This choice the people of Sutherland took as a personal com- pliment to themselves, as they declared in the address they presented to him on the occasion, and they celebrated their landlord’s accession to this superior dignity, in a way that recalled the feelings of former times, coupled with a deep acknowledgement of their personal respect for the individual on whom the honour was conferred. - Under the influence of such feelings, his Grace's arrival in 1833 was anxiously looked for and desired. It was the intention of the people to have marked the event by some testimony of the public expression of their i opinion and of their feelings; but far different was destined to be the man- | ner in which they had to testify their attachment, and display their know- ledge of the character of their landlord, from that which was so fondly anticipated. His Grace left London apparently in good health, though he had never entirely got the better of a severe attack of influenza which he had in spring. The consequence was, this over exertion brought on a bowel complaint, from the weakening effects of which he never recovered. He was landed at Dunrobin early in the morning of the 5th day of July, labouring under great prostration of strength, from which, although he made two rallies, his constitution was unequal to any further exertion, and on the 19th of July he quietly terminated his meritorious and useful life. The effect produced in the country was most striking, and the sincere religious feelings of the people, partaking of a strong predestinarian cha- racter, produced the deep conviction that it was ordained by Providence, that having assumed the antient title of their chief in the attainment of | the highest honours of the Peerage, he should come down to place among - them his remains as a bequest to their care and protection. This desire of retaining his remains among them was so decidedly ex- pressed, that it was assented to, under the impression, moreover, that such - would have been his own determination. Such appeared to be the case; for - on reading his will which he had left in London, and which could not be opened until after the mournful ceremony was over, the following direc- : tions were found. | § “With respect to my funeral I coincide with Tacitus, in his opinion so beautifully expressed in his account of the death of Germanicus—I -------- - - - - - --—— — — . . . . -- - - - - - – ------ – ---------- ** - - --- - -- * * * ~---- Tºgº. -2 §º FIRST DURE OF SUTHERLAND. 23 wish it to be without parade or absurd expense.” Indeed it was such as is expressed by Tacitus in the following passage:—“Funus sine imagi- nibus et pompā, per laudes et memoriam virtutum ejus celebre fuit.” And it may be added with equal truth from the same author:-" Neque multo post extinguitur ingenti luctu provinciae et circumjacentium populorum.” All his opinions, including his politics, were of a liberal cast. He was a constant and consistent friend to Catholic Emancipation ; he coincided with his friend Mr. Huskisson regarding the fitness of transferring the fran- chise of East Retford to Birmingham ; he approved of Lord John Russell’s motion, having the same object in view ; and he cordially supported the Reform Bill. He had the highest notion of his own independence, and it was a just pride that enabled him to boast, that the only two personal favours he received from the Crown, the Garter and the Dukedom, were conferred on him, not only without solicitation, but without his previous knowledge that they were to be bestowed on him. - In the administration of his affairs, the great character of his mind was justice: he had no undue partialities; if any gained a higher station in his regard, it was because they discharged their duties homestly and honourably. But even such never led him into favouritism; and this quality induced all connected with him to rely with such unbounded con- fidence in him, that it became a common saying, that they would rather have my Lord's word than another's bond. - The Duke of Sutherland's attention and support were not, however, restricted even to these concerns. Wherever his influence extended it was exerted for the improvement of his country and the benefit of mankind. His Grace, by becoming an original owner of one-fifth of the capital of the Liverpool and Manchester railway, contributed materially to advance that new and important mode of internal communication. In doing so, he took care not to neglect the interests of the Bridgewater canal, and he bestowed as a gift upon that concern the sum of 340,000, for the con- * For the ceremonies of the funeral, and for other particulars connected with his de- cease, reference is made to an article in the Appendix, taken from the Inverness Courier of the day. * * §§ $º s 24 MEMOIR OF GEORGE GRAN VILLE, struction of additional works to enable it to meet the competition which the other means of transit might create. Every improvement connected with his property met with his support, and none ever was opposed on selfish principles. To promote the pros- perity of his Shropshire estates he became the principal owner of a new line of canal between Liverpool and Birmingham, by which an extensive internal communication with these places and Shrewsbury will be opened, though the success of this measure might affect his interests as a proprietor of the Trent and Mersey navigation. In like manner he would never oppose the proposed railway between Birmingham and Liverpool, which passes through some of his Staffordshire property, and must affect both canals. - - The liberal manner in which he agreed, as far as his estates were con- cerned, to the alterations suggested by the Board of Commissioners on the great Irish roads, by Holyhead, and by Liverpool, in giving up his land, even permitting them to take a part of his pleasure grounds at Trentham, and advancing his money to aid these improvements, called forth their approbation, as publicly expressed in their report to Parliament. The two last acts of his Grace's useful life, were to agree to print the ancient Cartulary of the Province of Moray, in order to illustrate the antiquities of the Northern parts of the kingdom ; and to engrave the map of Sutherland, which had been surveyed at his expense, based on the Government trigonometrical Survey. To sum up his character, in the words of one of his most attached friends (the Lord Chief Commissioner, Adam):— “He devoted his splendid rank and fortune to promote the happiness of mankind in all its ranks. He successfully improved the condition of all under his extensive protection by a most judicious and well directed beneficence, and added most materially to the satisfaction of that class of Society where leisure and education render the improvement of the fine arts a principal part of their enjoyment; to which I may add, that his perfect goodness rendered i his own family, in all its branches, a scene of uncommon happiness.” It may be said of him, as will be confirmed by all who knew him, as & well as by those who more affectionately lament him, that he was in all Tºsº. * 28% Awº $3&º º & Á º FIRST DUKE OF SUTHERLAND. 25 a person of excellent sense, judgment, and of great benevolence of dispo- sition, and that to the last moment of his life he evinced the strength and calmness of a superior mind. His titles were, George Granville, Duke of Sutherland; Marquess of the County of Stafford; Earl Gower; Viscount Trentham ; Baron Gower, of Stittenham, and a Baronet. His Grace was also a Knight of the Garter, and a Privy Councillor. As already stated, his Grace married in 1785 (when Viscount Trent- ham) the Countess of Sutherland, who, at the early age of two years, succeeded to the hereditary honours of her family by the premature death of her father, who died at Bath in 1766, within a few days of the death of her mother, under very striking and afflicting circumstances. During the long period of nearly forty-eight years, therefore, did his Grace, in con- junction with his lady, preside over this ancient and extensive Earldom. His surviving children consist of two sons and two daughters, George Granville, the present Duke, who was born 6th August, 1786, and who, in 1823, married his cousin, Lady Harriet E. G. Howard, third daughter of the present and sixth Earl of Carlisle, by whom he has two sons and four daughters;–Lord Francis Leveson Gower, (upon whom are entailed the Bridgewater Canal and estates,) who married Miss Harriet Greville, niece to the present Duke of Portland, by whom he has four sons and two daughters;—Lady Charlotte Leveson Gower, who was married in 1814, to Henry Charles, Earl of Surrey, only son of the Duke of Nor- folk, and has issue, four sons and two daughters;–Lady Elizabeth Leveson Gower, who was married, in 1819, to Richard, Earl Grosvenor, eldest son of the Marquess of Westminster, and has two sons and seven daughters. His Grace's Leveson descent is traced from Richard Leveson, of Willenhall, in the county of Stafford, who was grandfather to Richard Leveson, who was living 18 Edw. I., A.D. 1289. And his Gower descent is traditionally held to be from Sir Allan Gower, of Stittenham, said to be sheriff of that county at the time of the Conquest. The estate of Stitten- ham is still the property of the family. MEMOIR OF GEORGE GRANVILLE, He was connected immediately with many of the most ancient families of the country. His sisters by the full blood, were The Lady Louisa, m. to Sir Archibald Macdonald, Chief Baron of the Exchequer, brother to the first Lord Macdonald. The Lady Caroline, m. to Frederick, 5th Earl of Carlisle. The Lady Anne, m. to the Honourable Edward Vernon, Archbishop of York, son of George, 1st Lord Vernon, by the Lady Martha Har- court, sister to the 1st Earl Harcourt. His brother and sisters by the half blood, were The Earl Granville, G.C.B., m. to the Lady Harriet Cavendish, daughter of William, 5th Duke of Devonshire. The Lady Georgiana, m. to William, Earl of St. Germains. The Lady Charlotte, m. to Henry Charles, 6th Duke of Beaufort; and The Lady Susannah, m. to Dudley, Earl of Harrowby. In consequence of each of his Grace's sisters and his brother having numerous families, he was uncle naturally and by marriage to a greater number of noble persons than perhaps any individual in the country. His Grace was nephew on the father's side, by the whole blood, To the Lady Gertrude Leveson Gower, m. to John, 4th Duke of Bedford. — the Lady Mary Leveson Gower, m. to the Rev. R. The affection and respect in which the memory of the late Duke of Sutherland was held, in those districts where his character was likely to be most severely canvassed and most justly estimated, is powerfully ex- hibited by the fact, that immediately after his funeral was over, meetings were simultaneously held in Staffordshire, Shropshire, and in Sutherland, for the purpose of considering the most appropriate way of recording such feelings. At each of these meetings it was determined to erect a monument to his memory. In Staffordshire, a column with a colossal statue was fixed on, to be placed on the summit of Tittensor Hills, a conspicuous eminence overlooking his residence at Trentham and the Great Liverpool Road. In * As the descendant of Ferdinando, 5th Earl of Derby, the Duke of Sutherland was sprung from the Princess Mary, second daughter of Henry VII., and according to Hallam, as such, had the will of Henry VIII. been carried into effect, would have had a claim to the throne: “the representative of the title of Mary Brandon, duchess of Suffolk, that is, “the person on whom the claim has descended, according to the rules which determine the p 9 “ succession of the crown, on the supposition that Hertford was duly married to Catherine “Grey, is the present Duchess of Buckingham, upon the contrary supposition the Marquess “ of Stafford.” Hallam, Constitutional History of England, Oct. Ed. Vol. I. 399 note. FIRST DUIKE OF SUTHERLAND. Shropshire, the subscribers have selected an obelisk to be placed on a sin- gular hill, called “Lilleshall Hill,” placed in the centre of that vast and beautiful plain, of which so considerable a portion is in the occupation of those by whom this monument is erected. In Sutherland, the site chosen is the summit of a lofty mountain, named Ben Bhraggie, which overlooks Dunrobin, and besides being seen from all the coast of Sutherland, is a conspicuous object from the adjoining coun- ties, and the opposite shores of the Moray Forth. It was much desired that some mountain in the centre of the country, equally visible from the Reay country as from Sutherland, should have been selected, but al- though Ben Klibreck, in point of position, answered every purpose re- quired, yet its height, of near 3200 feet, was too great to think of erecting any structure on it of a size sufficient to attract attention. This intention was therefore abandoned, in favour of the situation which has been chosen. The number of contributors in Staffordshire amount to 298, the sum collected is 39249s. 6d. In Shropshire, the number of contributors are 213, the sum subscribed amounts to £937 15s. 6d. In the county of Sutherland, the number of contributors are 2299, the sum collected is ap 1400 16s. 8d., making a total number of above 2800 persons, recording their sense of the merits of this excellent person, and the sense they enter- tained of him as a friend and as a landlord. THE following Lines so well express the condition in which the late Duke of Sutherland found that county, and the effects of his improvements, that we cannot deny ourselves the satisfaction of introducing them in this place. “He found Rome of brick, and left it of marble.” WHEN Rome's great master sought that home—the grave— Which waits alike the master and the slave, His flatterers told, as flatterers love to tell, Of Victory's light, Fame's trumpet, Fortune's spell,— Of conquest's range, of empire, on whose breast The sun descending never sank to rest. Far other theme engaged the wiser few, On other base his real glory grew. From scenes of civil feud they turned away, Philippi's haunted field and Actium's bay. The friend who loved him, and the sage who praised, Turned to the civil works his genius raised; And cried, while pointing where some peasant’s shed From the far champaign reared its thatch-crowned head, “’Twas he that bade the Parian stone succeed “The clay-built wall and roof of Tiber's reed. “Survey yon shepherd's hut, yon sculptured dome, “”Twas thus he found, and thus he left his Rome.” Such praise like sweeter incense rose on high Than flattery’s venal censer could supply, From Rome's reluctant Genius forced a smile, And chased the spectres frowning round the pile. Almost the young Triumvir was forgiven, And Cicero's blood reeked unrebuked to Heaven. Such praise be his, in whose lamented end A province mourns a father and a friend; & : 32 Such praise be his—though never crime or shame Dimmed the pure lustre of his youthful name; Nor friends could wish for him the Roman's lot, Of age remembered, but of youth forgot. He found our soil by labour unsubdued. B’en as our fathers left it, stern and rude; And land disjoined from land, and man from men, By stubborn rock, fierce tide, and quaking fen. His liberal hand, his head's sagacious toil, Abashed the ruder genius of the soil. The fen forbore to quake, the ascent was plain, Huge mounds restrained and arches spanned the main. He tamed the torrent, fertilized the sand, And joined a province to its parent land. Recurrent famine from her holds he chased, And left a garden what he found a waste. A stranger from a distant land he came, But brought a birthright where he chose a name; And native accents shall his loss bewail, Who came a Saxon and remained a Gael. It is now well known that these lines were written by Lord FRANCIS EGERTON. A P P E N ID I X. A P P E N D I X. FU N E R A L THE DUKE OF SUTHERLAND. JULY 31ST, 1833. EXT RACTED FROM THE IN v ERN Ess COURIER OF THE 31st J U L Y, 1833. WEDNESDAY last being the day fixed for the funeral of the late Duke of Sutherland, his Grace's remains were deposited in the ancient Cathedral of Dornoch, the place of inter- ment of the Earls of Sutherland, since the year 1248. The day was uncommonly fine—lighting up the Alpine scenery of Sutherland, its rocks, glens, and bays, with a grace and splendour that only rendered the presence of death more mournful and impressive. From an early hour the people were seen winding round the hills, in the direction of Dunrobin Castle, some of them having travelled a distance of sixty or seventy miles to be present on this occasion. Ample refreshment in bread, meat, and ale was provided for the whole; all whiskey, and every kind of ardent spirits, was excluded. The number of persons present was calculated at upwards of TEN THOUSAND. The progress of the illness which closed the useful and honourable life of the Duke of Sutherland, was watched by the people with the most anxious solicitude, and a deep and general gloom pervaded all ranks as soon as the sad event was made known. All the shops in the county were spontaneously shut, and labour was abstained from for one day. The feeling of sincere and unequivocal attach- ment was further displayed by an anxiety which every class expressed, that his remains should continue among them, and be intrusted to their care and that of their children after them. The preparations for the funeral were of the most simple nature—such as his Grace would have most desired and approved of. There was a total absence of pomp and 36 APPENDIX. pageantry. The coffins were made by his own carpenter, the shroud was sewn by the females of his family and the daughters of his tenants, and his body was placed in its last abode by the hands of his faithful servants. This absence of all ostentatious display was, however, more than compensated by the attendance of thousands, and the heartfelt grief, surpassing show, which pervaded every breast. The immediate attendants to the grave were his son, the present Duke ; his son- in-law, the Earl of Surrey; his nephew, the Hon. Mr. Howard; his grandson, Lord Edward Howard; his confidential friend, Mr. Loch ; Dr. Dunbar, his physician; and Mr. Sheriff Lumsden, and Mr. William Mackenzie, W.S. who both came from Edinburgh on purpose to pay this last mark of respect to the memory of the deceased. There were also present the clergymen connected with the several parishes in which his extensive possessions in the north are situated; the gentlemen tacksmen on the estates of Sutherland, and some neighbouring gentlemen, the particular friends of the family, to whom the invitations were restricted. The company assembled at Dunrobin Castle at ten o'clock, when Mr. Kennedy, the Minister of Dornoch, pronounced a prayer suited to the solemnity of the occasion. The funeral procession proceeded in the following order:— George Gunn, Esq., factor for the estate of Sutherland. John Horsburgh, and John Baigrie, Esqrs. Golspie. 10. Durness. 2. Loth. 11. Eddrachillis. 3. Kildonan. 12. Assynt. 4. Reay. 13. Creech. 5. Clyne. 14. Kincardine. 6. Rogart. 15. Edderton. In Rosshire. 7. Lairg, 16. Rosskeen. 8. Far. 17. Dornoch. 9. Tongue. The decent, orderly, and respectful behaviour of this vast assembled collection of ten thousand mourners was above all praise. They came to shew their reverence for the memory of their departed landlord, and their whole demeanour and conduct testified to the truth of their professions; while the presence, and exhortations of the clergy imparted a religious character to the whole of this solemn and imposing ceremony. There was no bustling curiosity, no disorder, no approach to levity;-the business of the day was grief, and the feelings of those most deeply interested in its solemnity, met with a sincere response from the hearts of all. As soon as the funeral had passed the people of each parish, they were assembled and exhorted in prayer by their elders, and returned home in the same order they had come. The procession was met at the boundary of the burgh by the magistrates of Dornoch, and all the company alighted, except the chief mourner. It was here joined by three hundred and sixty of the most respectable persons of the burgh of Tain, who were desirous to shew the satisfaction they experienced on his Grace having lately connected himself by purchase with that place, and which it was their intention to have expressed in an address that they had prepared upon his arrival in the country, but which his fatal illness prevented them doing. From this point the funeral, conducted by the Magistrates, proceeded on foot to the place of interment, which is in the south aisle of the church, the road being lined on each side by the people, who stood with their heads uncovered. The fine funeral service of the church of England was then read in a most impressive manner by the Rev. Edward Ramsay, of St. John's Chapel, Edinburgh, and the body was deposited in its last earthly abode. Thus were the mortal remains of this respected nobleman committed, amidst the sincere and unaffected tears and regrets of thousands, to the tomb of the ancient Earls of Sutherland, whose title he had exalted to the first rank in the Peerage, whose domains he had so improved, and whose people he had entirely made his own. Long 38 APPENDIX. will it be a day felt and remembered throughout the county of Sutherland. Even in his death has he been of use to his people, for in the assembled numbers were equally to be found the tenants of the ancient possessions of Sutherland, and of the more lately acquired territories—all agreeing to lose their former distinctions in testifying their united sorrow and regret for the loss of their common benefactor. To the landlords of this kingdom, but especially of the sister island, it points out the duties that must be fulfilled, if they desire to live in the hearts of their people, and to be cherished in their recollection. - The cemetry of the ancient Earls of Sutherland is situated in the south end of the south transept of what was the cathedral of Dornoch, part of which is now used as the parish church. According to Sir Robert Gordon this edifice was founded by Gilbert Murray, Bishop of Caithness, who flourished in the 18th century. Sir Robert relates it thus: “Sanct Gilbert is patron of the cathedrall church of the diocie of Catteynes, “ called commounlie Sanct Gilbert his church, which was founded and built by himself, “in honour of the conception of our ladie in the town of Dornoch in Southerland, wher “ the Earls of Southerland have their buriall vnto this day.” Sir Robert Gordon lived in the reigns of James I., and Charles I. and II. The last individual of the family who had been interred in this place was the elder sister of the present Duchess Countess, who died in 1766, under two years of age. The last Earl who was buried in it was Earl John Roy, or the Red, so named by his people, who was 7th of his name, and 10th Earl; he had resided during the last year of his life at Chelsea, where he died: his body was sent by sea to Sutherland. His suc- cessor and grandson died at Montauban, where he was buried; his grandson William together with his Countess, the parents of the present Duchess, dying at Bath within a few days of each other at the respective ages of thirty-one and twenty-six years, were interred in the Royal chapel of Holyrood. In preparing for the funeral of the Duke of Sutherland, the lead coffin of Earl John was found, together with the brass plate which had belonged to the outward ma- hogany one, which was entirely decayed. On this plate was the following inscription: THE MOST NOBLE AND PUISSANT LORD JOHN SUTHERLAND, EARL OF SUTHERLAND, BARON OF STRATHNAVER AND DUNROBINE, KNIGHT OF THE MOST ANCIENT AND MOST NOBLE ORDER OF THE THISTLE, ONE OF THE LORDS OF HIS MAJESTY'S MOST HONORABLE PRIVY COUNCIL, DIED JULY 26, 1733. AET. 80. The circumstance of one hundred years precisely having passed since the funeral of the APPENDIX. 39 last Earl who was buried in Dornoch, could not fail to be remarked on such an occasion and to make a deep impression on minds strongly predisposed to be affected by such circumstances. It was further remarked that Earl John Roy had been a most active and zealous promoter of the Union between England and Scotland, for accomplishing which he was one of the Commissioners, without which, that other and more recent union from which Sutherland had derived such advantages could never have taken place, and the dissolution of which they were then deploring. This Earl John was a man of such vigour and decision that on the bursting out of the rebellion of 1715, he was constituted the Lord Lieutenant of the counties of Moray and Nairn, Inverness, Ross, and Cromarty, Sutherland and Caithness. The cathedral of Dornoch has undergone the same fate which too many other build- ings of the sort have experienced in Scotland. The choir and the transept are in good repair, but the nave is in ruins; it is understood to be the intention of the Duchess Countess of Sutherland to restore the whole to its original condition, under the direction of Mr. Burn of Edinburgh, and to adorn it with a statue from the talents of Chantrey. FROM THE EDINBURGH OBSERVER ; BY PR of EssoR DUNBAR. Few deaths among the great and the noble have occasioned deeper feelings of regret, especially in the northern part of the island, than that of the Duke of Sutherland. Born to high rank and hereditary distinction, and possessed, perhaps, of the greatest fortune of any Nobleman in the kingdom, he availed himself of all these advantages, not like many in the same high station, in the pursuit of expensive pleasures, but in a liberal encouragement of the fine arts, and in promoting the agriculture and commerce of the country. As a Senator, his views and principles appear to have been moderate, rather those of the old Whigs of the Revolution than of either of the two great parties of the present day. His conduct as Ambassador at the Court of France, during the awful and stormy period of the commencement of the Revolution, was marked by good sense, firmness, and a sincere desire to maintain between the two countries, as long as it was found possible, the ties of amity and peace. Though the greater part of the Duke's vast property and estates lay in England, he always maintained a strong partiality for those who came into his possession in the north of Scotland by his marriage with the Countess of Sutherland. It was in that remote district of the kingdom, neither blest by a fertile soil, nor rendered fruitful by a genial climate, but nourishing a hardy and simple race of men, where his benevolent purposes were carried into effect, by introducing improved modes of cultivation, opening communications through the country by means of excellent roads, and encouraging, by his countenance and aid, the industry of the inhabitants. And though long established habits and prejudices at first arose, in formidable opposition to his judicious plans of improving the physical as well as the 40 APPENDIX. moral condition of the people, yet patience, forbearance, and the consciousness of good intentions, triumphed over all obstacles; and his Grace at length reaped the noblest rewards which a human being can obtain, the gratitude and affection of a high-minded and honest people, attached through reverence to the descendants of their ancient Chiefs, but more firmly bound to them through the actual enjoyment of an improved condition. That the Noble Proprietor of these vast domains had a strong attachment to the county of Sutherland is evident from the title of the highest rank lately conferred upon him by his Sovereign being derived from that district of the kingdom. Amidst all their regret for his loss, the inhabitants must ever feel a melancholy satisfaction that their Princely Benefactor came, as if guided by Providence, to lay his ashes where his virtues and charities were best known and most widely diffused. The spontaneous assemblage of thousands from their glens and mountains to pay the last sad tribute of respect to the remains of their departed Chief, as they passed to the grave, afforded a moral spectacle of affection of the most imposing kind, equally honourable to the memory of the deceased and the feelings of the living. Even the veteran of eighty, with the hard-earned honours of many a bloody field decorating his manly breast, left with eager but tottering step the asylum provided for the evening of his days, to bow with meek submission and reverential awe his hoary head to the passing emblems of mortality, forcibly reminding him of the benefactor he had lost and the destiny that must soon await himself. His Grace possessed a sound understanding, a highly cultivated taste, and a very general acquaintance both with ancient and modern literature. His conversation was elegant and instructive—his manners easy, affable, and dignified. He had none of that haughtiness and distant reserve which some men of high rank assume to overawe their inferiors. On the contrary, he was kind and condescending to his dependants without ever compromising his rank or dignity. The amiable qualities of his heart, and the equable tenor of his temper, were most conspicuous in his domestic and family relations; and they bound to him by the strongest ties of affection every one within the sphere of their attraction. A few might possess higher talents, but there are none who employed the gifts of Providence, large and munificent as they were, to a greater extent and with more judgment than the Duke of Sutherland, in improving the condition of his countrymen, or who more endeared himself to his dependants by his humane and generous conduct. At a dinner given at Dornoch to Mr. MACLEOD, of Cadbol, M.P., on the Memory of the late Duke of Sutherland being proposed, that gentleman spoke as follows:— “There is one subject on which I cannot reconcile it to my feelings nor to my sense of duty to be wholly silent; but it is one which it is difficult to treat with propriety, one to which it would be in vain for me to attempt to do justice, I allude to the loss, which this county, and the public at large, have sustained by the event which has put us all into APPENDIX. 41 mourning—mourning, not indeed indicated in all instances by external habit, but in all, deep, lasting, and sincere. I should be the most ungrateful of mankind did I not feel such a sentiment of the great, venerable, and benevolent person of whom we have been bereaved. But, gentlemen, it is not on the friendship with which I was honoured by that noble person on which I wish to dwell, highly gratifying as it was to me; but, standing in a public situation, I cannot help adverting, in a few words, to the public character of this distinguished and lamented person. In general, I am aware that the system of management, the improvements, or the acquisitions of individuals form an unfit subject for public comment. But where the extent of territory is so great as that possessed by my late noble friend, where the improvements have been so vast, so comprehensive, and I may add, so complete, the matter becomes one of great public interest; valuable by the increase of the resources of the country which has resulted; and valuable, too, I may be permitted to hope, by the example which has been afforded. Of the late Duke of Sutherland it may be said that he succeeded to no property he did not essentially improve, and made no acquisition, into which his comprehensive plans of amelioration did not penetrate. But merely to augment the productiveness of his estates was not the only object in view.—The placing the means of independence and of industrious maintenance within the reach of the mass of the population—the rewarding good conduct—the raising in the scale of society all who lived on his estates—the introduction of the arts into the ruder and more distant portion of them—the connecting by roads the extensive districts hitherto hardly accessible—the formation of safe communi- cations through morasses formerly impassible, except at the dryest season of the year—the building of piers—the contributing largely to every work of utility within the districts with which he was connected, are too well known to require, and too numerous to admit, a particular detail. In this company it would be superfluous to enlarge on his system as a landlord. You have not, many of you, gentlemen, been slow to acknowledge the consider- ate and liberal principles on which his estates have been leased. No man of his time has contributed so much to the happiness of so great a portion of his fellow men. No man has acted with a more just, merciful, and benevolent spirit. If the voice of detraction should whisper that he acted merely on interested motives in improving his property, I should say, God forbid but that such acts should be for the interest of the families of those who were capable of performing them. But, in the narrow and vulgar accept- ation, no man was ever more free from that imputation. Could not, with a less outlay, a larger income have been extracted from his estates? What public work did he not contribute to ? What experiment, however costly, did he refuse to make, which even promised a chance of benefit to the district? What influence did he fail to exert in behalf of the Northern public One remark I may be permitted to make, that it must have been a pleasing reflection to him that the great wealth, besides his extensive landed estates, to which he succeeded, was acquired in a way of which any man might have F 42 APPENDIX. been proud, and to which no man, however fastidious, could object. It was not the accumulated hoard of fraud or rapine,—it arose from the breach of no private trust, mor from the infraction of any public duty. It was not the ill-omened acquisition of the gamester, built on the indiscriminate ruin of friend and foe. No family was reduced to indigence to swell the store of the late Duke of Bridgewater. His wealth was the legitimate product of profound sagacity and undaunted perseverance, applied to facilitate the internal commerce of England. It was a just tribute to the benefit he bestowed; an ample, indeed, but well-merited recompense for the risk he had incurred. Wealth so worthily obtained was spent in a manner well befitting the mode in which it was originally acquired. His means were applied, after his decease, to vast and gigantic objects of utility, as they had been devoted to analogous ones during his life. On the various excellent qualities of the late Duke of Sutherland—on the extent and accuracy of his knowledge—on his liberal patronage of the arts—on his ready contribution to objects of charity—on the singular rectitude and justness of his views, I may not say a word. On one subject, however, I should be sorry to be altogether silent. It is one in which I felt, and feel warmly, I freely avow,-I mean his support of the cause of Reform. In this, the measure of the use he was of to this great cause was not to be taken merely by the aid he brought to it in a division. He was a great moral aid. One of the most assiduous endeavours of the self-styled Conservative party was to create an alarm for the security of property after the passing of the Reform Act. Now, can it be denied that it must have proved a great subject of confidence to the timid and irresolute, that the first man in the country in point of riches, inferior to no man in it in calm good sense, of mature age, no enthusiast as to any Utopian schemes, should perceive that the time had come for a reform in many of our institutions, and be willing to take the responsibility of supporting the change, as well as to incur all the predicted risks In this view I assert the cause of reform was most materially promoted by the late Duke; and by reformers, therefore, his memory must be held in peculiar veneration. But, gentlemen, severe and irreparable as the loss has been, there are some topics of consolation. We must all rejoice that his valuable life was spared long enough to enable him to witness the results of many of his measures,” &c. ADDRESS OF CONDOLEN CE PRESENTED TO THE DUKE OF SUTHERLAND, AT TRENTHAM HALL, OCT. 19th, 1833, BY A DEPUTATION APPOINTED AT THE PUBLIC MEETING OF THE INHABITANTS OF TNEWCASTLE-UNDER-LYME. AFTER making a few prefatory remarks, the Town Clerk, by the command of the Mayor, read the Address, which was as follows:– TO HIS GRACE THE MOST NOBLE THE DUKE OF SUTHERLAND. WE, the Inhabitants of the Borough of Newcastle-under-Lyme, whose names are subscribed, beg leave, at the earliest opportunity after your Grace's taking up your abode in this county, to express our deep sense of that loss which your Grace and the country at large have sustained in the death of your Grace's venerated Father. The dignified and patriotic course of his public life, his exemplary character in all the domestic relations, and his active and wide-spreading benevolence, most justly entitled the late Duke of Sutherland to that universal respect and regard in which his Grace was held ; and we hope it will not be considered intrusive in us, who had such various opportunities of witnessing his kind and benevolent conduct, to offer, on the present occasion, to your Grace, this imperfect expression of our warm admiration of those excellent virtues and qualities by which the late Duke was so eminently distinguished, and of our sincere condolence with your Grace upon his loss. Impressed with sentiments of the highest personal esteem and respect for your Grace, we have the honour to remain your Grace's most humble and obedient servants. After the Address had been delivered by the Mayor into the hands of the Duke, his Grace made the following reply:— 44 APPENT)IX. MR. MAYOR AND GENTLEMEN, I request you to accept, and to be pleased to convey to the Inhabitants of Newcastle- under-Lyme, my most grateful thanks for the very kind and friendly communication which you have just made to me. That the character of my Father should have been thus appreciated by his neighbours who had the opportunity of observing, and of being well acquainted with his qualities and conduct, cannot fail to be a source of the highest gratification to his family—and the manner of evincing their regard for his memory, and of offering their condolence for the loss that we have sustained, impresses on my heart feelings of sincere gratitude;—and at the same time I am encouraged to hope that his example may lead me to enjoy a continuation of your good will and friendly regard.
