SCREVEN COUNTY 
 
 The following report upon a survey of the schools of the 
 county is submitted to patrons and citizens with the hope that 
 it may receive their earnest consideration. 
 
 It will be seen that the schools throughout the county are 
 doing ''tolerably well," while some of them have attained the 
 "Standard." The best are none too good for the children of 
 Screven County or as efficient as the people of the county are 
 able to make them. Hardly as much effort and attention have 
 been devoted to any of them as to the development of agricul- 
 ture and stock raising in some places in the county. "People 
 are more important than property," and a still more liberal 
 investment in the proper development and training of the chil- 
 dren would be more profitable than in hogs and cows and corn 
 and cotton. Money wisely expended on the public schools, 
 whether through "local taxation" or otherwise, should not be 
 regarded as an expense, but as an investment in present and 
 future citizenship. 
 
 Screven County voted "For Local Tax" in 1907, and the 
 levj applies to the entire county, including municipalities. 
 The rate levied is 3^4 mills, which is less than in former years. 
 The State school fund appropriated to the county is $21,362.63, 
 and the local levy yields $7,876.55, making a total maintenance 
 fund of $29,239.18. This maintains the schools for seven 
 months, and from a balance left an appropriation is made for 
 another month to such schools as will locally raise by subscrip- 
 tion funds for still another month, giving to these schools nine 
 months. 
 
 The board has also been able to duplicate all efforts of indi- 
 vidual schools in the matter of buildings and equipment, thus 
 stimulating local school spirit over the county generally. 
 
 The entire administration is in the hands of the county 
 board of education, consideration being given to tlie nomina- 
 
tion of teachers by local trustees. Tliis, however, is often de- 
 ferred by the local trustees to the county superintendent, who 
 lias better facilities for finding and selecting suitable teachers 
 for the schools. 
 
 Supervision has been earnest and constant, results of which 
 are easily seen in the professional strength and spirit of the 
 teaching force, in the intelligent planning of the later built 
 school houses, in the selection and purchasing of the school 
 furniture and equipment, and in the general school spirit nearly 
 everywhere manifested in schools and communities. 
 
 Particular attention has been paid to matters of sanitation, 
 as the cleanliness of buildings and surroundings and the num- 
 ber and condition of school toilets attest. There are to be 
 found more schools in the county with "two toilets in g'ood con- 
 dition" than is usually the case, and this applies to the negro 
 schools as well as to the white schools. It has come to be gen- 
 erally understood among the schools that the superintendent 
 gives first attention to this important matter upon every visit 
 to any school. 
 
 Eight schools have M'on their certificates as "STANDARD,'' 
 while only two were reported in 1915. A number of others are 
 near-standard, while many are striving for this distinction. 
 When another survey of the county is made a year or so hence 
 it is to be hoped that this number will ])e more than doubled. 
 
 A live monthly meeting of the teachers is maintained 
 throughout the school year, and many patrons and citizens are 
 beginning to attend these interesting meetings.

 county in a simple way just what facilities have been provided 
 for the education of their children. It is for them to determine 
 Avhether these are sufficient, or whether the children deserve 
 and they are able to provide more liberally for them. 
 
BASCOM SCHOOL.

 condition.

NEGRO SCHOOLS 
 
 The superintendent gives conscientious attention to the 
 negro schools of the county. Greatest emphasis is put upon 
 morals and sanitation, and some encouraging results are to 
 be seen. Nearly all of the negro schools of the county are 
 provided with two toilets, and they are constantly and care- 
 fully cleaned. At some of them cleaning the toilets is a form 
 of punishment imposed for school disorders. 
 
 The following pages show photographs of most of the ne- 
 gro schools of the county, most of them being adjacent to a 
 church or lodge, which is usually a better building than the
