Smith, Jr., State Administrator (Acting) : · a.s. who 11-6-40 Темел PREFACE iii The inventory of Federal Archives in the States is one of the pro- ducts of the work of the Survey of Federal Archives, which operated as a nation-wide project of the Works Progress Administration from January 1, 1936 to June 30, 1937 and has been continued since that date as a unit of the Historical Records Survey, also operating as a nation-wide project of the Works Progress Administration, and a group of state or local pro- jects of that Administration. The plan for the organization of the inventory is as follows: Series 1 consists of reports on the administration of the Survey, acknowledg- ments, and general discussions of the location, condition, and content of federal archives in the states. Succeeding series contain the detail- ed information secured by workers of the Survey, in inventory form, a separate series number being assigned to each of the executive depart- ments (except the Department of State) and other major units of the Fed- eral Government. Within each series No. 1, is a general introduction to the field organization and records of the governmental agency concerned; the succeeding numbers contain the inventory proper, separate numbers be- ing assigned to each state in alphabetical order. Thus, in each series, the inventory for Alabama is No. 2, that for Arizona No. 3, that for Arkansas No. 4, etc. For each local office information regarding each series, or unit of related records, is presented in the following order: title, inclusive dates ("to date" indicating an open file at the time the information was secured), general description of informational content, description of the system of filing or indexing (if any), a statement of frequency and pur- pose of use, form of the record itself (bound volumes, sheets in folders, etc.) linear footage, description of the containers, physical condition of the records (not stated is satisfactory), location by room or other identifying information, and finally, the number of the Form 58SA on which this information was originally recorded by a Survey worker and from which it was abstracted for the Inventory. This form is on file in the National Archives. When it contains substantial information on addenda sheets which has not been included in the mimeograph abstract, indication of this is given by the use of the reference "See addenda." The work of the Survey in Western Pennsylvania was under the direc- tion of Mr. Louis W.H.Johnston, Regional Director from February 11, 1936 until Octoner 4, 1937. Since that time Mr. John T. McMahon, Project Unit. Supervisor has directed the Survey. The Survey in Eastern Pennsylvania was directed by Mr. Richard H. Heindel, Regional Director, from February 26 until August 1936 and from August until December 31, 1936 by Mr. John P. Corry. After Dr. Corry's resignation the project was reorganized with Dr. Richard B. Morris of New York as Regional Director and James L. White- head as Assistant Regional Director. In October 1937 Mr. James L. White- head was appointed Project Superintendent for the State and acted in that capacity until September 19, 1938 when he resigned and was succeeded by Miss Williametta Wallace. This Inventory of the records of the Federal Courts in Pennsylvania was prepared in the New York City and Pittsburgh offices of the Survey and was edited before final typing by Dr. Richard R. The state of Pennsylvania constituted one of these. Sessions of court were held four times each year at Philadelphia and Yorktown alternately. By the same Act of Congress three judicial circuits were in- stituted. The Middle Circuit consisted of the Districts of New Jersey, Pennsylvania, Delaware, Maryland, and Virginia. Sessions were held at Trenton, New Jersey, at Philadelphia and Yorktown, Pennsylvania, at New Castle and Dover, Delaware, at Annapolis and Easton, Maryland, and at Charlottesville and Williamsburg, Virginia. The sessions at the circuit court at Yorktown were discontinued on May 12, 1796, six years after the removal of the district court sessions to Philadelphia. On March 3d, 1837 Congress provided for nine judicial circuits. The Third Circuit included the districts of New Jersey and Eastern and Western Pennsylvania. Sessions were conducted at Trenton, Philadelphia, and Pittsburgh until the Act of March 3d, 1911 abolished the old cir- cuit courts. The clerks of said court delivered all records to the clerk of the district court, and the powers of the circuit court were assumed by the district courts. By the same act a third Circuit Court of Appeals was created, with jurisdiction over New Jersey, Pennsylvania, and Delaware to re- view by appeal or writ of error final decisions of the district court. The Circuit Court of Appeals for the Third Circuit sat at Philadelphia. On April 20, 1818, Pennsylvania was divided into two judicial dis- tricts, the Eastern and Western. The Western District, with court seat at Pittsburgh included Allegheny, Bedford, Beaver, Butler, Centre, Cam- bria, Crawford, Clearfield, Armstrong, Erie, Fayette, Greene, Hunting- don, Indiana, Jefferson, Mercer, Mifflin, McKean, Potter, Somerset, Washington, Warren, Westmoreland, and Venango Counties. The Eastern Dis- trict included the rest of the counties in Pennsylvania and sat at Philadelphia. By the Act of Congress of May 26, 1824 the following counties ceased to be part of the Eastern District and were added to the Western District: Susquehanna, Bradford, Tioga, Union, Northumberland, Columbia, Luzerne and Lycoming Counties. Court sessions were also to be held at Williamsport in the Western District. On March 3d, 1911 the Middle District was created with Scranton, Harrisburg, and Williamsport designated as court seats. Adam, Bradford, Cameron, Carbon, Centre, Clinton, Columbia, Cumberland, Dauphin, Frank- lin, Fulton, Huntingdon, Juaniata, Lackawanna, Lebanon, Luzerne, Lycom- ing, Mifflin, Monroe, Montour, Northumberland, Perry, Pike, Potter, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne, Wyoming, and York Counties. The Eastern District retained Berks, Bucks, Chester, Delaware, Lancaster, Lehigh, Montgomery, Northampton, Philadelphia, and Schuyl- kill Counties. The remaining counties constituted the Western District, where sessions of court were held at Pittsburgh and Erie twice each year. Court in the Eastern District was held at Philadelphia four times a year, and, since June 27, 1930, at Easton twice a year. By Act of Congress of March 3, 1913 the Middle District held additional sessions once a year- at Sunbury. Records of these offices have been carefully preserved, and only bankruptcy claims of closed cases, after a ten year retention per~~ iod, have been destroyed.
