Assigning the inade- quacy of the schools provided by the Mexican government as one of the causes of revolution, the new Republic, as soon as its indes pendence was assured, was confronted with the necessity of es- tablishing an efl‘icient system of public schools. It so happens that the University of Texas was the first portion of this system to receive attention in the halls of legislation. On November 11, 1837', eighteen months after the victory of San J acinto, Mr. Kel- sey P. Douglass, of N acogdoches, made a motion in the Congress of the Republic to establish the University. Forty-six years were destined to pass before the University was opened to students, but during this long interval the insti- tution was never quite forgotten by the leaders of Texas thought. The Constitution of the State requires that the University be of the first class, and this mandate has been obeyed with per- fect fidelity in aspiration and with reasonable fidelity in fact. As a consequence, the United Chapters of Phi Beta Kappa placed at the University, in 1905, the Alpha of Texas. Though somewhat removed geographically from her Sister chapters, Alpha of Texas is close to them in devotion to scholar- ship and to high ideals. She strives to hold aloft in her com- munity the banner of high intellectual achievement, hoping thereby in some measure to quicken the spiritual life of the people in whose University she lives and prospers. HISTORY OF PHLBETAK’A'PPA The Phi Beta Kappa Society was organized at the College of William and Mary, Williamsburg, Va., December 5, 1776. It is recorded in the Old minutes (lost till 1849 and printed in 1895) that, at the beginning, “a happy spirit and resolution. . . . prevailed,” and “that in every design or attempt, whether great or small, we ought to invoke the Deity.” At first the Society was simply a private debating club, and the choice of a Greek motto seems to have been accidental. As was proper in the little village, where, but a Short time before, Jefferson and other Virginia patriots had assembled, the subjects for debate were Often political, and “Whether a Wise State Hath Any Interest- Nearer at Heart Than the Education of Youth,” “Whether the Execution of Charles I was J ustyfyable,” “Whether Duelling Ought to Have Toleration,” “Whether Poligamy is a Dictate of Nature,” “Whether Avarice or Luxury is more Beneficial to a Republic,” “Whether Brutus was J ustyfyable in Killing Caesar,” were some of the formidable “matters of argumentation” and “opposite composition.” As has been said, “it is evident that the early Phi Beta Kappas felt that there was a place for the scholar in politics,” and the roster of the Society, from the Revolution down, reveals the names of many familiar to students of Amer- ican history. To the call for other chapters, the original one nobly responded with: “It is repugnant to the liberal principles of society that they Should be confined to any place, men or description of men, but that they should be extended to the wise and virtuous of every degree and of whatever country.” It was not till 1875, however, that women were first admitted to Phi Beta Kappa (by the Alpha of Vermont), and it is to be wondered if those young and gallant colonial Virginians would have re- garded girls, not only as virtuous, but also as wise. Founded before them, it has happened that Phi Beta Kappa has become the parent of the numerous Greek-letter fraterni- ties which are now so conspicuous a part of American college life. The general fraternities have paid less and less attention to scholarship and more and more to social and other consid- erations, While the reverse has been the case with Phi Beta Kappa. None Of the fraternities has kept up the debating fea- ture, which was formerly so prominent a feature of their meet- ings. During the first four years of its existence at Williams- 8 PHI BETA KAPPA burg, Phi BetgKappa developed most Of the details of the ordi- nary college fraternities of today. The fifty members of the mother chapter had their grip, their seal, their motto in Greek, their initiation service, their oath of fidelity, their colors, their constitution, their mysterious badge which used the stars as symbols of high aspiration. The “frat” whistle, now used even by sororities, seems, however, not to have been thought of by the original fifty. ‘ On January 8, 1781, the arrival of the British fleet caused the members to suspend operations and to seal up their records. This fleet, bearing Benedict Arnold, among' others, seems there- fore to have been the earliest anti-fraternity movement in the history of the world! After the Revolutionary War, no attempt was made to revive the chapter till 1849, when Peyton Short, the last president in 17 81, became the connecting link between the Old and the new chapter. In 1861, the chapter was again broken up, and was not revived till 1875. Many distinguished names are to be found among the first fifty members of the mother chapter. Nearly all were in the Continental army, eight were in the convention which ratified the Constitution of the United States, five were members Of the United States House of Representatives, two of the United States Senate, two of the United States Supreme Court, one of the two being John Marshall. Williamsburg, the cradle of Phi Beta Kappa, has also been called the cradle of the Revolution. At Williamsburg, Patrick Henry delivered his great philippic against the Stamp Act; at Williamsburg, Dabney Carr proposed the com- mittee of correspondence, which was the first step in the union of the Colonies; at William'sburg met the great Virginia con- vention which, after dissolving all connection between Virginia and Great Britain, directed its delegates to move that Congress should declare the Colonies free and independent States; at Wil- liamsburg, a few months after this convention adjourned, in the Raleigh Tavern (burned 1859), where Jefferson debated politics and danced with Virginia girls, the Phi Beta Kappa was born. In 1907, at Williamsburg, met the Ninth Triennial Conclave, and in its honor was rung the old Liberty Bell of Virginia, which has been ringing there at appropriate times for the last one hundred and fifty years. Elisha Parmele, a graduate of Harvard in 17 7 9, was one of the original fifty at William and Mary, where he was then study- ing. Upon his return north, he-was authorized to found the Alpha ALPHA OF TEXAS 9 Of Massachusetts at Harvard, and the Alpha of Connecticut at Yale. These two chapters were founded sometime in 1780 or 1781. In 1787, the two northern chapters founded the Alpha of New Hampshire at Dartmouth College, and for thirty years these three northern chapters formed the Society. As a result of the Morgan craze against Free Masonry, in 1881, the Harvard chap- ter abandoned the oath of secrecy, and persuaded the Yale and Dartmouth chapters to do likewise. During the thirty years between 1787 and 1817, the Society became more and more a union of scholars and less and less a mere social club. The annual Phi Beta Kappa poem and Ora- tion were prominent features of the activity of the Society. Steadily preserving high scholarship as a standard of admission, while not neglecting other qualifications, to the Yale, Harvard, and Dartmouth chapters were added Union in 1817, Bowdoin in 1825, Brown in 1880, Trinity in 1845, Wesleyan in 1845, Western Reserve in 1847, Vermont in 1848, Alabama in 1851, Amherst in 1858, Kenyon in 1858, New York University in 1858, Marietta in 1860, Williams. in 1864, New York City College in 1867, Mid- dlebury in 1868, Rutgers in 1869, Columbia in 1869, Hamilton in 1870, Hobart in 1871, Colgate in 1878, Cornell in 1882. These twenty-five chapters formed a closer organization in 1888, “the United Chapters of Phi Beta Kappa,” with a Council which meets triennially. Since 1888, sixty-eight chapters have been established. At the present time, therefore, there are ninety-three chap- ters, with, it is estimated, 89,000 living members, 27,000 men and 12,000 women. During the last Six years, nearly 12,000 members have been added, about evenly divided between the two sexes. Alpha of Texas is Sixty-third in the order of foundation. The Society is now thoroughly national in character, and will establish chapters in all American colleges and universities as fast as the institutions attain to the Phi Beta Kappa standard. All institutions not having chapters apply for a charter as soOn as there is a reasonable chance of the request being granted. In fact, the Society is without a rival in its field, Sigma Xi and other professional honor societies having arisen to occupy the technological and professional schools which are not entered by Phi Beta Kame- Thsse haw sessile are Pot msteelly ex- clusive, however, and members of one are free to become mem- bers of the other. ‘ 10 PHI BETA KAPPA In each state, the chapter first established is called Alpha, the second Beta, and SO on down the Greek alphabet. In 1881, the Harvard chapter celebrated its hundredth anniversary by inviting the other chapters to meet in Cambridge for the pur- pose of forming a closer national association. AS a result of this and later meetings, the Council of the United Chapters was formed, and held its first triennial meeting at Saratoga in Sep- tember, 1888. The thirteenth triennial meeting of the Council took place at Cambridge, Mass., September 9-10, 1919. As constituted today, Phi Beta Kappa is a collegiate honor society, which is private but not secret. Eligibility depends on relative and on absolute class standing. Not more than one- fourth of any graduating class may be selected. At Harvard, only about one-Sixteenth of the class is admitted. At the Uni- versity Of Texas, not more than one-eighth may be admitted, and those admitted in April must have at least a B average and must be candidates for the Bachelor of Arts degree in June, or else graduates of the previous August. The list of names of some of the Older chapters sounds very familiar to American ears, and SO distinguished is the Society that membership is highly prized. As it is the oldest, so it_is the largest of the Greek-letter societies. Membership in other societies does not exclude from Phi Beta Kappa, which admits only on a basis of scholastic merit, and which is not a rival of the social fraternities nor much akin to them. Philosophies Biou Kybe'metes is the motto of the Society, which, being interpreted, means “Philosophy the Guide of Life.” The badge of the Society is an old-fashioned watch key bearing, on one Side, three stars, the Greek letters Phi, Beta, Kappa, the date Dec. 5, 1776, and a hand pointing to the.stars; and, on the other Side, the letters S. P., the name of the college, the name Of the member, and the date of membership. The meaning of the S. P. is buried in some mystery, and one small secret therefore remains to the Phi Beta Kappa! Societas Philosophorum, Senatus Popu- lusque, Spiritus Populi, Salus Patriae, and even Sapient'ia Prin- ceps have been suggested, and one irreverent Texan has deemed the mysterious letters prophetic and significant of the Southern Pacific! Amid such confusing possibilities, it is restful to have the Greek motto (translated) and to know that “a love of wisdom is a guide of life.” A recent careful examination of the Old records indicates that Societas Philosopho'rum is the correct in- terpretation. ALPHA OF TEXAS 11 Living members of the Phi Beta Kappa occupying distin- guished positions in all fields of high éndeavor are so numerous that space does not permit the mention of multitUdinous sena- tors, governors, ambassadors, college presidents, authors, judges, etc., who are members of the Society. The present president of the United States and the preceding president are members, as were also five other presidents, beginning with John Quincy Adams. Phi Beta Kappa poems or orations have been delivered by all of the above, and by Parsons, Wayland, Cushing, Beecher, Sears, Curtis, Sargent, Bret Harte, Stedman, Stoddard, Olmsted, Bar- nard, Peabody, Parker, Saxe, Trowbridge, and Chase, to name a few among many hundreds. 12 PHI BETA KAPPA CONSTITUTION OF THE UNITED CHAPTERS ARTICLE I COMPOSITION OF THE NATIONAL COUNCIL The National Council of the Phi Beta Kappa Society shall consist of the Senators hereinafter spoken of, and of delegates from the several Chapters of the Society. Each Chapter shall be entitled to send three delegates, who shall be graduates Of at least five years’ standing and members of the Phi Beta Kappa Society, but not necessarily Of the Chapter by which they are chosen. ARTICLE II THE SENATE The Senate shall originally consist of twenty Senators, chosen by the delegates at the first session of the National Council, from the Society at large. These Shali be divided into two classes, whose teMs of Ofi‘ice Shall expire at the adjournment of alternate regular sessions of the National Council. At every subsequent regular Session, the places of the outgoing class shall be filled by election as follows: At a meeting to be held at least six months before the regular session of the National Council, the Senate Shall nominate fifteen candidates in addition to the members of the outgoing class for the ten vacant seats, and also two can- didates for the unexpired term of each Senator who may have died or resigned Since the last regular session. Sample ballots containing the list Of Senators whose terms are to expire, the list of nominees, and blank spaces for other names, together with full directions for voting, shall be sent to every delegate at least a month before the meeting of the Council. Other persons not nominated by the Senate may be presented as candidates at the time of the election. Of every ten members Whose term of Office Shall expire, one may be elected by the Council Senator for life. In every election of Senators, a majority of the votes cast shall be required to elect, and in such elections the outgoing Sena- tors shall have no vote. The Senate may fill vacancies in its own body till the next meeting of the National Council. ALPHA OF TEXAS 18 ARTICLE III OFFICERS OF THE NATIONAL COUNCIL The Officers Of the National Council Shall be a President, a Vice-President, a Secretary, and a Treasurer, and such others as may be found necessary from time to time. The President shall be chosen from among the Senators. ARTICLE IV SESSIONS AND FUNCTIONS OF THE COUNCIL The National Council shall meet every third year at such plaee and time as shall have been determined by the officers of the United Chapters, and Shall proceed at once to the election first of its Officers and next of the Senators. The National Council shall make such rules as may be found necessary for the carrying out of any provision of this Constitution. ARTICLE V THE SENATE AND ITS FUNCTIONS During the session of the National Council, the Senate shall have no separate existence, but its members shall take their places with the delegates as members of the National Council, voting with the delegates, as well upon all other matters as upon the election of Officers and Senators, except as provided in Article 11. When the National Council is not in session, the Senate Shall constitute an independent body, charged with the duty of rep- resenting the Phi Beta Kappa Society and speaking in its name, and exercising, in addition, the functions of a permanent Execu- tive Committee of the National Council. It Shall hold its meet- ings at such times and places as it Shall determine, being first called together by that Senator who, at the original election of the Senate, shall have been elected by the largest number of votes. It shall recommend candidates for election as Senators. It Shall also have power to call an extra session of the National Council. It shall furthermore prepare and recommend to the consideration of the National Council such matters as it may deem proper. It shall transmit its lists of candidates and of matters recommended 14 PHI BETA KAPPA for discussion, by the hands of the Secretary, to the presiding officer of the National Council, immediately upon its Organization being completed. It shall also transmit, in the same manner, to the National Council a report of its doing between the sessions of the Council. Nothing herein Shall be so construed as to dero- gate from the right of the National Council to appoint Commit- tees tO sit between sessions, independently of the Senate, and to report at the next session. ARTICLE VI NEW CHARTERS Applications for charters shall, in all cases, be made to the Senate, at least nine months before the regular session of the National Council. The Senate, at least Six months previous to such session, shall notify all the Chapters of such applications, and such applications Shall be reported to the National Council with the recommendation of the Senate at the next meeting of the Council, and shall be passed upon by the Council, which shall have exclusive power to grant charters. But no charters shall be issued without the consent of delegations representing a ma- j ority of the Chapters, nor without the consent of delegations representing two-thirds of the Chapters in case the application has not been favorably recommended by the Senate. ARTICLE VII L BY-LAWS AND RULES OF ORDER The National Council at any of its sessions, and the Senate at any time, may respectively make such By-Laws and Rules of Order as may be thought expedient for their use, provided the same be not inconsistent with any of the provisions Of this Con- stitution. A quorum of the National Council shall consist of delegates from a majority of the Chapters and not fewer than three Senators; the Senate Shall determine the number which shall constitute its quorum. [The present number is five.] ALPHA OF TEXAS 15 ARTICLE VIII RIGHTS OF CHAPTERS Nothing contained in this constitution Shall be construed as empowering the Senate or the National Council to restrict or abridge the rights or privileges now exercised by existing Chap- ters, except as expressly provided herein. ARTICLE IX AMENDMENTS To THE CONSTITUTION No change shall be made in this Constitution unless the same shall have been proposed at the session of the National Coun- 'cil next preceding the session at which the proposed change is voted for; and no vote shall be had upon any such proposed change except at a stated hour previously ordered by the meet- ing, and no amendment shall be made without the concurrence of the delegations of two-thirds of the Chapters represented in the Council. ARTICLE X ADOPTION OF THE CONSTITUTION This Constitution Shall take effect when ratified by fourteen Chapters. [Sixteen Chapters ratified it before July, 1888.] 16 PHI BETA KAPPA BY-LAWS OF THE UNITED CHAPTERS I. ELECTIONS AND OFFICERS All elections Shall be by ballot. The President shall preside over the meetings of the Council. In his absence, the Vice-Presi- dent Shall perform his duties. When both are absent, a president pro tempore shall be chosen viva voce. The Secretary shall keep the records of the Council, conduct its correspondence, and send to the Senate and to each Chapter a certified report of the pro- ceedings of each session. The Treasurer shall collect and dis- burse all funds of the Council, and report at each session thereof. [At the Council of 1892, the Treasurer requested that the finan- cial report be submitted to an Auditor appointed by the Presi- dent after its presentation] ‘ II. ORDER OF BUSINESS Calling the roll. VOTING In all cases not otherwise provided for by the Constitution, each Senator and delegate present shall be entitled to cast one vote. [In establishing new Chapters the Constitution requires a vote by delegations, each delegation having one vote.] IV. REGISTRATION AND ASSESSMENT Each Chapter shall report promptly to the Secretary the names of all persons elected to membership. Such report shall contain the information called for by the Secretary and shall be made on forms furnished by him. ALPHA OF TEXAS 1'7 Each Chapter shall pay the sum of $1 to the Treasurer for each person elected to membership of any type except associate members. N 0 Chapter shall pay an amount less than $10 for any triennium. Each new member so reported with the accompanying fee of $1 shall be entitled to receive the Phi Beta Kappa Key for the term of one year, provided there is furnished an address to which The Key may be sent. The Key Shall be sent for three years to each new member for whom the sum of $1.50 shall be sent to the Treasurer with the announcement of his election. V. PROCEDURE The proceedings of the Council, in all cases not provided for in the Constitution, or the By-Laws, shall conform to the rules laid down in Cushing’s Manual. VI. ENDORSEMENT OF NEW CHAPTERS All applications for future charters Shall have the endorse- ment of at least five existing Chapters prior to presentation to the Senate. No Charter Shall be issued until those applying for the same have paid to the Treasurer of the National Council $50 as a franchise fee. VII. Edward Bingham Wright, D.D., for many years pastor of the First Presbyterian Church of Austin and a member of the Alpha of Ohio of the Class of 1859, began to consider the possibility of securing a chapter of the Phi Beta Kappa for the University of Texas. With the excep- tion, of course, of William and Mary College and of Johns Hop- kins University, no southern institution was then represented on the roll of chapters. Early in 1901, Mr. Wright put himself in communication with the national officers of the Society. He was ably seconded by Professor William T. Mather, a member Of Massach setts Beta of the Class of 1886, and by other members living in Austin and in various Texas towns. Ignorance of some of the details connected with placing a petition for a charter in proper form before the United Chapters prevented the University from being considered at the Seventh Triennial Session of the National Council in 1901. During the ensuing three years, Pro- fessor Mather spared no labor in getting the application, accom- panied by the proper exhibits and by numerous endorsements of other chapters, into proper shape; and at the Eighth Triennial Session of the United Chapters the charter Of the Alpha of Texas was unanimously voted on September 7, 1904. The charter members, twelve in number, met at Austin on October 14, 1904, appointed a committee to draw up a consti- tution and by-laws, and voted (regarding the Class of 1904 and all previous classes as one class) to elect previous graduates of the University to membership upon the terms to be fixed for future graduates. In accordance with the national regulations, only graduates of the College of Arts are eligible for regular active membership. During the fall of 1904, the constitution and by-laws were prepared and the records of the former graduates of the College of Arts (Academic Department) were carefully examined; and on February 2, 1905, the charter members adopted the consti- tution and by-laws and elected seventy-nine persons to member- ship. Fifty-Six of these seventy-nine were elected on account of obtaining the Bachelor’s degree with high rank, twelve on account of Obtaining the Master’s degree with distinction, five on account of taking with high credit the Doctorate at institutions of the first rank, and six honorary members not graduates Of the Uni— versity on account of special merit. 22 PHI BETA KAPPA An examination of the following complete list of the members of the Alpha of Texas (exclusive of “affiliated” members who have been “received” from other chapters) will reveal the fact that very few honorary members have thus far been elected, and that the vast majority of the members owe their election to high undergraduate records. Not more than three honorary mem- berS may be elected in one year, and admission by means Of the Master’s degree has not been possible Since 1905. In selecting the members from year to year, the records of the graduating class in Arts are gone over carefully in April. The highest eighth of the class or less is Selected and voted upon at the April meeting Of the Society. After the election, an initia- tory reception is held in May. The annual business meeting is held at Commencement. A few of the older alumni elected in 1905, totally ignorant perhaps of Phi Beta Kappa and possibly regarding the election as a lure to extract an initiation fee for some unworthy purpose, failed to respond to a letter from the Secretary. Since 1905, however, membership has been eagerly Sought, and no one elected to membership has failed to accept promptly. Thus far, Miles J. Breuer, 1911, has been the only member of Alpha of Texas to attempt a Phi Beta Kappa poem, and the only orators have been President Charles F. Thwing, of Western Re- serve, in 1905; Dean L. B. R. Briggs, Of Harvard, in 1907 ; Dean Shailer Mathews, of the University of Chicago, in 1908; and Pres- ident Henry Louis Smith, of Davidson College, in 1910. Short speeches to the initiates have been delivered occasionally by the presidents of the chapter, but that of E. W. Fay is the only one that has been printed. Alpha of Texas, with 844 members who have become members of Phi Beta Kappa through her invitation, is now firmly estab- lished at the University and forms a strong incentive to good scholarship. The “Barb-Frat” controversy leaves her undis- turbed. “Barbs” enter more numerously than “Greeks,” and girls than boys. Each year the names of the initiates for the year appear on the Commencement program. Already in the list of members will be found the names of one United States Senator, one member of the Valuation Board of the Interstate Commerce Commission, nine professors in various universities, five or six highly successful research men, numerous teachers, one clergyman, one dean, two doctors, and four or five lawyers. The coming years will not only lengthen the list, but will also add ALPHA OF TEXAS 28 to the records of those now upon it. Because of admission to Phi Beta Kappa elsewhere, before the Alpha of Texas was estab- lished, the list lacks several names that would have added to its credit. Nearly a third of the voting faculty and about a fourth of the entire faculty of the College of Arts are members of Phi Beta Kappa. 24 PHI BETA KAPPA CONSTITUTION OF ALPHA OF TEXAS ARTICLE I NAME AND PURPOSE SECTION 1. This Society is one of the coordinate branches 01 the body known as the United Chapters of the Phi Beta Kappa, and shall be called the Alpha Chapter of the Phi Beta Kappa Society in the State of Texas. SEC. 2. The object of the Phi Beta Kappa Society is the pro~ motion of scholarship and friendship among students and grad- uates of American colleges. ARTICLE II MEMBERS SECTION 1. The Chapter shall consist of Active and Honorary Members. The right to vote and to hold Office shall be restricted to Active Members, but Honorary Members may represent the Chapter at meetings of the National Council of the United Chap- ters. ARTICLE III ACTIVE MEMBERS SECTION 1. The following persons shall be eligible to active membership: (a) Students of the University of Texas who have fulfilled all the requirements for the degree of Bachelor of Arts, and who have attained an average of at least B for the last three years of - their course. Not more than one-eighth of the graduates of any one year shall be elected. (b) Persons who have graduated from the College of Arts of the University of Texas prior to the institution of this Chapter, and who have fulfilled substantially the conditions prescribed under (a) of this section. Such persons shall not be eligible to active membership after Commencement Day, 1905. (c) Graduates of the College of Arts of the University of ALPHA OF TEXAS 25 Texas who have received the degree of Doctor of Philosophy from an institution of acknowledged high rank. ((1) Active Members of other Chapters of Phi Beta Kappa who have become permanent residents of Austin or the vicinity. ARTICLE IV HONORARY MEMBERS SECTION 1. The following persons Shall be eligible to honorary membership: (a) Graduates of the University of Texas of at least five years standing who have won special distinction Since graduation. (b) Any person of distinction in letters, science, or educa- tion, provided that he is not, and has not been, eligible to mem- bership in a Chapter Of Phi Beta Kappa established at another institution, on the basis of a Bachelor’s degree given by that in- stitution; but such persons may be elected subject to the approval of said Chapter. SEC. 2. After Commencement Day, 1905, not more than three Honorary Members Shall be elected in any one year. ARTICLE V MORAL CHARACTER _ SECTION 1. In addition to scholarship, good moral character shall be a qualification for membership, and any member who is found to have lost this qualification may be expelled from the Society by a four-fifths vote of the members present at a regular meeting of the Society. ARTICLE VI THE NATIONAL COUNCIL SECTION 1. This Chapter shall send a' delegation to represent it at each National Council of the United Chapters, Shall contrib- ute its equal part to the financial support of the United Chapters, and shall conform to the constitution of the United Chapters, and to all lawful requirements of the National Council. 26 PHI BETA KAPPA ARTICLE VII BY-LAWS SECTION 1. This Chapter shall, by the enactment of suitable by-laws, provide for its election of officers, the initiation of mem- bers, the conduct of its meetings, and for such other matters as it.may deem wise so to regulate. ARTICLE VIII AMENDMENTS SECTION 1. This Constitution may be amended by a four-fifths vote of the members present at the annual business meeting of the Chapter, or at a special meeting to which the annual business meeting shall refer the subject; provided, that notice of such proposed amendment shall have been sent to all Active Members at least three weeks before said meeting. ALPHA OF TEXAS 27 BY-LAWS OF ALPHA OF TEXAS ARTICLE I OFFICERS SECTION 1. The officers of this Chapter Shall be a President, a Vice-President, and a Secretary, who shall also perform the duties of a Treasurer. They Shall be elected by ballot at the annual business meeting, and Shall hold Office until the next annual meet- ing, or until their successors are chosen. A majority vote of the members present Shall be necessary to elect the officers. ARTICLE II THE EXECUTIVE COMMITTEE SECTION 1. Upon assuming office, the President Shall appoint three Active Members to constitute, with the President and the Secretary, an Executive Committee, in which Shall be vested the government of the Chapter. SEC. 2. The duties of the Executive Committee shall be as follows: (a) To prepare each year a list of those undergraduates who are eligible to active membership, and whom they consider worthy of the honor, and to submit such list to the Chapter at the April meeting. ‘ (b) TO present at the same time an approved list of nomina- tions for honorary membership, as provided for in Article V, Section 4, of these By-Laws. (c) To take charge of any public meetings or banquets held by the Chapter and to choose the speakers. (d) To authorize all expenditures made by the Secretary. ARTICLE III MEETINGS SECTION 1. An annual business meeting Shall be called by the President during the closing week of each academic year, and a meeting for the election of new members during the month of April. 28 PHI BETA KAPPA SEC. 2. A meeting may be called by the President at any time, and a meeting Shall be called by the Secretary whenever requested in writing by five members. When a meeting has been called, all Active Members shall be duly notified thereof by the Secretary. ARTICLE IV QUORUM SECTION 1. Fifteen Active Members of the Chapter shall, after organization, constitute a quorum for the transaction of business. ARTICLE V ELECTION OF OFFICERS SECTION 1. Only graduates of more than two years’ standing Shall be allowed to vote in the election of new members. SEC. 2. All elections of members Shall take place either at the meeting held for this purpose in April or at the annual business meeting. SEC. 8. The election of Active Members Shall be by ballot, and two negative votes Shall exclude a name proposed. SEC. 4. Honorary Members shall be elected as follows: Nomi- nations for honorary membership Shall be made in writing to the Executive Committee by not less than three members. The Exec- utive Committee shall then report a list of such names, or any other names approved by them at the meeting of the Chapter. Elections shall be by ballot. At elections held on or before Com- mencement Day, 1905, there Shall be but one ballot, and two nega- tive votes Shall exclude a name proposed. After Commencement Day, 1905, if the list approved by the Executive Committee in- cludes more than three names, a preliminary ballot shall be taken to choose three names to be voted upon in a second and final ballot. The three names receiving the highest number of votes in the preliminary ballot shall be the only names considered in the final ballot, in which two negative votes shall exclude a name proposed. ARTICLE VI FEES SECTION 1. Each person elected to membership shall pay an entrance fee of five dollars. Such payment shall be made within ALPHA OF TEXAS 29 thirty days after election, and in default Of payment the person elected shall be held to have declined membership. SEC. 2. There shall be no dues; but the Chapter Shall have the power, by a majority vote Of the members present at any annual business meeting, to assess the members for special purposes. ARTICLE VII AMENDMENTS SECTION 1. These By-Laws may be amended at any meeting of the Chapter; provided, that notice has been given of the pro- posed change at a previous meeting.
