REGULATIONS GOVERNING THE COLLECTING OF BIRDS AND THEIR NESTS AND EGGS ON FEDERAL BIRD RESERVATIONS FOR SCIENTIFIC AND PROPAGATING PURPOSES. By virtue of the authority conferred upon the Secretary of Agri- culture by Section 84 of the Act of Congress entitled " An act to codify, revise, and amend the penal laws of the United States," ap- proved March 4, 1909 (35 Stat., 1088). the following rules and regulations to permit and govern the collecting of birds and their nests and eggs for scientific and propagating purposes on lands of the United States set apart and reserved as breeding grounds for birds by law. proclamation, or Executive order, are hereby pre- scribed, effective June 15, 1918: REGULATION 1. When compatible with the conservation of the birds and with the laws of the State or Territory in which the reservation is situated, permits to collect birds and their nests and eggs for scientific and propagating purposes may be issued by the Secretary of Agriculture. REGULATION 2. Applications for permits must be addressed to the Secretary of Agriculture, Washington, D. C, and must contain the following information: The name of the reservation; the time when the collection is to be made: the names of the species and the number of specimens of each species desired; the purpose of the collection; and the name and address of the individual or institution mak- ing the application. REGULATION 3. Within three months after collecting birds, their nests, or eggs, permittees shall report to the Secretary of Agriculture the names of the species and the number of specimens of each species collected, the name of the reservation on which the species were taken, the dates between which the collection was made, and the disposition made of the specimens collected. 66515—18 REGULATION 4. Specimens of birds and their nests and eggs required for use in the official Investigations of the Bureau of Biological Survey, Department of Agriculture, may be collected by employees of the bureau in accordance with the laws of the State or Territory in which the reservation is situated, at such times as the chief of said bureau may designate. The order of April 8, 1916 (S. R. A.-B. S. 8), is hereby revoked.
