 Historical Note 
 
 On the evening of May lo, 1869, several gentlemen met and 
 agreed to issue a call for a more general meeting of those interested in 
 the formation of a local Historical Society. In pursuance of this 
 action a meeting was held on the 13th. It was determined to organize 
 a society: a committee was appointed to draft a Constitution, which 
 was adopted, substantially as presented, in the following June. Ap- 
 plication was made to the Commissioners of Dauphin County for a 
 room in the Court House. This request was granted: the Society fitted 
 thf^ room opposite the present City Treasurer's officewith the necessary 
 furniture and held all its meetings in it until 1895. Its collections of 
 MSS, books and newspaper files grew so rapidly and were of so much 
 value, that a Charter* of incorporation was applied for, and was granted 
 by the Court, January 21, 1870, to "THE HISTORICAL SOCIETY 
 OF DAUPHIN COUNTY, PENNSYLVANIA". In May, 1895, 
 the large room at the north west corner of the third floor of the Court 
 House Annex was generously fitted up in a handsome and commodious 
 manner by the County Commissioners for the use of the Society, 
 thereby enabling a much better arrangement and display of the valuable 
 collections to be made.

 Pennsylvania 
 
 To the Honorable the Judges of the Court of Common Pleas of Dauphin 
 Cou7ity: 
 
 The Petition of the undersigned respectfully represents that they 
 are citizens of the Commonwealth of Pennsylvania associated for 
 literary purposes under the title of The Historical Society of Dau- 
 phin County, Pennsylvania, and are desirous to acquire and enjoy 
 the powers and immunities of a corporation or body politic in 
 law, to be situated and have its principal business transacted in 
 the said County of Dauphin, that they have prepared an instrument 
 in writing therein specifying the objects, articles, conditions and 
 name, style and title under which they are associated, and herewith 
 exhibit and present the same to this Court. They therefore pray 
 the Court to examine and peruse said instrument, and, if the objects, 
 articles and conditions therein set forth and contained shall appear 
 lawful, and not injurious to the community, that the Court will 
 make such order with regard to the same as is directed by the Act 
 of Assembly in such cases made and provided, and, if no sufficient 
 reason be shown to the contrary, that the Court will direct and 
 declare that the petitioners shall according to the articles and con- 
 ditions in said instrument contained and set forth become and be 
 a corporation or body politic in law, and have continuance by the 
 name, style and title therein provided and declared; and they will, etc.

Charter 
 
 Article i . This Corporation shall be known by the name of The 
 Historical Society of Dauphin County, Pennsylvania, and shall have 
 full power and authority to make, have and use a common seal with 
 such device and inscription as they may deem proper, and the same to 
 break, alter and renew at their pleasure, and by the same style and 
 title aforesaid, shall be able and capable in law to sue and be sued, 
 plead and be impleaded in any Court, before any Judge, Justice or 
 Justices in all manner of suits, complaints, pleas, causes, matters and 
 demands whatsoever, and all and every matter or thing therein to do 
 in as full and effectual a manner as any other person or persons, bodies 
 politic and corporate within this Commonwealth may or can do, and 
 to make rules, by-laws, and ordinances, and to do everything needful 
 for the good government and support of the affairs of the said Corpor- 
 ation, provided always that the said by-laws, rules and ordinances or 
 any of them be not repugnant to the Constitution and Laws of the 
 United States of America or of this Commonwealth, or to this Charter. 
 And the members and their successors shall be able and capable in law 
 to take and receive, hold and enjoy all and all manner of lands, tene- 
 ments, rents, annuities, franchises and hereditaments and any sum and 
 sums of money and any manner and portion of goods and chattels 
 given or bequeathed to them, to be employed and disposed of according 
 to the objects, articles and conditions hereof or according to the will 
 and intention of the donors, provided always that the clear yearly in- 
 come of the real and personal estate held by this Corporation shall not 
 at any time exceed Twenty Thousand Dollars. 
 
 • Article 2. The object of this Society is to discover, procure and 
 preserve whatever may relate to the natural, civil, literary and eccles- 
 iestical history of the State of Pennsylvania in general, and of the 
 County of Dauphin and of Central Penna. in particular. 
 
 Article 3. The Society shall consist of Resident and Correspond- 
 ing Members, who may be elected from time to time according to its 
 laws and regulations. 
 
 Article 4. The officers of the Society shall consist of a President, 
 Vice Presidents, Secretaries, a Treasurer and a lyibrarian, chosen ac- 
 cording to its laws and regulations. 
 
Article 5. The Court reserves the right to alter, revoke or renew 
 the Charter whenever in their opinion it may be injurious to the 
 citizens of this Commonwealth, in such manner however that no 
 injustice shall be done the Corporation. 
 
 And now to wit December , i86g the above Charter having been 
 presented to the Court, and by it examined and the objects, articles and 
 conditions being found lawful, the Court directs the same to be filed in 
 the Prothonotary's office of Dauphin County, and orders a notice to be 
 inserted in a newspaper published in Harrisburg for at least three weeks 
 setting forth that an application for said Charter had been made and 
 that the same will be granted at the January Term of said Court, 
 unless sufficient cause be shown to the contrary.

 And now, to wit, January 21st, A. D. 1870, the articles of incor- 
 poration heretofore, viz. 1869, filed in the office of the Prothon- 
 
 otary of said Court, and due notice having been inserted in a newspaper 
 printed in said County in due conformity to law: Therefore, on motion 
 of Lyman D. Gilbert, it is declared and decreed that the persons so 
 associated under said articles shall according to the articles and con- 
 ditions in said instrument set forth and contained become a corporation 
 or body politic in law, and it is further ordered and directed that said 
 Charter of incorporation shall be recorded in the office for recording 
 deeds in and for said County, and on said instrument being so recorded 
 the persons so associated or meaning to associate, shall according to 
 the objects, articles and conditions in said instrument set forth and con- 
 
tained, become and be a corporation or body politic in law and in fact, 
 and to have continuance by the name, style and title in said instru-

 ARTICLE I. 
 Name. 
 Sec. I. This Association shall be called THE HISTORICAL 
 SOCIETY OF DAUPHIN COUNTY, PENNSYLVANIA. 
 
 ARTICLE II. 
 Object. 
 Sec. I. The object of this Society shall be to discover, procure, 
 and preserve whatever may relate to the natural, civil, literary and 
 ecclesiastical history of the State of Pennsylvania in general, and of 
 the County of Dauphin and Central Pennsylvania in particular. 
 
 ARTICLE III. 
 Members. 
 
 Sec. I. The Society shall consist of Resident, Corresponding and 
 Honorary Members. 
 
 Sec. 2. Any reputable person interested in historical matters, re- 
 siding in Dauphin County, Pennsylvania, may be elected a Resident 
 Member. 
 
 Sec. 3. Any reputable person interested in historical matters, re- 
 siding outside of Dauphin County, Pennsylvania, and any Society 
 similar in its object to this Society may be elected a Corresponding 
 Member, without the right to vote or to hold office. 
 
 Sec. 4. Resident Members removing from Dauphin Countyshall be- 
 come Honorary Members, without the right to vote or to hold office; 
 and without the right to receive the publications of the Society, except 
 upon payment of the dues of a Corresponding Member. Other proper 
 persons, may, upon nomination by the Executive Committee, be 
 elected Honorary Members of the Society by a vote of three-fourths of 
 the members present at a regular meeting, but not more than three such 
 members shall be elected in any one year. 
 
 Sec. 5. The election of members shall be by ballot, and as follows: 
 The candidate shall be proposed by two members publicly at a meeting 
 of the Society, and the nominations together with the names of the 
 
members making them shall be entered on the minutes, and be referred 
 to the Executive Committee. The reports of that Committee recom- 
 mending candidates for election, shall be openly read to the Society at 
 a stated meeting subsequent to that at which the nominations were 
 made, and five votes cast against any one candidate shall exclude: 
 provided, that six votes in favor shall always be necessary to elect. 
 
 Sec. 6. Every new member upon his introduction into the Society, 
 shall be presented by the presiding officer; and shall sign the Constitu- 
 tion of the Society. 
 
 Sec. 7. Resignations of membership shall be made to the Executive 
 Committee, and shall not be accepted until all indebtedness to the 
 Society of the member resigning, shall have been discharged. ■ 
 
 Sec. 8. On the Society being informed of the death of a member, 
 the fact shall be entered on the records, and the Committee on 
 Biography shall, or some member of the Society shall be appointed to, 
 prepare a necrological notice of the deceased, which shall be read to 
 the Society, and printed (in whole or in part) in the Transactions of the 
 Society. 
 
 ARTICLE IV. 
 Governme7it. 
 
 Sec. I. The officers of the Societj^ shall consist of a President, a 
 First Vice President, a Second Vice President, a Third Vice President, 
 a Corresponding Secretary, a Recording Secretary, a Treasurer, a 
 Librarian, and an Assistant Librarian. 
 
 Sec. 2. These officers shall be elected by ballot at the annual meet- 
 ing on the second Thursday in January, and shall hold their offices for 
 one year, and until their successors are chosen. 
 
 Sec. 3. It shall be the duty of the President, or, in his absence, 
 one of the Vice Presidents, in their order, to preside at the meetings of 
 the Society; to preserve order; to regulate the debates; and to perform 
 all the duties appertaining to a presiding officer. If neither the Presi- 
 dent nor any of the Vice Presidents be present at a meeting, the Society 
 may choose a member to act as Chairman at that meeting. 
 
 Sec. 4. The Corresponding Secretary shall conduct and have charge 
 of the correspondence of the Society; he shall send out the notices of 
 all meetings, and shall notify all members of their election; and assist 
 the Recording Secretary in the reading of all letters and other docu- 
 .ments at the meetings. 
 
Sec. 5. The Recording Secretary shall have charge of the Seal, 
 Charter, By-Laws and Records of the Society; he shall, toget^ier with 
 the presiding officer, certify all acts of the Society; and shall keep full 
 and correct minutes of the proceedings of the Society, and shall have 
 the same properly transcribed in a book of record. He shall give 
 notice to the Executive and other Committees of all votes, orders, 
 resolves, and proceedings of the Society affecting them or appertaining 
 to their respective duties. 
 
 Sec. 6. The Treasurer shall have charge of the moneys and other 
 funds and securities belonging to the Society. He shall collect the 
 dues of the members, and other income of the Society, and shall ipa.y 
 such claims against the Society as shall have been duly examined, and 
 ordered to be paid by the Society. He shall present at the annual 
 meeting, a statement of his receipts and expenditures during the year 
 ending the 31st day of December preceding, with a full report of the 
 financial condition of the Society, and a committee shall then be 
 appointed to audit his accounts. 
 
 Sec. 7. The Librarian shall have charge of the collections, books, 
 manuscripts and other literary property of the Society, and shall 
 arrange and preserve the same in proper and convenient order. He 
 shall keep an arranged catalogue of the books, manuscripts and other 
 donations, with the names of donors. He shall acknowledge the 
 receipt of donations to the Society. At the annual meeting he shall 
 present a report to the Society embracing an account of his adminis- 
 tration of the Library and Museum, and of their condition during 
 the preceding year. 
 
 Sec. 8. The Assistant Librarian shall assist the Librarian in the 
 performance of his duties. 
 
 Sec. 9. All vacancies which may occur in the offices of the Society, 
 whether by death, resignation, removal, or disability, shall be filled by 
 the Executive Committee, to serve until the next election. 
 
 Sec. 10. There shall be appointed by the President at the stated 
 meeting subsequent to the annual meeting an Executive Committee, 
 consisting of three Resident Members, whose duty it shall be to solicit 
 and receive donations for the Society; to recommend plans for the pro- 
 moting its objects; to digest and prepare business; to authorize the 
 disbursement and expenditure of unappropriated moneys in the

 treasury, for the payment of current expenses, fitting up the Library, 
 the ordinary purchase of books, binding, printing and other necessary 
 outlays, or for investment. They shall have general supervision of the 
 arrangement and regulation of the Library and collections; and shall 
 have authority at any time to examine into the condition of the same, 
 and into the state of the finances; as also to superintend the interests of 
 the Society, and execute all such duties as may from time to time be 
 committed to them by the Society. At each annual meeting they 
 shall make a general report. They shall meet statedly for the trans- 
 action of business once at least in every month. At all meetings of 
 the Executive Committee, two members shall constitute a quorum for 
 the transaction of business. 
 
 Sec. II. There shall be appointed by the President at the stated 
 meeting subsequent to the annual meeting, a Committee on Publication, 
 consisting of five Resident Members, whose duty it shall be to publish 
 from time to time, so far as the amount of funds appropriated by the 
 Society for their use will permit, such extracts from the transactions 
 of the Society and other matter as may to them seem best, or the 
 Society may direct. At each stated meeting they shall present a 
 report of their proceedings, and at the annual meeting a full report. 
 The size of page of the pamphlet publications of the Society must be 
 uniform. 
 
 Sec. 12. There shall be appointed by the President, at the stated 
 meeting subsequent to the annual meeting, the following Committees, 
 each consisting of three Resident Members, to serve for one year: 
 
 A Committee on Biography; 
 
 A Committee on Archaeology; 
 
 A Committee on the Current History of the State of Pennsylvania 
 in general; and 
 
 A Committee on the Current History of the County of Dauphin: 
 
 And it shall be the duty of such Committees respectively to keep a 
 full record of everything relating to the particular subject designated 
 by the name of such Committee, such documents to be kept in a book 
 or books furnished by the Society, and to remain in the Library as 
 the property of the Society. 
 
ARTICLE V. 
 Annual Dues. 
 
 Sec. I. The annual dues of Resident Members shall be three 
 dollars, and of Corresponding Members, two dollars, payable in 
 advance in January. 
 
 Sec. 2. Any Resident Member not in arrears, may, bj' the payment 
 of twent^^-five dollars, become a Life Member and exempt from the 
 payment of annual dues. 
 
 Sec. 3. Any member liable for annual dues, who neglects to pay 
 the same for two years, shall cease to be a member. 
 
 Sec. 4. Newly elected members failing to pay their dues as herein 
 provided, within sixty days after notice of their election has been, 
 mailed to them, shall be deemed to have declined membership. 
 
 ARTICLE VI. 
 
 Meethigs. 
 
 Sec . I . The Society shall hold stated meetings on the second 
 Thursday evening of each month, (except in July and August), at 
 7:30 o'clock. 
 
 Sec. 2. The President, or in his absence, one of the Vice Presidents, 
 may, and at the written request of five Resident Members, shall call 
 special meetings of the Society , at least two days ' notice being given to 
 the members of the purpose of such special meeting. 
 
 Sec. 3. On the second Thursday of Ma}^ in each year, being the 
 anniversary of the founding of the Society, there shall be delivered an 
 address before the Society by the President, or by some other person 
 to be appointed for that purpose by the Executive Committee. 
 
 Sec. 4. Ten Resident Members shall constitute a quorum. 
 
 Sec. 5. At the stated meetings of the Society, the following shall 
 be the Order of Business : —

 2 . Names of members present minuted . 
 
 3. New members presented, and visitors from other Societies 
 introduced.

 Amendiuents . 
 Sec. I. No alterations shall be made in these By-Laws, unless the 
 proposed amendment shall have been proposed in writing, and signed 
 by at least three Resident Members and read to the Society at a 
 stated meeting, and carried by a three-fourths vote at the next or
