2,…, 6.4.4.” STATE OF WEST VIRGINIA ** 34. t. º.º.e : < Pt-º-º-º: , IEXECUTIVE DEPARTMENT 7r- 4./ 72% CIHARLESTON 7. / 4/- 27.2% 3 33 r n r lant at in it By The Governor WHEREAS, loyalty to the state and nation cannot be maintained and fostered without frequent renewals of confidence and faith in the government; and WHEREAS, patriotic fervor that is not rekindled soon loses its warmth; love of country that is not engendered soon becomes dormant; and adherence to American ideals that is lost sight of soon fails to be of value; and WHEREAS, it is appropriate that a day be set aside for the purpose of discussing and bringing impressively to the attention of our citizens some of the fundamental American ideals among which are equality of opportunity, universal education, religious liberty, ma- jority rule, preservation of the rights of the minority, adequate reward for labor, respect for the home, abolition of caste and class, respect for property rights, freedom of speech and the press, regard for childhood, old age and womanhood; and WHEREAS, while the loyal American has a sincere interest in the success of, and dis- plays a helpful attitude toward other nations, his first loyalty must be toward his own coun- try, his own home; his allegiance to his native heath must come first if he is the right kind of a citizen; his patriotism must be the sort that demands that his first duty is to his own country. Therefore, I, Ephraim F. Morgan, Governor of West Virginia, hereby do proclaim and designate Sunday, June 29, 1923, as the fourth 3 nt er i r a 3}, i r a t ſa a u and call upon all of the loyal citizens of this State to observe this day in an appropriate manner.
