 joint resolution (H. J. Res. 217) relating to the celebration of the one 
 hundredth anniversary of the birth of Abraham Lincoln and making 
 the 12th day of February, 1909, a legal holiday, and for other pur- 
 poses, report recommending that the Senate amendments be disa-
