Price 5 cents CODE FOR MANUFACTURERS OF CLOSET ACCESSORIES, IRONING-BOARD PADS AND COVERS, AND CHAIR PADS Article I — Purpose To effectuate the policy of Title I of the National Industrial Re- covery Act, during the period of the emergency, by reducing and relieving unemployment, improving the standards of labor, eliminat- ing competitive practices destructive of the interests of the public, employee, and employers, relieving the disastrous effects of over- capacity, and by increasing the consumption of all products by increasing purchasing power, and in other respects the following provisions are established as a code of fair competition for the manu- facturers of closet accessories, ironing-board pads and covers, and chair pads. Article II — Definition " Closet Accessories " are defined to mean and include covered clothes hangers, covered hat stands, shelf edging of all kinds, gar- ment bags of all kinds, shoe bags,, laundry bags, dress protectors, and all articles ordinarily used as closet equipment. Article III — Effective Date This code shall go into full force and effect immediately on approval by the President. Article IV — Minimum Wages A. On and after the effective date the minimum wage that shall be paid by the manufacturers of closet accessories, ironing-board pads and covers, and chair pads to any of their employees shall be at the rate of 300 per hour. The following classifications shall be exempt from this minimum wage : 1. Learners or apprentices shall have a minimum pay of not less than $9.00 per week for a period of employment not to exceed six weeks. Any person having been employed in this industry before cannot be classified as a learner or apprentice, and at no time shall the number of learners or apprentices equal more than 10% of the total body of employees. Article V — Hours of Labor A. On and after the effective date, manufacturers of closet acces- sories, ironing-board pads and covers, and chair pads, shall not operate on a schedule of hours of labor for their employees in excess 9698 — 33 (1) of 40 hours per week and they shall not operate productive machin- ery for more than one shift of 40 hours per week. The following classifications shall be exempt from this limitation of working hours, but shall not work more than 48 hours per week : 1. Shipping clerks. 2. Secretaries, superintendents, and planning officials. Note. — The above classifications have a special type of work which materially would retard the proper working of a factory. Article VI — Child Labor On and after the effective date, manufacturers of closet accessories, ironing board pads and covers, and chair pads shall not employ any minor under the age of 16 years. Article VII — Home Work On and after the effective date, maufacturers of closet accessories, ironing board pads and covers, and chair pads shall not employ any home workers. Article VIII — Notices to Employees Placards, or signs, which will be furnished by the National Notion Institute, shall be displayed in three prominent places (including the dressing room) on each working floor of every manufacturing establishment of members of this Division. The minimum wages, maximum working hours and working conditions will be clearly printed on these placards for the information of employees. These placards shall be printed in English. Article IX — Division for Cooperation and Recommendation To further effectuate the policies of the Act, the manufacturers of closet accessories, ironing board pads and covers, and chair pads whose names are signed to this application, set up as a Division of the National Notion Institute to cooperate with the Administrator as a planning and fair practice agency for their industry. Such agency may from time to time present to the Administrator recom- mendations based on conditions in their industry as they may develop from time to time which will tend to effectuate the operation of the provisions of this Code and the policy of the National Industrial Recovery Act. Such recommendations when approved by the Ad- ministrator shall have the same force and effect as any other pro- vision of this code. Article X — Employee's Right or Collective Bargaining The manufacturers of closet accessories, ironing board pads and covers, ^,nd chair pads shall comply with the requirements of the National Industrial Recovery Act as follows: "(1) that employees shall have the right to organize and bargain collectively through representatives of their own choosing, and shall be free from the interference, restraint, or coercion of employers of labor, or their agents, in the designation of such representatives or in self-organi- zation or in other concerted activities; (2) that no employee and no one seeking employment shall be required as a condition of employ- ment to join any company union or to refrain from joining, organ- izing, or assisting a labor organization of his own choosing; and (3) that employers shall comply with the maximum hours of labor, minimum rates of pay, and other conditions of employment, approved or prescribed by the President." Article XI — Cancellation and Modification This code and all the provisions thereof are expressly made subject to the right of the President, in accordance with Section 10(b) of Title I of the National Industrial Recovery Act, rule or regulation issued under Title I of said Act.
