Order 315 Issued January 25, 1929 United States Department of Agriculture OFFICE OF THE SECRETARY ORDER GOVERNING THE IMPORTATION OF GARBAGE FROM REGIONS IN WHICH RINDERPEST OR FOOT-AND- MOUTH DISEASE EXISTS (Effective on January 25, 1929) It having been determined by the Secretary of Agriculture that there exists in most of the countries throughout the world the contagious and infectious diseases of animals known as rinderpest and foot-and-mouth diseases, and to prevent the introduction of the contagion of such diseases into the United States, it is ordered, under authority conferred upon the Secretary of Agriculture by section 2 of the act of Congress approved February 2, 1003 (32 Stat. 71)1), that on and after January 25, 11)29, no garbage derived from fresh or frozen meat which has originated in any region in which either of the said diseases exists shall be unloaded from any vessel upon the mainland of or within the 3-mile limit in the navigable waters of any port of entry of the United States: Pro- vided, however, That such garbage, when contained in tight receptacles, may be s<» unloaded for the purpose only of being incinerated or to be transported beyond said 3-mile limit for the purpose of dumping.
