Mr. Hitchcock, from the Committee on Foreign Relations sub- mitted the following REPORT. [To accompany s. J. Res. 1.] t ^Committee on Foreign Relations, to which was referred Senate Joint Resolution No. 1, declaring that a state of war exists between the Imperial German Government and the Government and the people of the United States and making provision to prosecute tUv same, having had the same under consideration, report the said joint resolution with the recommendation that it pass with the followino- amendments : • to In the preamble, strike out the words " the recent acts of "• strike out the word ''are " after the words " Imperial German Government " and insert in lieu thereof the words " has committed repeated »• and after the words United States " insert the words " of America " so that the clause will read as follows : Whereas the Imperial German Government lias committed repeated acts of war against the Government and the people of the United States of America- Therefore be it ""*• Strike out all following the words "directed to"' in line 7 and substitute therefor the following: employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Imperial German Government; and to bring the conflict to a successful termination all of the Sta°tes CeS co « n try are hereby pledged by the Congress of the United so that the joint resolution as amended reads as follows: Resolved by the Senate and House of Representatives of the United States of America m Congress assembled, That the state of war between the United States and the Imperial German Government which has thus been thrust udod the United States is hereby formally declared; and that the Sdent be and he is hereby, authorized and directed to employ the entire naval and military lorces of the United States and the- resources of the Government to earrv on war against the Imperial German Government; and to bring the conflict to a successful termination all of the resources of the country are hereby pledged by the Congress of the United States.
