ANDREW DAVIDSON. Deputy Secretary of State. BY-LAWS The National Steeplechase and Hunt Association As adopted March 4th, 1895, and amended February 2(1, 1899. BOARD OF STE-SVABDS. Bt-Law 1. The Directors of the Corporation shall also be the Stewards of the Association, and when- ever the word Steward is used in these By-Laws it shall be taken and held to include the term Director. Of the nine Stewards named as Directors in the Cer- tificate of Incorporation, three shall serve for one year, three for two years, and th*ee for three years, their names to be determined by lot. The first year shall be taken and held to terminate on the 9th of January, 1896. N. B. The number of Stewards was by resolution of the Stewards of the National Steeplechase Associn- tion at the time of the amalgamation of the National Steeplechase Association and National Hunt Associa- tion increased to twelve. That one of the Stewarr's 80 elected serve for one year, one for two years, and one for three years, as determined by lot, to date from January fith, 1899. By-Law 2. Vacancies in the Board of Stewards oc- curring during the year shall be filled for the unex- pired term by a majority vote of the remaining mem- bers of the Board at any regular meeting of the Board, or at any special meeting called for the pur- pose of filling such vacancies. By-Law 3. The Board of Stewards shall meet on the first Thursday of every month, and whenever called together by the Secretary, at the request of the President, or in his absence the Vice-President or of any two of the Stewards. Seven members of the Board shall constitute a quorum for the transaction of business. Bt-La.w 4. The Board of Stewards shall annually elect from among its members a President, Vice- President and Treasurer, It shall also annually elect from among its own members, or from among the other members of the Association, a Secretary and such other officers, officials and committees as it may deem necessary. By-Law 5, Skc. I. The Board of Stewards shall have full and complete control of all the affairs of the Associ- ation; it shall make, publish, and enforce rules for rac- ing, the conduct of meetings, the licensing of trainers, jockeys and gentlemen riders, etc.; it shall fix and may alter the amounts of initiation fees and dues to be paid by members ; it shall appoint and remove Dep- uty Stewards, officers and officials, and generally con- duct the affairs of the Association. Sec. II. As incidental to aud part of the powers above mentioned, the Board of Stewards shall have power to recognize any Association which shall adopt rules conforming to those of this Association for the management and control of r^ces to be held by Hunt Clubs, Country Clubs or approved members of the same, with the sanction of the Governors of their re- spective Clubs. By-Law 6, Sec. I. The Board of Stewards may ap- point from its own members an Executive Commit- tee to consist of seveu members, and such Committee may exercise, in the intervals between meetings of the Board of Stewards, all the powers of such Board. Sec. II. Four members of the Executive Commit- tee shall constitute a quorum for the transaction of business at any meeting of the Committee. The Ex- ecutive Committee shall keep minutes of all its ac- tions and proceedings, and such actions and proceed- ings shall be, from time to time, reported to the Board BT-IiA"U'S. is. of Stewards at the meetings of such Board ; and the minutes of the Executive Committee shall be read at such meetings of the Board. Sec. Ill At all race meetings under license of the National Steeplechase and Hunt Association, a special meeting of the Executive Committee may be con- vened at any time by such members of the Executive Committee as may be then present at the race course in question; such meeting may be adjourned to another time and place, and the presence of four members of the Committee shall not be necesbary to constitute a quorum. At such a special meeting the members of the Executive Committee there present shall have power to investigate any case which may ap- pear to them to require their interference (whether referred to them or not by the Stewards of the meet- iug) and give a decision thereon ; to grant licenses to trainers and jocke3S and to suspend or withdraw any such licenses granted ; to grant permission to ride as gentlemen riders, and to withdraw any such permis- sions already granted ; to continue any punishment imposed by the Stewards at such meeting ; provided, however, any decision made or action taisen by the members of the Executive Committee convened in such special meeting shall continue in force and effect only until the next meeting of the Executive Com- mittee, regularly convened, at which a quorum of four shall be present. By-Law 7. The funds of the Association shall be devoted solely to the purposes for which the Associa- tion was incorported, and no part thereof shall at any time be divided among its members, and in case of the dissolution of the Association shall be devoted to such uses for the purpose of improving the breed of horses as the Stewards shall determine, MEETINGS OF THE ASSOCIATION. By-Law 8, Sec, I. The Annual Meeting of the As- sociation shall be held on the first Thursday after the first Monday in January in each year, at such time and place as the Board of Stewards may select. X. Sec. II. In case a quorum cannot be obtained at any Annual Meeting, such meeting may be adjourned for a period not exceeding one month. If at any An- nual Meeting or at an adjournment thereof no Stew- ards be elected to fill the places of those whose terms of office shall have expired, the latter shall continue to hold office and discharge the duties thereof until the election of their successors. Sec. III. It shall be the duty of the Secretary of the Association to mail to each member thereof, at least fourteen days prior to the date of the meeting, a notice of said meeting and the place and hour at which it will be held By-Law y. The Secretary shall keep a book with the post-office addresses of members of the Associa- tion, and members must see that the addresses therein entered are their correct ones. Bt-Law 10. At each Annual Meeting of the mem- bers of the Association four Stewards shall be elected by a majority vote of the members present in person or by proxy, to hold office for three years, and to fill the places of those whose term of office shall have ex- pired. By-Law 11. A quorum at an Annual Meeting shall consist of not less than one-fifth in number of the members of the Association present in person or rep- resented by proxy, and in no case shall consist of less than nine members of the Association present in per- son or represented by proxy. SPECIAL MEETINGS. By-Law 12. A Special Meeting of the Association may be called at any time by the Stewards, and shall be called by the President on the written application of one-third of the members of the Association. By-Law 13, Sec. I. All notices of special meetings shall contain the subjects to be considered thereat, and none other shall be acted upon. Sec. II. All notices of special meetings shall be sent out by the Secretary, in the same manner as the notices of the annual meeting. By-Law 14. A quorum at a special meeting of the Association shall be governed by the conditions of By-Law 11. ELECTION OF MEMBERS. By-Law 15. The members of the Association shall be the original incorporators, together with the Directors named in the Certificate of Incorporation and such other persons as may from time to time be duly elected to membership and qualify as such pur- suant to the provisions of fhe By-Laws. By Law 16, Sec. I. All applications for member- ship must be proposed and seconded in writing by members of the Association, Sec. II. The name of the applicant, together with the names of his proposer and seconder, must be posted in the Secretary's office for at least ten days before it can be acted upon by the Stewards of the Association. Sec. III. All members must be elected by a unani- mous vote of the Board of Stewards. The name of a person whose application for membership has been rejected, cannot again be presented within twelve months. Sec. 1Y. The initiation fees and dues of all mem- bers elected must be j^aid within fiiteen days of the date of their election, or said election may be cau- celled by the Board of Stewards. By-Law 17. All subscriptions and dues shall be payable in advance on the loth of January in each year. The annual dues shall be $25. All members elected after the 1st day of May, 1895, shall be required to pay an initiation fee of $50. By-Law 18. Any member :>f the Association failing to pay his yearly dues or subscription by the first day of April following shall cease to be a member. EXPULSION OF members. By-Law 19, Sec. I. In case tbe conduct of any member of the Association shall, in the opinion of the Board of Stewards, or of any twenty members Xn. BY-LAWS. of the Association (who shall certify the same to the Board of Stewards in writing), be considered injuri- ous to the Association, the Board of Stewards shall be especially' summoned to consider the case, and should they find the charge proven, they may call upon the member to resign, or dismiss or expel him. Sec. II. Such decision of the Board of Stewards shall be without appeal. AMENDMEKTS. By-Law 20. These By-Laws, with the exception of By-Law 7, may be amended at any meeting of the Board of Stewards by a majority vote, provided that ten days notice of the proposed amendment shall have been given to each member of the Board, or at any annual or special meeting of the Association, by a majority vote of the members of the Association ; provided, however, that in such case, a written notice of such proposed amendment be mailed to each mem- ber of the Association at least two weeks prior to the holding of the meeting at which it is to be considered, and that a copy thereof be posted on the bulletin board of the Association in the office of the Secretary for the same period. But By-Law 7 shall not be amended, except by a unanimous vote of all the mem- bers of the Board of Stewards, or by unanimous vote of all the members of the Association, present in per- son or represented by proxy, at any annual or special meeting of the Association, due notice having been given, as above provided, that such a proposed amendment would be presented at such meeting. Rules of Racing, These rules apply to all meetings held tinder the sanction of the National Steeplechase and Hunt AssocLATioN and to all races run at such meetings. PART I. INTEBPEETATION OF -WOEDS AND PHEASES. Rule 1. Sec, I. In the New England States and the Becognized States of New York, New Jersey, Penusylvania. Meetings. Delaware, Maryland, Virginia and"^ the District of Columbia, a recognized meeting is a meeting held under the sanction of the National Steeplechase and Hunt Association, or the Jockey Club. Sec. IT. A recognized meeting held in any part of the United States, excepting the States named above and the District of Columbia, is a meeting held under the sanction of a Turf Authority having a reciprocal agreement with the National Steeple- chase and Hunt Association for the mutual enforce- ment of sentences passed upon persons guilty of fraudulent practices on the turf. Sec. III. A recognized meeting held in any for- eign country is a meeting held under a Turf Au- thority of the country in which it is held having a reciprocal agreement with the National Steeplechase and Hunt Association for the mutual enforcement of sentences passed upon persons guilty of fraudu- lent practices on the tuif. Wherever the word "Steward" or " Stev^ards" stewards. only is used, it means Steward^ or Stewards of the meeting, or their duly appointed deputy or deputies. A Horse includes mare, gelding, colt and filly. Horse. The age of a horse is reckoned as beginning on the ^*- first of January, in the year in which he is foaled. A maiden is a horse which has never won a race Maiden. (other than a match or private sweepstakes) in any country. A Maiden means a maiden at the time of the start. N. B. In Steeplechases and Hurdle Races a horse is still a maiden though a winner on the flat, and in races on the flat a horse is still a maiden though a winner of a Steeplechase or Hurdle Race. A "Race" means purse, sweepstakes, private ijace. sweepstakes . cup or match. A ' ' Purse " is a race to be run for money or other Purse. prize, without any stake being made by the owners of the horses engaged and which is void if three hor.-ses in entirely different interests are not entered for it. c , / A "sweepstakes" is a race in which stakes are to ^i^^tepsiakes. be made by the owners of the horses engaged, and any such race is still a sweepstakes when money or other prize is added. A public sweepstakes is void if three subscribers do not engage horses in it. A private sweepstakes is one to which no money is added and which has not been advertised previous to closing. RULES or RACING. « A " cup " is any prize not given in money. Cup. A "handicap " is a race in which the weights to be Handicap. carried by the horses are adjusted by the handicapper for the purpose of equalizing their chances of winning. Rule 14. The Forfeit Clerk shall be in attendance on Forfeit cierk.^ every race day of each meeting for the purpose of enforcing the forfeit list, and for collecting forfeits due. He shall lodge with the Clerk of the Course not later than 12 noon on each race day, a list of for- feits to be collected on account of horses named to start, which list shall give the name or names of owners so in default, with the name of the horse, the amount to be collected, with the date, race and place where the forfeits were contracted, which list the Clerk of the Course shall, at the end of each day's racing, return to the Forfeit Clerk, with a written statement of the action taken on the forfeits in the list. PART VII. OMITTED CONDITIONS AND WEIGHTS. Rule 15. Sec. I. From January 1st to July 31st, inclusive, 4 years, 138 pounds ; 5 years, 157 pounds ; 6 years and over, 166 pounds. From August 1st to December Slst, inclusive. For 3 years old on and after September 1st, 3 years, 138 pounds ; 4 years, 150 pounds ; 5 years, 163 pounds ; 6 years and over, 166 pounds. HURDLE RACES. From January 1st to July 31st, inclusive, 4 years, 154 pounds ; 5 years, 164 pounds ; 6 years and over, 168 pounds. From August 1st to December 3l8t, inclusive, for 3 years old, on and after September 1st, 3 years, 142 pounds ; 4 years, 162 pounds ; 5 years and upward. 1 68 pounds. Except in handicaps and in races where ths weights are fixed absolutely in the conditions, mares three years old and upwards shall be allowed 5 pounds before the 1st of September and 3 pounds afterwards. Geldings shall be allowed 3 pounds. Sec. III. While the former is the cheaper and the form generally adopted, the board construction is the stronger and less ex- pensive to maintain. The boards should be not less than two inches thick. The brush should be of some stiff variety — cedar or spruce are best. If a lighter brush has to be used it is well to tie it up in fagots and to fill the cases with them. Care must, however, be used to see, on the completion of the fence, that no cord or wire has been left above the rail or support. After the frames are full, the brush should be evenly trimmed off with a pair of hedge shears and slightly rounded on the " take off " side. The guard-rail at the Liverpool may be made solid to the ground. This should always be done when the "take-off" is soft or liable to break away. The plank used should be two feet wide, of which six inches buried in the ground, and slanted towarc^s the jump. The Water Jump should be concreted to within a foot or eighteen inches of its lip and the remaining portion puddled with clay. No ditch need be concreted. The Bank Jump (Fly Bank) should be constructed as in Plate II., the box to hold the brush not being over three feet high and the earth and sod banked and sloped to the height desired. The "Wings should be much higher than the jumps, so that a horse may not be tempted to take them. The po3C nearest to the fence must be well planted in the ground, but the one at the end of tbe wing may be less secure, so that should a horse bolt out and break it down the danger of accident may be lessened.
