State of Connecticut BY HIS EXCELLENCY GOVERNOR For the last twelve years, the annual fire waste in this country has averaged nearly a quarter of a billion dollars. The per capita fire loss has been eight or nine times as large as that in the more advanced of the nations of Europe. Most of this loss has been due to negligence and thoughtlessness in little matters. Law cannot effectually do away with such causes; only an awakened public sentiment can. To bring home to the minds and consciences of the citizens of the State this deplorable waste, and particu- larly to educate their children to the need and the proper methods of decreasing it, the General Assembly has directed that a day be set apart as 3fire fireuerttiut ſlag and I accordingly designate for that purpose, Friday, October eighth, and I request that the people of this State, especially the teachers in its schools, give some portion of that day to a consideration of the needless drain upon its resources due to the setting of fires, and to the means by which they may be prevented.
