[Provisional.] The National Board of Directors of the University and School Extension is organized under the following Constitution, which is a part of the general Constitution of the University and School Ex- tension. This Board shall consist of the Executive Committee, as originally constituted, and the representatives of the different State Boards. The highest legislative authority on all matters pertaining to the University and School Extension shall be vested in this Board. It shall not only undertake to accomplish the specific designs of the University and School Extension, but it shall discuss, adopt, and, as far as possible, execute measures that may advance the cause of education in the United States. UNIVERSITY AND SCHOOL EXTENSION. U-^4 The Board, being duly incorporated, shall be a self-perpetua- ting body with power to increase or decrease the number of its members. This power, however, shall not interfere with the right of the State Boards to representation, nor to the life tenure in the Board of Directors of the members of the Executive Committee as originally constituted and of their successors elected to member- ship in the Committee. If any one of the four Presidents of Uni- versities in the Executive Committee as first constituted declines to serve, the others may select the President of some other University or College, who with his successors shail thereafter be entitled to the tenure to which reference has just been made. EXECUTIVE COMMITTEE. The Executive Committee of the Board shall be the Execu- tive Committee as first constituted, the Treasurer selected by them, and six others, when the work is sufficiently organized, elected annually by the National Board. The Executive Committee shall be the Board of Trustees for the National Board. It shall have the title with full control of all the property of the Board, except as restricted by the Board. The Executive Committee shall also serve as the Committee on Finance. It shall apportion the funds annually to the various uses of the Board, and shall have immediate charge of all property of the Board, wherever situated. All the workers appointed to work of university grade, shall before the appointment takes effect, be approved by the Executive Committee, and each year at the annual meeting, all work, and themembership of all members of theExtension of university grade, as well as all representatives of the general organization, shall be subject to approval, or removal for cause, by the Committee. Copyright 1890, Br Seth T. Stewart, Sec'y. CONSTITUTION OF THE NATIONAL BOARD OF DIRECTORS. PRESIDENT. The President of the Faculty of University Extension shall be the President of the National Board. VICE-PRESIDENTS. The Vice-Presidents shall be any two of the Executive Com- mittee elected, as such, by the Board. GENERAL SUPERINTENDENT. The Superintendent in the Executive Committee, as originally constituted, shall be the General Superintendent of the work of School Extension. TREASURER. The Treasurer elected by the Executive Committee shall be the Treasurer of the National Board, and he shall hold the funds under the direction of the Executive Committee. GENERAL SECRETARY. The General Secretary shall organize the work of his office by establishing the bureaus approved by the Executive Committee, and he shall appoint assistants who shall serve as Corresponding Secretaries of the different departments. With the approval of the Executive Committee of the National Board, lie shall also appoint the State Secretaries of the Extension, who shall be under his general direction. STATE BOARDS OF DIRECTORS. The National Board shall organize the State Boards, through its Executive Committee, who shall name the Colleges in the dif- erent States, whose Presidents, if they consent to serve, shall be life members of the respective State Boards. 029 944 90ft 7 UNIVERSITY AND SCHOOL EXT ^^^^ ' The State Boards shall have the right to representation in the National Board. They shall organize the work and workers in their respective states, as provided by the Constitution. They shall have power to increase or decrease the number of their mem- bers ; but they shall not interfere with the life tenure to which reference has already been made, nor to the right of local Boards to representation. MEETINGS. The National Board of Directors shall assemble yearly in the month of December, at the close of which meeting, six members of the Executive Committee shall be elected, two members of said Committee being designated, Vice-Presidents. The Executive Committee shall, also, meet each year, in the month of April. DEPARTMENTS. A department shall be organized for the students in each and every subject of education. The work in each department shall be under the direction of a University Society consisting of the facul- ties of University Extension, and School Extension, for the given subject, and representatives in the several states of the College Societies for the subject. In the interest of unity of plan, all rules and regulations, however, shall be subject to approval by the Executive Committee of the National Board, as shall, also, be the limit to the membership of clubs of university grade.
