To the Board of Estimate and Apportionment, City of New York: Gentlemen — On April 28, 1913, there was reported to your Board, pursuant to section 237 of the City Charter, the unencumbered balances in the appropriation ac- counts of 1912 and prior years, and in the special revenue bond funds available for transfer to the general fund of the City for the reduction of taxation. That transfer was based upon the departmental reports of February 28, 1913. It was deemed best, however, to base the transfer of 1914 upon the departmental reports of March 31, 1914. This for the reason that the additional time allowed the departments in which to state their unencumbered balances available for transfer to the general fund en- abled them to clear up more of their outstanding liabilities and to make more accurate and complete statements of the amounts to be transferred. The general transfers of 1912 and 1913 to the general fund were as follows : 1912 $3,011,282 75 1913 4,060,082 23 while the amount it is proposed to similarly transfer in 1914 is but $1,695,207.01. Part of the decrease is probably due to a closer fitting of the tax budget allowances to de- partmental needs; but aside from that, a number of transfers to the general fund and to the General School Fund were made subsequent to the general transfer recom- mended on April 28, 1913, which would ordinarily have appeared in the transfer now contemplated. These transfers were : To General School Fund, October 16, 1913 $299,337 03 To General Fund, October 30, 1913 16,846 99 To General Fund, December 1, 1913 309,776 68 To General Fund, January 9, 1914 75,854 85 Total $701,815 55 As in the two last general transfers to the General Fund, it has been found necessary to make a retransfer from the General Fund to provide for deficits which developed in certain accounts after the supposedly unencumbered balances whereof had been transferred to the General Fund. The retransfers recommended in this re- port aggregate $10,806.57. Herewith submitted for your consideration are two resolutions and two state- ments prepared by the Bureau of Municipal Investigation and Statistics of the De- partment of Finance showing: (1) The unencumbered balances of appropriations for the years 1899 to 1913, inclusive, and the unencumbered balances in special revenue bond funds, heretofore authorized, aggregating one million six hundred and ninety-five thousand and two hundred and seven dollars and one cent ($1,695,207.01), which the departments having jurisdiction over them report as no longer needed and therefore available for transfer to the General Fund of the City for the Reduction of Taxation, pursuant to section 237 of the City Charter. (2) The amount it is desired to retransfer from the General Fund of the City for the Reduction of Taxation to cover deficits in the various accounts stated, arising mainly out of the receipt of vouchers there against subsequent to the transfer to the General Fund of balances appropriate for their payment. In all instances where 4 retransfers are sought, there have been previously transferred to the General Fund for the Reduction of Taxation from similar accounts of the same year or from the same revenue bond fund sums sufficient to cover the retransfers it is proposed to effect by the resolution herewith. (3) The amount recommended to be transferred to the General Fund set forth by departments and by years. (4) The amounts made available for transfer to the General Fund from schedule controlled appropriations for salaries and wages for the years 1908, 1909, 1910, 1911, 1912 and 1913.
