It is issued for the convenience of plant quarantine in- spectors, shippers, transportation agents, truckers, and others concerned in' the interstate movement of plants, plant products, and other materials subject to State regulation on account of plant pests. The summary for Indiana gives the general requirements for shipping nursery stock into that State. An appendix furnishes information on post- office requirements for mailing plants as well as terminal-inspection pro- cedure. This summary does not include digests of nursery- stock and plant-quarantine requirements relating to the movement of plants entirely within the State. The information contained in this circular is "believed to "be correct and complete up to the time of preparation, "but it is not intended to "be used independently of or as a substitute for the original texts of the regulations, and it is not to "be interpreted as legally authoritative. In addition to State requirements, shippers will need to take into consideration applicable plant quarantines of the United State Department of Agriculture. In most instances these quarantines regulate the inter- state movement of specified plants, plant products, and other articles from designated regulated areas. However, some of these quarantines regu- late the interstate movement of certain articles into designated protected areas. Horto and Bee Insp. Laws, Acts I9O9., ch.S2, sees. 31.32; Acts 1915. ch.S3, secs.Uo-51; Regs. 19^5) Definition of Nursery Stock. — Woody plants and parts thereof capable of propagation (wild, cultivated, or greenhouse-grown) ; cultivated flower- ing biennials and perennials such as phlox and peonies; strawberry plants, iris, and narcissus. General Shipping Requirements. — A nonresident nurseryman, dealer, agent, or other person desiring to do nursery business in Indiana may obtain a license upon filing a certified copy of his original State certificate with the Indiana State Entomologist. An agent or dealer must pay a fee of $1. All certificates expire on August 1 following date of issue. Dealers are required to give affidavit that they will buy and sell only inspected stock, and to submit names of nurseries from which such stock will be purchased. Each package of nursery stock shipped into the State must be labeled with the names and addresses of consignor and consignee and must bear a State-of-origin inspection certificate showing freedom from destructive insects or fungus diseases. Nursery stock must be true to name and is subject to inspection upon arrival. Carriers are required to report un- certified shipments of nursery stock to the State Entomologist within 2U hour's of arrival and to hold such shipments for inspection at the expense of the carrier. Shipments free from dangerous- insects and plant diseases will be released to the consignee, but infested or infected nursery stock will be destroyed. , . :. , Indiana maintains no State plant quarantines affecting interstate shipments.
