Gkntlemen :

My annual report, now beinf? prepared for the Press, will be submitted
for your approval at the meetings of Council in January, next.

To the humane liberality of the Counties' Council of York and Peel, the
Co. Councils of Wellington, Norfolk, Simcoe and Halton, may be ascribed the
great sucoesB which, under God, has attended our eli'orts in mitigating the evils
of " one of the greatest of human calamities," which afflict over 800 of our
fellow beings, 148 of whom, have been taken out of the bondage of their
affliction and restored to the enjoyment of the rights, privileges and immunities
of civil life, and made partakers of the promiscij given to us by the Redeemer
of mankind.

I am happy to inform you that the Institution is fiee from debt, and that
our chatties and effects may be valued at $2,600, the resuli ul two year's labor.

That the Deaf and Dumb Institute is growing in the good opinion of
Co. Councils, is evident from the pleasing fact, that Northumberland, Went-
worth, Perth, Huron and Bruce, Lambton, Lincoln, Brant, Carleton, Oxford,
Elgin and last, not least. Prince Edward. Co. Councils have during the past
year given liberal donations, thus recognizing in a substantial form the last-
ing benefits conferred upon afflicted humanity thro' the agency of our
noble institution. This is cheering news and will be hailed with pleasurable
emotions by the CounciLs of York and Peel, Wellington, Norfolk, Simcoe
and Halton, whose liberality is above all praise.

Several councils have, I regret to state, adopted the hackneyed phrase,
" the Government should make provision for these unfortunates," and like
Gamaliel of old '« careth for none of these things."

I look forward with confidence for a continuance of that support
hitherto accorded.
