That the fullest sympathy and support may be accorded to this measure, the following facts are submitted for consideration. Chronic alcoholic drunkenness is a self-induced disease of the brain and nervous system, manifesting jtself in an irresistible craving for alcoholic drinks. This disease is amenable to medical treatment, and, where so treated, curable in like proportion to other diseases. This has been amply proved where hospitals for dipsomaniacs have been long established. Many in this city can testify to the benefits received in such institutions, though such benefits have at present to be sought abroad. There is unfortunately a large and continually increasing number of dipsomaniacs in this city, as also elsewhere, and, to say nothing of the moral aspect, the usuatm etliud o ^I ]ea^-' ing with such by arrest, fine, and imprisonment, tends to confirm tihem in their habit, and to intensify the disease. , The money expended by our present method of arresting, trying and imprisoning the habitual drunkard, will largely, if not entirely, be sufficient to support the institution contem- plated. Economy and humanity demand the establishment. No such institution exists in Canada that is available for the poor and the friendless.
