I. That any Pilot who shall stop or anchor any mer-
chant ship alongside the moorings of Her Majesty's
^hips (except in case of extreme necessity), shall incur
a penalty not exceeding Ten Pounds Currency.
II. That any Piiot who shall take charge of any ship
or vessel, as a Pilot, otherwise than h>s Branch empowers
him, shall incur a penalty not exceeding Ten Pounds
Currency.
III. That any Pilot who shall lend his Branch to any
one, Of\ any account whatsoever, shall incur a penalty
not exceeding Ten Pounds Currency.
IV. That every PHot who observes any alterations in
Sand Banks or Channels, or that any buoys or beacons
or any floating light are driven away, broken down, or
out of place, shall forthwith leport the same to the
Harbor Master of Quebec under a penalty not exceeding
Ten Pounds Currency, for every neglect so to do.

V. That any Pilot who shall refuse or neglect to
obey any summons of this Corporation, requiring his
attendance, shall incur a penalty not exceeding Ten
Pounds Currency, for every such neglect or refusal.
VT. That any Pilot who shall behave himself unci-
villy or not be strictly temperate and sober, whilst in
the exercise of the duties of his office, or who shall not
u>e his utmost care and diligence for the safe conduct
of every ship or vessel, while under his charge, or w 10
shall not use his utmost care to prevent her from doing
damage to others, shall for each and every such offence
incur and pay a penalty not exceeding Ten Pounds
Currency,
VII. That every Pilot having charge of any ship or
vessel navigating the River St. Lawrence, and seeing
any other suip or vessel approaching shoals or other
cause of danger, shall immediately inform the officer
commanding the vessel under his charge of the same,
who is required immediately to make the necessary
signals to such o'rher ship or vessel, and every Pilot
having charge of, or officer commanding any ship or
vessel, who shall contravene this Regulation, shall incur
each a penalty n' ■ exceeding Ten Pounds Currency.
VIII. That if any Pilot,arriving with any vessel in the
Harbor of Quebec, who has been required by the ]^las-
ter thereof, to remain in charge of such vessel during
the forty eight hours next after such arrival, shall aban-
don such vessel, and give up the charge thereof before
the expiration of such forty-eight hours, and before
such vessel shall have been made fast to a wharf, or
shall have commenced discharging her ballast, or
unloading, such Pilot shall for every such offence, incur
and pay a penalty not exceeding Ten Pounds Currency.
IX. That no Pilot, Master, or other person in charge
of any ship or vessel, shall anchor any such ship or ves-
sel within two cables' length of any of the wharves in
the Harbor of Quebec, except in case of emergency, or
for the purpose of immediately hauling alongside any of
the said wharves, under a penalty not exceeding Ten
Pounds currency, recoverable from any such pilot, mas-
ter, or other person who shall contravene such regulation,
save only when such vessel or vessels are intended to be

a straight line with each other in passing down the said
River to the Eastward, and vice versa when passing up the

Beauieu et I'Ue-aux-Grues. qui est situe vis-a-vis de
I'espace defsigne par les signaux places sur 1 He-aux-
Grues susdite, marques Nos. I et II a I'ouest.etNos III
et IV a i'est respectivement : le dit espace prohibe
devra etre compti de I'endroit ou les dits signa x Nos.
1 et II viennent en ligne droitc I'un avec I'autre en
descendant le dit fleuve de I'ouest jusqu a I'endroit ou
les dits signaux Nos. Ill et IV, viennent pareillcment en
litrne droite avec I'autre en descendant le dit fleuve a Test
ettm-TV/'^vf en remontant le dit fleuve, sous une penalite
n'excedant pas dix louis courant dont sera passible
tout tel pilote. maitre ou autre personne contrevenant
a ce reglement.
XII. Tout pilote pour le fleuve St-Lau.ent. pour etPHotes p^^^^^^
au-dessous du havre de Quebec, prendra un nombre du^^^^
secretaire de la Commis..ion du Havre qui entrera
dans un registre le nom de tel pilote avec son nombre
distinctif en regard, et tout pilote q.i i.egligera de se
conformer a ce reglement cncourra une amende n excc-
dant pas dix louis courant, et tout pilote qui prendra
un autre nombre que ceiui qu'il aura rc9U du dit secre-

Currency for every contravention of this regulation.
Periods for XIV. That the regular voyages to Europe Perfoniied
apprentice pi by Apprentice Pilots, as required by the 2ist ^ec. oi

S? '" the fir.t Hay of September of each year, and shall ter-
' minate on the f^rst day of June of each year, both days
inclusive, unless such period of termination shall be
extended by a reasonnable cause, to be established

any such voyage be commenced before the f^rst o
October, the Apprentice making such vc.. age shall
have to return and make good, during the season ot
navigation, such time as he may have given to the said
voyaV. between the f^rst days of September and of
October ; and every such voyage to Europe shall ex-
tend to the following spring.
And any such voyage, purporting to have been made
under the said section, outside of the above mentioned
periods, shall not avail to such apprentice, nor be deem-
ed to have been made as required by the said section.
Exploration XV. No apprentice shall obtain a brrnch as a Pilot
trips by ap- unless he shall have performed,during his apprenticeship
prentice pilots ^j^^ exploration trips to the North Channel of the River
St Lawrence, as provided for by the 22nd Sec. of the

XIV. Que les voyages reguliers en Europe accomplisD.te de,

de la i^e Vict, ch. 1 14, ne seront pas commences avant ,^, ,pp,entis
■ le premier jour de septembre de chaque annee, et seront p.iotes.
termines le premier jour dejuin de chaque annee, ces
deux jours inclus. a moins que cette periode de termi-
naison ne soit prolongee pour une cause raisonnablequs
chaque apprenti devra specifier ; pourvu toutefois que
si aucun tel voyage est commence avant le premier
octobrc, I'apprenti qui le fera, aura a rendre, pendant la
saison de la navigation, le temps qu'il pourra avoir cov
sacre ace voyage entie les premiers jours de septe n-
bre et d'octobre ; et chacun de ces voyages en hurope
devra se prolonger jusqu'au printemps suivant.
Ft tout tel voyage suppose avoir ete fait contorme-
ment a la dite section, en dehors- des periodes mention-
n(:'es plus haut, ne comptera pas pour tel apprenti et ne
sera pas considere comme ayant ete accompli en confor-
mite a la dite section.
XV Aucun apprenti n'obtiendra une branche comme Voyages d'ex-
pilote,' s'il n a accompli, pendant son apprentisage._ les PJ<-^^^^^^^
voyages d'exploration du chenal nord du fleuve baint- ^n^.t^,.
Laurent, tel qu'il est pourvu par la 22e section de la I2e

XVII. That the Master or Commander of every
Ship or Vessel arriving in the Harbor of Quebec, from
sea, and having on board Emigrants, shall hoist, at the
Mizen Peak, the Union Jack under the Ensign of such
Ship or Vessel ; and if neither of such flags, be on
board, then he shall hoist, in lieu thereof two distin-
guishing flags, one under the other ; and if the Union
Jack or Ship's flag only be on board, then such Union
Jack or Ship's flag shall be hoisted, with another dis-
tinguishing flag under it, at the Mizen Peak ; and he
shall keep the same so hoisted from sunrise to sunset,
until such vessel shall have been boarded and inspected
by the Medical officer appointed to perform such duty in
the said Harbor of Quebec, under a penalty not exceed-
ing Ten Pounds Currency to be recoverable from any
such Master or Commander who shall contravene this
regulation.
XVIII. That the following shall be the limits of the
Ballast Ground within which ships, or vessels, may dis-
charge the ballast into the River St. Lawrence, within
the Harbor of Quebec, that is to say, between St. Mar-
tin's Point, and the west end of Beaumont shoals, as
near the south shore as the water will admit ; and also
between the Riviere Chaudiere and a line formed by a
beacon erected on the hill in rear of Diamond HarJoor,
and the centre of the Martello ToWer, above it, and not
nearer to the north shore than in fifteen fathoms water,
and not nearer to the south shore than in ten fathoms
water, at low water, in neap tides ; and any Master, or
Commander of any ship or vessel, or the Master of any

respective situations, and all disputes which may arise
touching or concernincr the premises of any or either of

XXIV. That whenever two or more vessels are lying
'in tiers at any deep water wharf within the Harbor of
Quebec, the Ma.ter or other person having charcre of
any and every such ship or vessel (the ship or vessel
next to the said wharf excepted), shall cau.e an anchor
with a sufficient cable to be carried from the ship or
v^essel in charge of such Master or other person, and
laid in the stream, as well forth.; purpose of hauling off
in case of necessity, as for the relief of tiie ship or vessel
lying within : and any Master or other person who
shall refuse or neglect to cause to be carried out and laid
as aforesaid, such anchor with such sufficient cable as
aforesaid, from such ship or vessel as aforesaid, so in
charge of such master or other person as aforesaid, shall
for every such refusal or neglect incur and pay a penalty
not exceeding Ten Pounds Currency.
XXV. That any master or other person havincr the

cable in order to allow another vessel to haul in or out

Harbor of Quebec, a free and un-nterrupted passage

refusera de lacher sa haussiere ou sa chaine alin de per-
mettre a un autre batiment de se haler en dedans ou en
dehors d'un quai, encourra une amende n'excedant pas
dix louis courant.
XXVI. Que quand deux ou plusieurs batimentsseront
places dans la meme rangee a I'un des quais du havre de
Quebec, 11 sera laisse un passage libre et non interrompu
sur le pont des batiments situesen dedans et pres de tel

XLH. That hereafter all boats, or vessels laden in
whole or in part with hay or straw, shall repair to the
River St. Charles, to dispose of their cargoes, and now-
here else, under a penalty not exceeding Ten Pounds
Currency, which penalty shall be recoverable from the
master, owner, or other person having charge of any
such boat or vessel laden in the whole or in part with
hay or straw, who shall contravene this regulation.

rence, of any wharf or wharves, within the Harbor of
Quebec, the size and dimensions of which shall not

proprietor or other person in charge thereof, removed
within twenty- four hours after such notice, under a

of steamboats and steam vessels employed and used for
carrying passengers, and that any master or other per-
son having the charge of any ship or vessel, (other than
a steamboat or steam vessel employed and used for
carrying passengers), who shall made such ship or
vessel fast to, or shall place such ship or vessel
along the front or fronts next the River St. Law-
rence, of any or either of the said wharves.without a per-
mission in writing signed by the Harbor Mr.ster, shall
incur and pay a penalty not exceeding Ten Pounds
Currency.
L. That the whole front,next the River St-Lawrence
of the wharf commonly called the " East India Wharf,"
on the North shore of the River St-Lawrence, within the
Harbor of Quebec, shall be and the same is hereby ex-
clusively appropriated tor the use and accommodation
of steam vessels navigating between the Harbor of Que-
bec and tne Ports and Harbors within the Gulf of
St-Lawrence ; and that any Master or other person
having charge of any Ship or Vessel, (other than a
Steam Vessel so navigating between the Harbor of
Quebec and the said Ports and Harbors within the
Gulf of St-Lawrence,) who shall make such Ship or
Vessel fast to, or shall place such Ship or Vessel along
any part of the front, next the River St-Lawrence, of
the said Warf, without the permission, in writing, signed
by the Harbor Master of Quebec, shall incur a penalty
not exceeding Ten Pounds Currency, for each and
every contravention of the foregoing Rule.

the Queen's Wharf, and on the other side by other
property belonging fo Her Majesty, occupied by one

modation of steamboats and other vessels and craft
belonging to or employed by the Grand Trunk Rail-
way Company of Canada, in the transportation of
passengers, timber, deals, firewood, life stock, goods,
wares and merchandizes and other produce and effects
across the said River St-Lawrence, from and to the
stations of the said Company at Point Levi and Quebec
aforesaid, and of such othei v^essels and craft of every
description, as may, from time to time, be engaged in
the loading or unloading of iron, timber, rails, railway
stock, machinery, or any other materials or effects
required for the use of the said Company ; and that any
master or other person h ving the charge of any steam-
boat, vessel, or other craft (other than a steamboat,
vessel, or other craft belonging to or employed by the
said Grand Trunk Railway Company of Canada, for
the purposes aforesaid, or a vessel or other craft enga-
ged in loading or unloading materiab for the use of
the said Company as aforesaid,) who shall make such
steamboat, vessel or craft fast to, or shall place such
steamboat, vessel or craft along any part of the fronts
next the River St-Lawrence of the said wharves, or of
the landing stages erected between them, or along any
partof either or the slips connected with the same, as
hereinafter described, without a permission, in writing
signed by the Harbor Master, shall incur and pay a
penalty not exceeding Ten Pounds Currency, for each
and every contravention of the foregoing regulation.

and accommodation of Tow Boats, or vessels propelled
by steam, and employed in towing vessels to and from
theHarborofQuebec, fromand tosea; and that any

riaux requis pour I'usage de la dite compagnie, et que
tout maitre ou autre personne ayant la charge d'aucun
vapeur, vaisseau ou autre barque (autre qu'un vaoeur,
vaisseau ou autre barque employe par ou appartenant
a la dite compagnie du chemin de fer du Grand Tronc
du Canada pour les fins ci-dessus, on un vaisseau ou
autre bateau engage dans le chargement ou le dechar-
gement d'effets pour I'usage de la dite compagnie tel
que susdit,) qui fera accoster tel vapeur, vaisseau ou
barque, ou placera tel vapeur, vaisseau ou barque le
long d'aucune part'e des fronts sur le fleuve St- Laurent
des dits quais ou les echafauds du debarcidere eriges

any such Steamboat or Steam Vessel, who shall neglect
after this Order shall take effect, to have such Gangway
made fast in the manner above-mentioned, each and
every time after such arrival, shall, for every such
Penalty, "eglect, incur a penalty not exceeding Ten Pounds Cur-
rency.
Free passage LIX. That when two or more Steamboats or Steam

RivcrSt. Lawrence, within the Harbor of Quebec, and
bounded on the East side by Smith's Lane, and on the
West by the Government property commonly known
as the Gunboat Wharf, shall be, and the same is hereby
exclusively appropriated for the use and accommoda-
tion of Transatlantique Ocean Steamboats and Steam
Vessels resorting to the Harbor of Quebec, and the
whole front, next the River St- Lawrence, of the wharf,
the property of the Quebec Harbor Commissioners,
called " Pointe a Carey Wharf," on the North Shore of
the River St- Lawrence, within the Harbor of Quebec,
shall be, and the same is hereby exclusively appropri-
ated for the use and accommodation of Transatlantic
Ocean Steamboats and Steam Vessels resorting to the
Harbor of Quebec, and that any master, or other person
having the charge of any Ship or Vessel (other than a
Transatlantic Ocean Steamboat or Steam Vessel),
who shall make such Ship or Vessel fast to, or shall
place such Ship or Vessel along any part of the front,
next the River St-Lawrence, of the said Wharf or
Wharves, without a permission in writing signed by
the Harbor Master, shall incur and pay a penalty not
exceeding Ten Pounds Currency, for each and every
contravention of the foregoing Rule.
Whereas, it has become necessary to define the
limits of that part of the Port of Quebec, known as the
Harbor of Gaspe, and to make Rules and Regulations
for the said Harbor of Gaspe, wherefore it is hereby
ordered, ordained and enacted by the Harbor Commis-
sion of Quebec, as follows :—

LXIV. That any person or persons who shall throw
dirt, filth, stones or rubbish, of any description what-
soever, over any of the wharves within the said Harbor
of Gaspe, or into any of the docks between the said
wharves, or upon any of the Landing places or Inlets
or on any part of the beaches between high and low
water marks, or in any other place within the said Har-
bor that may in any way impede, injure or obstruct the
Navigation, shall, for each and every such offence,
incur and pay a penalty not exceeding Ten Pounds
Currency, and shall remove the same at his and their
own cost and charge, immediately upon being verbally
ordered to do so by the Harbor Master ; and shall incur

hours after such notice shall have been given as afore-
said.
LXV. That any person or persons who shall obstruct
any of the public landing places or public reserves
within the said Harbor of G spe, with timber, mats,
logs or rafts or otherwise, so as to prevent a free, conti-
nuous and uninterrupted passage and communication
over the said landing places, shall incur and pay a
penalty not exceeding Ten Pounds Currency.
LXVI. That every steamboat or steam vessel em-
ployed in the conveyance of passengers, resorting to
any of the wharves in the said Harbor of Gaspe, shall
be provided with a good and sufifici^^nt stage or gang-
way exclusively for the use of the passengers or persons
coming from or going on board such steamboats or
vessels ; and every such §tage or gangway shall be made
of four inch plank and be three feet broad, with ridge
ropes on both sides, from the boat or vessel to the wharf
supported by wood or iron stanchions not less than
three feet high ; and at night a light shall be placed at
either end or any other part of the said stage or gang-
way, so that the same may be seen clearly from the
wharf and the boat or vessel : And the master or
person having charge of any such steamboat or vessel,
who shall neglect, after this order shall take effect, to
have a stage or gangway of the before mentioned des-
cription placed from such boat or vessel, of which he
may have the charge, to such wharf, each and every
time after such arrival, and immediately after such
arrival, shall, for every such neglect incur a penalty not
exceeding Ten Pounds Currency ; and any such master
or person having charge of such steamboat or vessel,
who shall neglect to have the said gangway ligHted at
night as heretofore directed,shall, for every such neglect,
incur a penalty not exceeding Ten Pounds Currency.

de tel bateau a vapeur, ou batiment a vapeur, et tout
tel pont-volant ou embelle sera fait de planche de qua-
tre pouces d'epaisseur, et de trois pieds de largeur, et
garni de chaque cote de garde-fous en cordes, du quai
jusqu'au batiment, soutenus par des appuis de bois ou
de fer de pas moins de trois pieds de haut ; et la nuit
il sera place une lumlere a I'une des extremites ou a un
endroit quelconque du dit pont volant ou embelle, de
manicre a ce qu'elle puisse etre vue distinctement du
quai et du bateau a vapeur ou batiment a vapeur ; et le
capitaine ou la personne ayant la charge de tel bateau
a vapeur ou tel batiment a vapeur qui negligera, apres
que cet ordre aura commence a avoir effet, d'avoir un
pont-volant ou embelle de la nature ci-dessus mention-
nee, de tel bateau ou batiment a vapeur, dont il aura la
charge, a tel quai, a chaque arrivee et immediatement
apres son arrivee, encourra pour toute telle negligence
une amende n'excedant pas dix louis courant, et tout
capitaine ou personne en charge de tel batiment ou

and Regulations of this Corporation, in relation to the

LXIX. That it shall likewse be the duty of the

the Parliament of the Province of Canada, passed in
the twelfth year of Her Majesty's Reign, to look after
the steamboats and steam vessels ana the Beaches in
the Harbor of Quebec, and to report to the Harbor
Master any contravention of the By-Laws, Orders, Rules
and Re ,ulations of this Corporation in relation thereto.
LXXL That the Clerk and Treasurer of this Corpo-
ration shall perform respectively the duties attached to
their respective officep.
LXXH, That the following shall be the fees to be
received in suits brought before the Trinity House of
Quebec -^n'd for delivering and registering Pilots' Bran-

WHEREAS, it is expedient to repeal the twenty-
th rd Clause of the by-laws, rules and regulations of
the Trinity House of Quebec, ordained on the twelfth
day of April, eighteen hundred and fifty, and to enact
certain other rules and regulations, it is threrefore
resolveci and enacted : —
I. That the said twenty-third Clause of the by-laws,
rules and regulations of the Trinity House of Quebec,
ordained and enacted as aforesaid, be, and the same is
h-^reby declared to be repealed.
Boomstobe H. That all vessels, lying at the wharves, or in tiers

of wharves up, as occasion may require, their studding sail booms
rigged in and irons taken off. their jib-booms and flying

sprit sail yards laid fore and aft, their main or mizen

within the beam of the vessel, and all other yards bra-
ced within the beam of the vessel, and their anchors
secured so as to avoid doing damage to other vessels,
under a penalty, recoverable from the master or other
person in charge of such vessel, not exceeding ten
pounds currency, for every contravention of the fore-
going regulation.

HI. That every steam or sailing vessel, resorting to
the harbor of Quebec, shall be provided with, at least,
one gangway plank, twenty-five feet in length, and of
sufficient thickness and strength, to be not less than
three inches in thickness and two feet six inches in
width, with ridge ropes on born siJes, supported by
wood or iron staunchions, not less than three feet high,
and that at night a light shall be placed at one of the
ends, or at any other part of such gangway, in such a
manner that the said light may be distinctly seen from

or sailing vessels ; and that when steamers or sailing
vessels shall be lying in tiers of two or more, alongside
of wharves in the said harbor of Quebec, each one of
such steamers or sailing vessels shall provide an accom-
modation ladder, and a short gangway on board of each
of such steamers or sailing vessels respectively, in order
to afford an easy and safe communication from one to
the other, under a penalty, recoverable from the master
or other person in charge of any such steamer or sail-
mg vessel, not exceeding ten pounds currency, for
every contravention of the foregoing regulation.

July, eighteen hundred and sixty-two, and sanctioned

sixty-three, which said last mentioned By-Laws, Rules
and Regulations shall apply as heretofore, to steam
boats or steam vessels, employed in the conveyance of
passengers, resorting to any of the wharves in the har-
bor of Quebec,
