AMENDMENTS Proposed by the House of Representatives to the Bill of the Sen- ate, (S. 129) to provide for the employment of free ne- groes and slaves to work upon fortifications, and perform other labor connected with the defence of the country. 1 1. In section 2, line 5, strike out "forty-five" and insert in 2 lieu thereof, "forty." 1 2. In section 2, line 5, stike out after the word "years" all 2 down to, and including the word "river," in line 8. 1 3. In section 2, line 12, after the word "upon," insert the 2 words "not to exceed eighteen dollars per month." 1 4. In line 8, section 3, after the word "stated," strike out all 2 down to, and including the word "necessary," in line 11, and 3 insert in lieu thereof the words "as the wants of the service 4 may require." 1 5. In section 3, line 11, after the word "Provided" insert the 2 following: "That said impressment shall be made according to 3 the rules and regulations provided in the laws of the State 4 wherein they are impressed, and in the absence of such law, in 5 accordance with such rales and regulations, not inconsistent with 2 6 the provisions of this Act, as the Secretary of War shall from 7 time to time prescribe: Provided further" 1 6. In section 3, line 16, after the word "the" strike out all ' 2 down to and including the word "impressments," in line 17, and 3 insert in lieu thereof "the first section .of 'an act to regulate im- 4 pressments,' " passed on the 26th of March, 1863. 1 7. In section 4, line 5, after the word "the," down to and in- 2 eluding the word "therein," in line 6, and insert in lieu thereof, 3 the following: "whole number hired and impressed." 1 8. In section 4, line 6, after the word "act," the words "whe- 2 ther owned by citizens of such State or not." 1 9. In line 8, section 4, strike out "forty-five" and insert in 2 lieu thereof, "forty." 1 10. In section 4, strike out the whole of line 12, and insert 2 in lieu thereof the following: "less than five male slaves within 3 said ages, shall such slaves." 1 11. In section 4, line 16, strike out all after the word "dis- 2 trict," down to and including the word "States," in line 22. 1 12. In section 4, transfer the first proviso, commencing with 2 the word "provided," in line 22, and ending with "act," in line 3 26, to the end of section 4 ; and strike out the word "further," 4 in line 26. 8 1 13. Insert the following as section 5. "If any glare is now 2 held for service who is not liable thereto under the provisions 3 of this Act, such slave shall be forthwith returned to the owner 4 on demand and proof of the fact." 1 14. Change sections 5 and 6 respectively; to 6 and 7. 1 15. Add the following as section 8: "No slave shall be here- 2 after impressed, except in pursuance of the provisions of this 3 Act; and any officer who may violate the provisions thereof 4 shall be court martialed, and on conviction cashiered.
