[By Mr. Sparrow from Committee on Military affairs.j ACT To authorize the President to furnish supplies to Confederate citizt^ held as prisoners by the Government of the United States. 1 Section 1. The Congress of the Confederate States of America 2 do enact, That the President be, and he is hereby, authorized to 3 direct that any loyal citizen of the Confederate States, who may 4 be held as a prisoner by the United States, shall be furnished, 5 whilst so imprisoned, such necessary supplies as may be furnished 6 to prisoners of war in their hands. 1 Sec. 2. That the sum of one hundred thousand dollars be, and 2 the same is hereby, appropriated, out of any money in the Treas- 3 ury not otherwise appropriated, for procuring said supplies and 4 paying the expense of their transportation and distribution.
