To the Citizens of Illinois, Greeting:
WHEREAS, The President of the United States has authorized the observance of a Sec-
ond Defense Test Day, to be held on the Fourth day of July in the present year, and
WHEREAS, It is desirable that the State of Illinois cooperate with her sister states and
with the National Government in patriotic demonstrations commemorating the sacrifices of
American manhood and womanhood in defense of our National Independence, and
WHEREAS, The general purposes of the Defense Test are to direct the attention of our
citizens to the principles of common defense as provided for in the Constitution of the United
States; to emphasize the relationship between those principles and our National Independence
and well being, and to celebrate the historic occasion when the Continental Congress first pledged
the man power and resources of the thirteen original states for the common defense.
NOW, THEREFORE, I, LEN SMALL, Governor of Illinois do hereby request that July
4, 1925, the One Hundred and Forty-Ninth anniversary of American Independence, be also ob-
served throughout the state as

and I urge the civic authorities of the various political sub-divisions in the state, and the citizens
thereof, to make plans and provision for a proper and fitting celebration of the day.
