This summary of the plant-quarantine import restrictions of the Presidency of Montserrat has "been prepared for the infor- mation of nurserymen, plant quarantine officials, and others in- terested in the exportation of plants and plant products to that country. It was prepared "by Harry 3. Shaw, plant Quarantine Inspector in charge, Foreign Information Service, Division of Foreign Plant Quarantines, from Ordinance No. 3 of 1897, Ordinance No. 1, of 1906, and proclamation No. 7 of July 6, 1935, and reviewed "by the Agri- cul tur al Autho ri ty of Mont s er rat . MONTSERRA.T, BRITISH WEST INDIES Basic Legislation Plants Protective Ordinance, 1897 (No. 3, Apr. 20, 1897). Section 3 of the Ordinance empowers the. Governor, with the advice of the Executive Council, by proclamation, to prohibit ab- solutely or conditionally the importation from any country or place into the Presidency of Montserrat of plants, seeds, berries, earth, soil, or other article packed therewith, or goods, packages, coverings, or other articles which there shall he reason to helieve to "be affect- ed with disease or which in his judgment may "be likely to communicate disease to plants. Any proclamation under this r rdinance may be mod- ified or revoked by the like authority. Section 4 provides that any article imported into the Presidency in contravention of this Ordinance may he seized, forfeited, destroyed, or otherwise dealt with as the Governor may direct. (Proc. of July 5, 1936.1 COCONUTS (Cocos nucifera L.), growing or sprouted: Importation prohibited from Cuba, Grenada, Jamaica, St. Vincent, Trinidad, and Central and South America, to prevent the introduction of the bud rot disease (Phytophthora palmivora Butler) . - (proc. of July 5, 1936.) COTTONSEED, SEED COTTON ( Cossypium spp.), and all packages, coverings, b£ ^3, other articles or things that have been used as packages, coverings, or bags for any cottonseed, lint cotton or seed cotton from all places during the period from April 15 to August 31, inclu- sive, in each year and from places other than the Leeward Islands during the remaining period of each year as well as the period hereinbefore prohibited, provided that any cottonseed bags and packages imported under the authority of a license granted by the Governor to the Curator of the Botanic Station, shall be fumigated immediately on landing and a guarantee given by the importer that the said seed is to be used solely for oil extraction. Except as indicated above, plants and plant products, including fresh fruits and vegetables, originating in the United States may be imported into Montserrat without other restriction than inspection on arrival and fumigation if deemed necessary, no certificate being prescribed in the regulations.
