MESSAGE OF TEAXSMITTAL. 
 
 To THE Senate : 
 
 I transmit herewith, with a view to receiving- the advice and consent of 
 the Senate to their ratification, the accompanying treaty witli Poland, signed 
 at Versailles on the 28th of Jnne ; and the agreement between the United 
 States, Belgium, the British Empire and France of the one part, and Germany 
 of the other part, with regard to the military occupation of the territories of the 
 Rhine, also signed at Versailles on the 28th of June. 
 
 This treaty and this convention are ancillary to the Treaty of Peace with 
 Gennany, and I am glad to lay them before the Senate now, in order that they 
 may be considered, if possible, in connection with that Treaty, and also in 
 order that they may serve to throw further light upon the treaty itself.

 Considerant que les Puissances alliees et associees ont, par le succes de 
 leurs amies, rendu a la Nation polonaise Tindependance dont elie avait ete 
 injustementprivee ; 
 
 Considerant que par la proclamation du 30 mars 1917, le Gouvernement 
 russe a consenti au retablissement d'un Etat polonais independant; 
 
 Que I'Etat polonais, exer^ant actuellement, en fait, la souverainet6 sur 
 les parties de I'ancien Empire russe habitees en majorite par des Polonais, a 
 deja ete reconnu par les Principales Puissances alliees et associees comme 
 Etat souverain et independant ; 
 
 Considerant qu'en vertu- du Traite de paix conclu avec I'Allemagne par 
 les Puissances alliees et associees, Traite dont la Pologne est signataire, certains 
 territoires de I'ancien Empire allemand seront incorpores dans le territoire de 
 la Pologne; 
 
 Qu'aux termes dudit Traite de Paix, les limites de la Pologne qui n'y 
 sont pas encore fixees, doivent etre ulterieurement determinees par les Princi 
 pales Puissances alliees et associees; 
 
 Les Etats-Unis d'Amerique, I'Empire britannique, la France. I'ltalie et 
 le Japon, d'une part, confirnuuit leur reconnaissance de I'Etat polonais, consti- 
 tue dans lesdites limites, coimne membre de la famille des Nations, souverain et 
 independant, et soucieux d 'assurer I'execution de Tarticle 93 dudit Traite de 
 paix avec PAllemagne; 
 
 La Pologne, d'autre i)art. desirant conformer ses institutions aiLx principes

 Wliereiis the Allied and Associated Pc^'vcrs luuj by the success of their 
 anus restored to the Polish nation th(^ independence of which it has been 
 unjustly deprived ; and 
 
 Whereas l)y the proclamation of March 30, 11)17. the (iovernnieiit of 
 Russia assented to the re-establishment of an independent Polish State; and 
 
 Whereas the Polish State, Avhich now in fact exercises sovereignty over 
 those portions of the former Russian Empire whicJi ;ire inhabited I)y a majority 
 of Poles, has already been recognised as a sovereign and independent State 
 I)y the Principal Allied and Associated Powers: and 
 
 Whereas under the Treaty of Peace concluded with (lermany by the Allied 
 and Associated Powders, a Treaty of which Poland is a signatory, certain jjor- 
 tions of the fomier German Empire will be incorporated in the territory of 
 Poland : and 
 
 W^hereas under the terms of the said Treaty of Peace, the boundaries of 
 Poland not already laid down are to be subsequently detemiined by the Principal 
 xVllied and Associated Powers ; 
 
 The United States of America, the British Empire, France, Italy and 
 Japan, on the one hand, confirming their recognition of the Polish State, 
 constituted within the said limits as a sovereign and independent member 
 of the Family of Nations, and being anxious to ensure the execution of the 
 provisions of Article 93 of the said Treaty of Peace with Germany; 
 
 Poland, on the other hand, desiring to conform her institutions to the 
 principles of liberty and justice, and to give a sure guarantee to the inhabitants 
 of the territory over which she has assumed sovereignty ;

 CHAPITRE Ier. 
 
 Article Premier. 
 
 La Pologne s'engage a ce que les stipulations contenues dans los articles 2 a 8 dii present 
 Chapitre soient reconnues comme lois fondamentales, a ce qu'auciine loi, aucun reglement ni 
 auciine action officielle ne soient en contradiction ou en opposition avec ces stipulations et a 
 ce qu'aucune loi, aucun reglement ni aucune action ofRcielle ne prevalent contre eUes. 
 
 Article 2. 
 
 Le Gouvernement polonais s'engage a accorder a tous les habitants pleine et entierc pro- 
 tection dc leur vie et de lour liberte sans distinction de naissanco, de nationalite, de langage, 
 de race ou de religion. 
 
 Tous les habitants de la Pologne auront droit an libre exercice, tant public que prive, de 
 toute foi, religion ou croyance, dont la pratique ne sera pas incompatible avec I'ordi-e public 
 et les bonnes ma?urs. 
 
 Article 3. 
 
 La Pologne rcconnait comme ressortissants polonais, de pleiii droit et sans aucune forma- 
 litc, les ressortissants allcmands, autrichiens, hongrois ou russes domicilies, a la date dc la 
 mise en vigueur du present Traite sur le territoire qui est ou sera reconnu comme faisant p.artie 
 de la Pologne, mais sous reserve de toute disposition des Traites de paix avec I'AUemagne ou 
 I'Autriche, respectivcment, relativement aux per sonnesdomiciliees sur ce territoire posterieiirc- 
 ment a une date determinee. 
 
 Toutefois, les pcrsonnes ci-dessus viseos, agces de plus de dix-huit ans, auront la faculte, 
 dans les conditions prevues par Icsdits Traites, d'opter pour toute autre nationalite qui leur 
 serait ouverte. L'option du mari entrainera eelle de la femme et Foption des parents entraiuera 
 celle dc leurs enfants ages de moms de dix-huit ans. 
 
 Les personnes ayant exerce le droit d'option ci-dessus devront, (hxns les douze mois qui 
 suivront et a moins de dispositions contraires du Traite de Paix avec TAllemagne, transporter 
 leur domicile dans I'Etat en faveur (UkiucI elles auront opte. EUes seront libres de eonserver 
 les biens immobiliers qu'elles possecUnit sur le territoire polonais. Elles pourront emporter 
 leurs biens menblcs de toute nature. II ne leur sera impose de ce chef aucun droit de sortie. 
 
 Article 4. 
 
 La Pologne reconnait comme ressortissants polonais, de pleiii droit et sans aucune formalite,, 
 es personnes de nationalite allemande, autrichienne, hongroise ou russe cjui sont nces sur 
 ledit territoire de parents y etant domicilies, encore cju'a la date de la mise en vigueur du 
 present Traite dies n'y soient pas elles-niemes <lomicili6es. 
 
 Toutefois, dans les deux ans qui suivront lu mise en vigueur du [)resent Traite, ces personnes 
 pourront declarer ck'vant les autorites polonaises competentes (bins le pays de leur residence, 
 qu'elles renoncent a la nationalite polonaise et elles cesseront alors d'etre consitlerees comme 
 ressortissants polonais. A cet egard, la declaration du mari sera reputee valoir pour la fennne 
 et celle des parents sera reputee valoir ixniv les enfants ages de moins de dix-huit ans.

 CHAPTEE I. 
 
 Article 1. 
 
 Poland undertakes that the stipulations contained in Articles 2 to 8 of this Chapter shall 
 be recognised as fundamental laws, and that no law, regulation or olhcial action shall conflict 
 or interfere with these stipulations, nor shall any law, regulation or official action prevail over 
 them. 
 
 Articie 2. 
 
 Poland undertakes to assure fuU and complete protecti'-n of life and liberty to all inhabit- 
 ants of Poland without distinction of birth, nationality, language, race or religion. 
 
 All inhabitants of Poland shall be entitled to the free exercise, whether public or private, 
 of any creed, religion or belief, whose practices are not inconsistent with public order or public 
 morals. 
 
 Article '■]. 
 
 Poland admits and declares to be Polish nationals ip.ofado and without the recpiirement 
 of any formality German, Austrian, Hungarian or Russian nationals halntually resident at the 
 date of the coming into force of the present Treaty in territory Avhich is or may be recognisetl 
 as forming part of Poland, but subject to any provisions in the Treaties of Peace with Germany 
 or Aust.ria respectively relating to persons who became resident in sucli territory after a specified 
 
 ' "^Nevertheless, the persons referred to above who are over eighteen years of age will be entitled 
 under the coiuUtions contamed in the said Treaties to opt for any other nationality which may 
 be open to them. Option by a husband will cover his wife and option by parents will cover 
 their children under eighteen years of age. 
 
 Persons who have exercised the above right to opt must, except where it is otherwise 
 provided m the Treatv of Peace with Germany, transfer vvithm the succee.ling twelve months 
 their place of residence to the State for which they have opted. They will be entitled to retain 
 their immoAable property in Polish territory. They may carry with tluun their m,.vable 
 property of every description. No export duties may be imposed upon tl.cn m c.nnection 
 with the removal of such property. 
 
 Article 4. 
 
 Pcland admits and declares to be Polish nationals ipso facto and without the requh-ement 
 of any formality persons of German, Austrian, Himgarian or Russian nationality who were 
 born hi the said" territory of parents habitually resident there, even if at the date of the commg 
 into force of the present Treaty they are not themselves halntualiy resident there. 
 
 • Nevertheless within two years after the coming into force of the present Treaty, these 
 persons mav make a declaration before the competent Polish autlionties in the country in 
 which they are resident, stathig that they abandon Polish nationahty, arul they will then cease 
 to be considered as Polish nationals. In this connection a declaration by a husband will cover 
 his wife and a .leclaration by parents will cover then- cliildren un.ler eighteen years ol age.

 Article 5. 
 
 La Pologne s'engagc a n'apporter aucune cntrave a I'exercice du droit d'option, prevu par 
 les Traites conclus ou a conclure par les Puissances alliees ct associees avec rAllemagne, 
 I'Autriche, la Hongrie ou la Russie et permettant aux interosses d'acquerir ou non la iiationalite 
 polonaise. 
 
 Article 6. 
 
 La nationalite polonaise sera acquise de plein droit, par le seul fait de la naissance sur le 
 territoire polonais, a toute personne ne pouvant se prevaloir d'une autre nationalite. 
 
 Article 7. 
 
 Tous les ressortissants polonais seront egaiLx devant la loi ot jouiront des memes droits 
 civils et politiques sans distinction de race, de langage ou de religion. 
 
 La difference de religion, de croyance ou de confession ne devra nuire a aucun ressortissant 
 polonais en ce qui concerne la jouissance des droits civils et politiques, notamment pour I'admis- 
 sion aux emplois publics, fonctions et lionneurs ou I'exercice des differcntes professions et in- 
 dustries. 
 
 II ne sera edicte aucune restriction centre le lihre usage par tout ressortissant polonais 
 d'une langue cjuelconque soit dans les relations privees ou de commerce, soit en matiere de 
 religion, de presse, ou de publications de toute nature, soit dans les reunions publiques. 
 
 Nonobstantl'etablissement par le Gouvernement polonais d'un eloiigue officiclle, des facilities 
 appropriees seront donnees aux ressortissants polonais de langue autre que le polonais, pour 
 I'usage de leur langue, soit oralement, soit par ecrit devant les tril)unaux. 
 
 Article 8. 
 
 Les ressortissants polonais, appartenant a des minorites ethniques, de religion ou de langue, 
 jouiront du meme traitement et des memes garanties en droit et en fait que les autres ressortis- 
 sants polonais. lis auront notamment un droit egal a creer, diriger et controler a lem-s frais 
 des institutions charitables, religieuses ou sociales, des ecoles et autres etablissements d'edu- 
 cation, avec le droit d'y faire librement usage de leur propre langue et d'y exercer librement 
 leur religion. 
 
 Article 9. 
 
 En matiere d'enseignement public, le Gouvernement polonais accordera dans les villes et 
 districts ou reside une proportion considerable de ressortissants polonais de langue autre que 
 la langue polonaise, des facilites appropriees pour assurer cjue dans les ecoles primaires, 
 I'instruction sera donnee, dans lem- propre langue, aux enfants de ces ressortissants polonais. 
 Cette stipulation n'empechera pas le Gouvernement polonais de rendre obligatoire I'enseigne- 
 ment de la langue polonaise dans lesdites ecoles. 
 
 Dans les villes et districts, ou reside une proportion considerable de ressortissants polonais 
 appartenant a des minorites ethniques, de religion ou de langue, ces minorites se verront assm-er 
 une part equitable dans le benefice et I'affectation des sommes, qui pomTaient dtre attribuees 
 sur les fonds publics par le budget de I'Etat, les budgets municip'iux ou autres, dans un but 
 d'education, de religion ou de charite.

 Article 5. 
 
 Poland undertakes to ])ut no hindrance in the way of the exercise of the right which the 
 persons concerned have, under the Treaties concluded or to be conchuled by the Alhed and 
 Associated Powers ^\•itll Germany, Austria, Hungary or Russia, to choose whether or not they 
 will acquire Polish nationality. 
 
 Article 6. 
 
 All persons born in Polish territory who arc not ])om nationals of another State shall ipso 
 facto become Polish nationals. 
 
 Article 7. 
 
 All Polish nationals shall be equal before the law and sliall enjoy the same civil and political 
 rights without distinction as to race, language or religion. 
 
 Differences of religion, creed or confession shall not jn-ejudice any Polish national in matters 
 relating to the enjoyment of civil or political rights, as for instance admission to ]niblic employ- 
 ments, functions and honours, or the exercise of professions and industries. 
 
 No restriction shall be imposed on the free use by any Polish national of any language in 
 private intercourse, in commerce, in religion, in the press or in publications of any kind, or at 
 public meetings. 
 
 Notwithstanding any establishment by the Polish Government of an ofRcial language, 
 adequate facilities shall be given to Polish nationals of non-Polish speech for the use of their 
 language, either orally or in writing, before the courts. 
 
 Article 8. 
 
 Polish nationals who belong to racial, religious or linguistic minorities shall enjoy the same 
 treatment and security in law and in fact as the other Polish nationals. In particular they shall 
 have an equal right to establish, manage and control at their own expense charitable, religious 
 and social institutions, schools and other educational establishments, with the right to use 
 their own language and to exercise their religion freely therein. 
 
 Article 9. 
 
 Poland will provide in the public educational system in towns and districts in which a 
 considerable proportion of Polish nationals of other than Polish speech are residents adequate 
 facilities for ensuring that in the primary schools the instruction shall be given to the children 
 of such Polish nationals through the medium of their own language. This provision shall not 
 prevent the Polish Government fiom makuig the teaching of the Polish language oliligatory in 
 the said schools. 
 
 In towns and districts where there is a considerable proportion of Polish nationals belong- 
 ing to racial, religious or linguistic minorities, these minorities shall be assured an equitable 
 share in the enjoyment and application of the sums which may be provided out of public funds 
 under the State, municipal or other budget, for educational, religious or charitable purposes.

 Article 10. 
 
 Des romites scoluires designes sur place par les cuniinunautes jiiives de Pologne, assure- 
 ront, sous le controle general de I'Etat, la repartition de la part proportionnelle des fonds 
 publics assignee aux ecoles juives en conformite de I'article 9, ainsi que I'organisation et la 
 direction de ces ecoles. 
 
 Les dispositions de I'article 9 concernant I'emploi des langues dans les ecoles sefont appli- 
 cablcs auxdites ecoles. 
 
 Article 11. 
 
 Les Juifs ne seront pas astreints a accomplir des actcs (piclconques constituant inic viola-^ 
 tion de leur Sabbat, et ne devront 6trc frappes d'aucune incapacite s'ils refusent de se rendre 
 devant les tribunaux ou d'accomplir des actes legaux le jour du Sabbat. Toutefois, cette 
 disposition ne dispensera pas les Juifs des obligations imposees a tous les ressortissants polo- 
 nais en vue ties necessites du service militaire, de la defense nationale ou du niaintien de I'ordre 
 public. 
 
 La Pologne declare son intention de s'abstenir de prescrire ou d'autoriser des elections, 
 soit generales, soit locales, cjui auraient lieu un samcdi; aucune insciiption electorale ou autre 
 ne dcvra obligatoirement se fairc un samedi. 
 
 Article 12. 
 
 La Pologne agree ({ue, dans la mesure ou les stipulations des nrlicles precedents aii'ectent 
 des personnes appartenant a des niinorites de race, de religion t)U de langue, ces stipulations 
 constituent des obligations d'interet international et seront jjlacees sous la garantie de la Societe 
 des Nations. Elles ne pourront eti-e modifiees sans I'assentiment de la majorite du Conseil de 
 la Societe des Nations. Les Etats-LTnis d'Amerique, I'Empire britanniciue, la France, I'ltalie 
 et le Japon s'engagcnt a ne pas refuser leur assentiment a toute modification desdits articles, 
 cjui serait consentie en due forme par une majorite du Conseil de la Societe des Nations. 
 
 La Pologne agree quo tout Meml)re du Conseil de la Societe des Nations aura le droit de 
 signaler a rattcntion tin Conseil toute infraction ou danger d'infraetion a I'line (iuelcon(|ue de 
 ces obKgations, et c|ue le Conseil pourra procetler de telle fapon et domit-r telles instructions qui 
 paraitront appropriees et efficaces dans la circonstance. 
 
 La Pologne agree en outre cju'en cas de divergence d'opinion, sur des questions de droit ou 
 de fait concernant ces articles, ontrc le Gouvernement polonais et I'une c^uelconque des Princi- 
 pales Puissances aUiees et associees ou toute autre Puissance, Membre du Conseil de la Societe 
 des Nations, cette divergence sera consideree comme un differend ayant un caractere interna- 
 tional selon les termes de I'article 14 du Pacte de la Societe des Nations. Le Gouvernement 
 polonais agree cjue tout differend de ce genre sera, si 1' autre partie le demande, defere a la Cour 
 pormanente de Justice. La decision de la Cour permanente sera sans appel et aura la meme 
 force et valour qu'une decision rendue en vertu de I'article 13 du Pacte.

 The provisions of this Artick^ shall apply to Polish citizens of Germon speech only in that 
 part of Poland which was German territory on August, 1914. 
 
 Article 10. 
 
 Educational Committees appointed locally hy the Jewish connniinities of Poland will 
 subject to the general control ^f the State, ])rovide for the distribution of the proportional share 
 of public funds allocated to Jewish schools in accordance witli Article ',), and for the organiza- 
 tion and management of these schools. 
 
 The provisions of Article 9 concerning the use of languages in sciiools shall apply to these 
 scliools. 
 
 Akticle 1 1 .

 Sal)i:)ath, nor shall tiiey be ])laced under any (Usability by reason of their refusal to attend courts

 exempt Jews from such obligations as shall ])e impos(vl upon all other Polish citizens for tlie

 Poland declares her intention to refrain from orchn-iiig or permitting elections, wliether 
 general oi- local, to be held on a Saturday, nor will registration for electoral or other purposes bo 
 compelled to be performed on a Saturday. 
 
 Article 12. 
 
 Poland agrees that tiie stipulations in the foregoing Articlc^s, so far i^s the_y alfect persons 
 belonging to racial, religious or linguistic minorities, constitute oldigations of intern-ation.al 
 concern and shall l)e pliccil under the guarantee of the League of Nations. They shall not 
 be modified without the rsseiit of a majority of the Council of the League of Nations. The 
 LTnited States, the British Empire, Fr;ince, Italy and Japan hereby agree not to withold their 
 assent from any modification in these Articles which is in due form assented to by a majority 
 of the Council of the Lengue of Natior.s. 
 
 Poland agrees that aiiy Member of tlie Couiicil of the League of Natiois shall have, the 
 right to bring to the attention of the Council any ir fraction, or any danger of infraction, of any 
 of these obligations, and that the Council may thereupon take such act ion and give su( h direction 
 ■ as it m;iy deem proper ;:nd effective in the circumstances. 
 
 Poland further agrees that any difl'ercnce of opinion as to questions of hiw or fr.ct arising 
 out of these .^ii-ticles between the Polish Government and any one of the Principal Allied and 
 Associated Powers or a;iy other Power, ;>. Member of the Council of the Le igue of Nations, 
 shall be held to l)e a dispute of an international chr.racter U!sder Article 14 of the Covenant 
 of the League of Nations. The Polish Government hereliy consents that any such dispute 
 shall, if the other party thereto deman.ds, be referred to the Permanent Court of liUerna.tion.al 
 Justice. Tlie decision of the Permanent Court shall be final and shall have the same force 
 and effect as an award under Article 13 of the Covenant.

 Les Consuls generaux, Consuls, Vice-Consuls ct Agents consulaires ne pourront toutefois 
 entrer en fonctions, qu'apres avoir ete admis tlans la forme habituelle par le Gouvernement, 
 sur le territoire duquel ijs sont envoyes. 
 
 Les Consuls generaux, Consuls, Vice-Consuls et Agents consulaires jouirt)nt de tons 
 avantages, exemptions et immunites de toute sorte, qui sont ou seront assures aux agents 
 consulaires de la nation la plus favorisee. 
 
 Article 14. 
 
 En attendant cpie le Gouvernement polonais ait adoptc un tarif douanier, les marchandises 
 originaires des Etats allies ( t associes ne seront pas soumises a I'importation en Pologne a des 
 droits plus eleves que les droits les plus favora])les qui etaicnt applical)les a I'importation des 
 inemes marchandises en vertu soit du tarif douanier allemand, soit du tarif douanier austro- 
 liongrois, soit du tarif russc en vigueur a la date du V juillet 1914. 
 
 Article 15. 
 
 La Pologne s'engage a ne conclure aucun Traite, Convention ou accord, et a ne prendre 
 aucune mesure (pii I'empechorait de participer a toute Convention generale qui pourrait etre 
 conclue sous les auspices de la Societe des Nations en vue du traitement ecpiitalde du commerce 
 des autres Etats au cours d'une periode de cinq annees a partir de la mise en vigueur du present 
 Traite. 
 
 La Pologne s'engage egalement a etendre a tons les Etats allies ou associes toute faveur 
 ou privilege c[u'elle pourrait, au cours de la meme periode de cinq ans, accorder, en matiere 
 douaniere, a I'un cjuelconque des Etats avec lesquels, depuis le mois d'aoGt 1914, les fitats 
 allies ou associes out ete en guerre, ou a tout autre Etat (|ui aurait conclu avec I'Autriche des 
 arrangements douaniers spcciaux, prevus par le Traite de Paix a conclure avec rAutriche. 
 
 Article 16. 
 
 Jusiju'a la conclusion d" la Convention generale ci-dessus visee, la Pologne s'engage a 
 accorder le meme Iraitemeni (|u'aux navires nationaux ou aux navires de la Nation la plus 
 favorisee, aux navires de tons les Etats allies et associes (jui accordent un traitement analogue 
 aux navires polonais. 
 
 Par exception a cette disposition, 1(! droit est c.xpressement rccommu a la Pologne et a 
 tout autrt Etat allie ou associe de reserver son tratic de cabotage aux navires nationaux.

 CHAPTER II. 
 
 Article 13. 
 
 Each of the Principal Alhcd and Associalod Powers on the one part and Poland on the 
 other shall l)o at liberty to appoint diplomatic representatives to reside in tlu'ir respecti\'e 
 capitals, as well as Consuls-General, Consuls, Vice-Consuls, and Consulfir agents to reside in 
 the towns and ports of their respective territories. 
 
 Consuls-General, Consuls, Vice-Cousuls and Consular agents, iunvover, shnll not (\nter 
 upon their duties until they have been admitted in the usual maniuu- by the Government in 
 the territory of which they are stationed. 
 
 Consuls-General, Consuls, Vice-Consuls and Consular agents shall enjoy all the facilities, 
 privileges, exemptions and immunities of every kind which are or shall be granted to consular 
 officers of the most favoured nation. 
 
 Article 1-1. 
 
 Pending the establishment of an import tariff by the Polish Government, goods originating 
 in the Allied and Associated States shall not l)e subject to any hi^^her duties on importation 
 mto Poland than the most favourable rates of duty applicable to goods of the same kind uitler 
 either the German, Austio-Hungarian or Russian Customs Tariffs on July 1, 1014. 
 
 Article 15. 
 
 Poland undertakes to make no treaty, convention or arrangement and to take no other 
 action which will prevent her from joining in any general agreement for the equitable treat- 
 ment of the commerce of other States that may be concluded under the auspices of the League 
 of Nations within five years from the coming into force of the present Treaty. 
 
 Poland also undertakes to extend to all the Allied and Associated States any favours or 
 privileges in customs matters which she may grant during the same period of five years to any 
 State with which since jVugust, 1914, the Allies have been at war, or to any State which may 
 have concluded with Austria special customs arrangements as ])rovided for in the Treaty of 
 Peace to be concluded with Austria. 
 
 Article 16. 
 
 Penduig the conclusion of the general agreement referred to above, Poland undertakes to 
 treat on the same foothig as national vessels or vessels of the most favoured nation the vessels 
 of all the Allied and Associated States which accord similar treatment to Polish vessels. 
 
 By way of exception from this provision, the right of Poland or of any other Allied or 
 Associated State to confine her maritime coasting trade to national vessels is expressly 
 reserved.

 Article 17. 
 
 En attendant la conclusion, sous los auspices de la Societe ^les Nations, d'une convention 
 generate destineo a assurer et a maintenii- la liborte des communications et du transit, la Pologne 
 s'engage a accorder, sur le territoire polonais, y compris les eaux territoriales, la liberte de 
 transit aux pers(nines, marchandises, navires, voitures, wagons et courriers postaux transitant en 
 provenance ou a destination de I'un quelconcjue des Etats aUies ou associes, et a leur accorder, en 
 ce qui concernc les i'acilites, charges, restrictions ou toutes autres matieres, un traitement au 
 mo ins aussi favorable qu'aux personnes, marchandises, navires, voitures, wagons et courriers 
 postaux do la Pologne ou de toute autre nationalite, origine, importation ou propriete qui 
 jouirait d'un regime plus favorable. 
 
 Toutes les charges imposees en Pologne sur ce trafic en transit devront etre raisonnables 
 eu egard aux conditions do ce tratic. Les marcliandises en transit seront exemptes de tous 
 droits do douane ou autres. Des tarifs communs pour le trafic en transit a travers la Pologne, 
 et des tarifs communs outre la Pologne ot un Etat aUie ou associe quelconque comportant des 
 billets ou lettres de voiture directs, seront etablis si cette Puissance alliee ou associee en fait 
 la demando. 
 
 La liberte de transit s'etendra aux services postaux, telegrapliiques et telephoniques. 
 
 II est entendu qu'aucun Etat allie ou associe n'aura le ch-oit de reclamer le benefice de ces 
 dispositions pour une partie quelconque de son territoire dans laquelle un traitement reciproque 
 ne serait pas accorde en ce qui concorne le mSme objet. 
 
 Si, au coin's d'une periode de cinq ans, a partir de la mise en vigueur du present Traite, 
 la Convention generalo ci-dessus prevue n'a pas ete conclue sous les auspices de la Societe des 
 Nations, la Pologne aura, a quelque moment que ce soit, le droit de mettre fin aux dispositions 
 du present article, a condition de donncr un preavis de douze mois au Secretaire General de la 
 Societe des Nations. 
 
 Article 18. 
 
 En attendant la conclusion d'une Convention generale pour le regime international des 
 voies d'cau, la Pologne s'engage a appliquer au reseau fluvial de la Vistule (y compris le Bug 
 etla Narew) le regime precise par les articles .332 a 337 du Traite de Paix avec I'Allemagne pour 
 les voies d'eau internationales. 
 
 Article 19. 
 
 La Pologne s'engage a adherer tians un delai de douze mois a dator de la conclusion du 
 present Traite aux Conventions internationales enumerees <\ I'Annexe I. 
 
 La Pologne s'engage a adherer a toutes nouvelles conventions conclues avec I'approl^ation 
 du Conseil de la Societe des Nations dans les cinq annees a tlater de la mise en vigueur du 
 present Traite et destinees a remplacer I'une des conventions enumerees dans I'Aimexe I. 
 
 Le Gouvernement polonais s'engage a notifier, dans un delai de douze mois, au Secretariat 
 General de la Societe des Nations si la Pologne desire ou non adherer soit a I'une soit aux tk'ux 
 Conventions enumerees a I'Annexe II. 
 
 Jusqu' i\ son adiiesion aux deux dernieres Conventions enumerees a I'Annoxe I, la Poloo-ne 
 s'engage sous la condition do la reciprocite 5, assurer par des mesures efl'ectives la garantie de 
 la propriete industrielle, litteraire et artistique des ressortissants allies ou associes. Dansle

 Article 17.

 vention to secure and maintain freeilom of communications and of transit, Pohmd und(U'- 
 takes to accord freedom of transit to persons, goods, vessels, carriages, wagoi's and mails in 
 transit to or from any Allied or Associated State over Polish territory, including territorial 
 waters, and to treat them at least as favourably as the persons, goods, vessels, carriages, wagons 
 and mails respectively of Polish or of any other more favoured nationality, origin, importation 
 or ownershij), as regards facilities, (charges, restrictions, and all other nnttters. 
 
 Ml charges imposed in Poland on such trafHc in transit shall be reasonable having regard 
 to the conditions of the traffic. Goods in transit shall bo exempt from all customs or other 
 duties. Tariffs for transit traffic aci-oss Poland and tariffs between Poland anS any Allied or 
 Associated Power involving tlu-ough tickets or waybills shall be established at the request ol 
 that Allied or Associated Power. 
 
 Freedom of transit will extend to postal, telegraphic and telephonic services. 
 
 It is agreed that no Allied or Associated Power can claim the benefit of these provisions 
 on behalf of any part of its territory in which reciprocal treatment is not accorded in respect 
 of the same subject matter. 
 
 If within a period of five years from the coming into force of the present Treaty no general 
 Convention as aforesaid shall have 1ieen concluded under the auspices of the League of Nati},ms, 
 Poland shall be at liberty at any time thereafter to give twelve months notice to the Secretary 
 General of the League of Nations to terminate the obligations of this Article. 
 
 Article IS. 
 
 Pending the conclusion of a general Convention on the International liegime of waterways, 
 Poland undertakes to apply to the river system of the Vistula (including the Bug and the 
 Narev) the regime applicable to International Waterways set out in Articles 3.32 to 337 of the 
 Treaty of Peace with Germany. 
 
 Article 19. 
 
 Poland undertakes to adhere within twelve months of the coining into force of the i>resent 
 Treaty to the International Conventions specified in Annex I. 
 
 Poland undertakes to adhere to any new convention, concluded with the approval of the 
 Council of the League of Nations within five years of the coming into force of the present, Treaty, 
 to replace any of the International instruments specified in Annex I. 
 
 The Polish Government undertakes within twelve months to notify the Secretary General 
 of the League of Nations whether or not Poland desires to adhere to either or both of the Inter- 
 national Conventions specified in Annex II. 
 
 Until Poland has adhered to the two Conventions last specified in Annex I, she agrees, on 
 condition of reciprocity, to protect by effective measures the industrial, literary and artistic 
 property of nationals of the Allied and Associated States. In the case of any Allied or Asso-

 tous les droits touchant la propriete industrieUe, litteraire et artistique et appartenant a des 
 ressortissants des Puissances alliees et associees et qui etaient reconnus ou auraient ete reconnus 
 a leur profit sans FouAorture des hostilites sur tout territoire devenant polonais. Dans ce 
 but, la Pologne leur accrdera le benefice des delais agrees par les articles 307 et 308 du traite 
 avec FAllemagne.

 to the nationals of the Allied and Associated Powers the advantages to which they wi)uld he

 Article 20. 
 
 Tous les droits et privileges accordes aux Etats allies et associes seront egalement accpiis 
 a tons les Etats Membres de la vSociete des Nations. 
 
 Akticle 21. 
 
 La Pologne assumera la responsabilite d'une part de la dette publicjue russe et de tous 
 autres engagements financiers de I'Etat russe, telle qu'eUe sera determinee par une convention 
 particuliere entre les Principales Puissances alliees et associees, d'une part, et la Pologne, 
 d'autre part. Cette convention sera preparee par une Commission designee par lesdites 
 Puissances. Au cas ou la Commission n'arriverait pas a un accord les questions en litige 
 seraient soumises immediatement a I'arbitrage de la Societe des Nations. 
 
 Le present Traite, dont les textes franpais et anglais feront foi, sera ratifie. 11 entrera en 
 vigueur en mSme temps que la Traite de paix avec rAllemagne. 
 
 Le depot de ratification sera eff'ectue a Paris. 
 
 Les Puissances dont le Gouvernement a son siege hors d'Europe am-ont la faculte de se 
 borner a faire connaitre au Gouvernement de la Republique fran^aise, par leur representant 
 diplomatique a Paris, que leur ratification a ete donnee et, dans ce cas, eUes devront en trans- 
 mettre I'instrument assuitot que faire se pourra. 
 
 Un proces-verbal de depot de ratification sera dresse. 
 
 Le Gouvernement fran^ais remettra a toutes les Puissances signataires une copie conforme 
 du proces-verbal de depot de ratification. 
 
 En foi de quoi les Plenipotentiaires susuoimnes ont signe le present Traite. 
 
 Fait a Versailles, le vingt-huit juin mil neuf cent dix-neuf, en un seiil 
 exemplaire ([ui restera depose dans les archives du Gouvernement de la 
 Eepublique fran^aise et dont los expeditions autlientiques seront remises a 
 chacune des Puissances signataires du Traite.

 ANNEX II. 
 
 Agreement of Madrid of April 14, ISDl, for tlie Prevention of False Indications of origin 
 on goods, revised at Washington in 1911, and 
 
 Agreement of Madrid of 14 April, 1S91, for the international registration of trade marks, 
 revised at Washington ui 1911. 
 
 Article 20. 
 
 All rights and privileges accorded by the foregoing Articles to the Allied and Associated 
 States shall he accorded ef[iially to all States members of the League of Nations. 
 
 Article 21. 
 
 Poland agrees to assume responsibility for such proportion of the Russiiui public debt 
 and other Russian public liabilities of any kind as may be assigned to her under a special con- 
 vention between the Principal Allied and Associated Powers on the one hand and Poland on 
 the other, to be prepared by a Commission appointed by the above States. In the event of 
 the Commission not arriving at an agreement the point at issue shall be referred for immediate 
 arbitration to the League of Nations. 
 
 The present Treaty, of which the French and English texts are both authentic, shall be 
 ratified. It shall come into force at the same time as the Treaty of Peace with Germany. 
 
 The deposit of ratifications shall be made at Paris. 
 
 Powers of which the seat of the Government is outside E:u-ope will be entitled merely to 
 inform the Government of the French Republic through their diplomatic representative at 
 Paris that their ratification has been given; in that case they must transmit the instrument of 
 ratification as soon as possible. 
 
 A proces-verbal of the deposit of ratifications will be drawn up. 
 
 The French Government will transmit to all the signatory Powers a certified copy of the 
 proces-verbal of the deposit of ratifications. 
 
 Ill faith whereof the above-named Plenipotentiaries have signed the present 
 Treaty. 
 
 Done at Versailles, the tw^enty-eighth day of Juno, one thousand nine 
 hundred and nineteen, in a single copy which will remain deposited in the 
 archives of the French Republic, and of which authenticated copies will be 
 transmitted to each of the Signatory Powers.
