it.
