President, Vice Presidents, ^ y^.^ \ \ Treasurer, Secretary, r lUIIU ■ in ••■!•■ [Provisional.] The state Board of Directors of the University and School Extension is organized under the following Constitution, which is a part of the general Constitution of the University and School Extension. This Board shall consist of life members, who shall be Presidents of Colleges named by the Executive Committee of the National Board, and of representatives of the local Boards of Directors. The Board shall have legislative authority over all matters pertaining to the University and School Extension in the State. «3» . ■ '^'^'^ 2 UNIVERSITY AND SCHOOL EXTENSION. , « a A i l^ Q It shall not only undertake to accomplish' »4ihe specific designs of the University and School Extension, but it shall discuss, adopt, and, as far as possible, execute measures that may advance the cause of education in the state. The Board, being duly incorporated, shall be a self-perpetua- ting body with power to increase or decrease the number of its members. This power, however, shall, not interfere with the right of the local Boards to representation, nor to the life tenure to which reference has already been made. The State Board shall organize the work and the workers of the University and School Extension throughout the State. EXECUTIVE COMMITTEE. The Executive Committee of the Board shall consist of the officers and such other members as may be elected every second year by the Board to membership in the Committee. The Executive Committee shall be the Board of Trustees for the State Board. It shall have the title with full control of all the property of the Board, except as restricted by the Board. The Executive Committee shall also serve as the Committee on Finance. It shall apportion the funds annually to the various uses of the Board, and shall have immediate charge of all property of the Board, wherever situated. All the workers appointed to work of college grade, shall be- fore the appointment takes effect, be approved by the Executive Committee, and each year at the annual meeting, all work, and the membership of all members, and representatives of the Exten- sion, of college grade, shall be subject to approval, or removal for cause, by the Committee. The President shall be that President of a College in the State who being a life member of the State Board, is elected President by the Board. VICE-PRESIDENTS. The Vice-Presidents shall be any one or two of the Executive Committee elected, as such, by the Board. SUPERINTENDENT. The first Superintendent of School Extension in the State, shall be appointed by the General Superintendent. The term of office being two years, he shall after the Board is well organized be elected by the Board at the regular election, each second year. TREASURER. The Treasurer elected by the Executive Committee shall be the Treasurer for the State Board, and he shall hold the funds under the direction of the Executive Committee. SECRETARY. The Secretary shall be the Secretary appointed by the General Secretary. He may appoint assistants who shall serve as Corres- ponding Secretaries of the different departments. He shall also, appoint, with the approval of the Executive Committee of the State Board, the local Secretaries of the Extension, who shall be under his general direction. MEETINGS. The State Board of Directors shall assemble yearly in the month of November and at the the close of each second annual meet- ing, the election of officers and other members, if any, of the Executive Committee, shall take place. The Executive Committee shall meet, also, each year, in the month of April. UNIVERSITY AND SCHOOL EXTENSI ^ *^^° ^^^ ^®° ^ DEPARTMENTS. A state department shall be organized for the students in each and every subject of education, for which the Executive Commit- tee of the National Board authorizes the formation of a depart- ment. The work in each department shall be under the direction of a College Society consisting of the state faculties of University Extension, and School Extension, for the given subject, and re- presentatives of any local Societies of workers in University and School Extension, in the subject, organized in the state in accordance with this Constitution. In the interest of unity of plan, all rules and regulations, however, shall be subject to approval by the Exe- cutive Committee of the State Board; and, the limit to the number of members in any of the auxiliary societies or clubs, of college grade, shall be subject to approval by the Executive Commitee of the National Board. FEES. One half of all registration, membership, and initiation fees received by the State Board shall be the property of the National Board, and shall be forwarded by the officer in possession of the same to the General Secretary, on or before the first day of Novem- ber, February, May, and August. On or before the first day of April in each year, the Board shall transmit to the National Board one tenth of all donations or endowments, received without restriction to the contrary. BY-LAWS.
