R. 15812.] The Committee on Appropriations submits the following report in explanation of the accompanying bill making appropriations for the Department of Agriculture for the fiscal year ending June 30, 19"" >•) . ESTIMATES, FISCAL YEAR 1922. The estimates upon which this bill is based are to be found as follows : Book of Estimates, fiscal year 1922, pp. 207 to 341, inclusive $41, 989, 384 Supplemental estimates in House Documents Nos. 893, 941. and 952 1, 040, 000 Total estimates submitted by the Department of Agriculture 43, 029, 384 Supplemental estimate submitted in House Document No. 916 by the National Forest Reservation Commission for the acquisition of addi- tional lands at headwaters of navigable streams 10, 000, 000 Total estimates considered 53, 029, 384 H APPROPRIATIONS, FISCAL YEAR 1921. The total of appropriations made for the Department of Agriculture for the fiscal year 1921 in the agricultural appropriation act is $31,- 712,784. APPROPRIATIONS RECOMMENDED IN THIS BILL FOR 1922. The total amount recommended to be appropriated in this bill for the service of the fiscal year 1922 is $33,517, 159, of which sum $32,-, 517,459 is for the Department of Agriculture and SI, 000, ()()() is for the 2 AGRICULTURAL APPROPRIATION BILL, 1022. National Forest Reservation Commission for the acquisition of addi- tional lands at headwaters of navigable streams. The amount recommended in the bill ($33,517,459), compared with the estimates for the fiscal year 1922 and the appropriations for the fiscal year 1921, shows the following differences: It is $19,511,925 less than the amount requested in the estimates; of this sum $10,511,925 represents a reduction in the estimates sub- mitted by the Department of Agriculture and $9,000,000 represents a reduction in the estimate submitted by the National Forest Reserva- tion Commission. It is $1,804,675 more than the appropriations for the fiscal year 1921 : of this sum $804,675 represents a net increase in the appro- priations for the department, and $1,000,000 is the amount recom- mended for the National Forest Reservation Commission. In considering the large increases in current appropriations esti- mated for by the Secretary of Agriculture it was impossible for the committee to lay down any general rule which could be applied to all the items of appropriation without exception or modification. It was in even' case a matter oi the committee's best judgment in the light of all the circumstances, taking into consideration, of course, the necessity of exercising the most rigid economy. In general, in considering the statutory rolls of the several bureaus, it was not the policy of the committee to allow increases in salaries, but in some cases the committee did allow an additional number of persons in the higher grades, at the same time in these cases reducing the number of persons in the lower grades of the same class, thus effecting a reduction in the number of employees as well as a reduction in the amount appropriated for the given class of employment. In all of these cases the committee undertook to provide only for such grades as were authorized bj T law. It was the unanimous opinion of the bureau chiefs who appeared before the committee that this policy would result in a higher degree of efficiency. In considering the lump-sum items of appropriation it was the policy of the committee not to allow increased appropriations rep- resenting only increased investigational or extension work of the same kind as was being carried on under the appropriation. It was the belief of the committee that the present financial condition of the Government did not justify increased activities along lines which pre- sented no particular or unusual emergency. Notable exceptions to this rule are made in the case of an increase of $500,000 in the appro- priation for the eradication of tuberculosis, and an increase of $1 00,000 in the appropriation for the control and eradication of hog cholera. The committee did allow increases where increased appropriations were necessary for the maintenance or preservation of the Govern- ment's property, for the full use of existing facilities or personnel, where infestations or outbreaks of animal or plant diseases presented emergencies which necessitated increased appropriations, and in cases where new or increased appropriations seemed desirable in aid of establishing new industries or finding new uses for existing agri- cultural products. 'As representative of the first class of cases, the committee allowed an increase of $15,000 under the item for inspection and quarantine work in the Bureau of Animal Industry, for improvements and repairs to quarantine stations, at Boston. The second class of cases is illustrated by a new item of 8100,000 for the quarantine and control of the Mexican bean beetle, which has established itself in Alabama, and an increase of SI 50,000 in the ap- propriation for the eradication and control of the brown-tail and gypsy moths, new infestations of which have occurred in New Jersey and Pennsylvania. Illustrations of the last class arc to be found in small increases in the appropriation for the development of sirup from sweet potatoes, and for the promotion and protection against disease and insects of the new date industry which lias been established in California, and offers possibilities in Arizona and Texas. The committee has eliminated the item of $239,416, carried in the current appropriation act for the purchase and distribution of veg- etable and flower seeds. The following comparative statement shows in detail the appro- priations for the fiscal year 1921, the estimates for the fiscal year 1922, the amounts recommended in the accompanying bill for 1922, the increase or reduction in the amount:- for the fiscal year 1921 as compared with the amounts recommended in the bill for 1922, and the increase or reduction of the amounts estimated for 1922 as compared with the amounts recommended in the bill.
