 Pursuant to the authority conferred upon the Secretary of Agri 
 culture by section 2 of the act of Congress approved February 2

 proved March 4, 1913 (37 Stat. 832-833; 21 U. S. C. 151-158) and 
 in order better to effectuate the purposes of these acts. Section 1119
