ARTICLE II PURPOSE The purpose of this association shall he to promote high standards of library service in relation to the university program, to foster the professional interests of the members, and to afford an opportunity for organized expression on staff problems.* .ARTICLE III MEMBERSHIP Any librarian who is a member of the University of Illinois Library staff shall be eligible to membership. "Librarian 11 shall be defined as one whose quali- fications include, in addition to a college degree, the completion of one yearns work in an accredited library school. ARTICLE IV OFFICERS Section 1. The officers of the Association shall be a president, a vice- president, and a secretary-treasurer, to be elected annually by the members. Section 2. There shall be an Executive Committee, which shall consist of five members: the three officers, the retiring president, and one other member elected by the association. Not more than two members of the committee shall be chosen from the same department. -2- ARTICLE V MEETINGS There shall be at least three meetings each year, including the annual election meeting as provided for in the By-laws* Meetings shall "be called at the discretion of the Executive Committee. ARTICLE VI AMENDMENTS This constitution may he amended at any meeting of the Association "by a two-thirds vote of the members present, provided that copies of the proposed amendments "be submitted to the members at least two weeks before the meeting. ARTICLE VII BY-LAWS By-laws may "be adopted or amended "by a two-thirds vote of the members present at any meeting, provided that written notice of the proposals be submitted to the members at least one week in advance of the meeting. BY-LAWS ARTICLE I. NOMINATIONS AND ELECTIONS Section 1. A Nominating Committee shall be elected by the President to make nominations for elective positions. Members of the Association shall be notified of the nominations at least one week before the election is to be held. Any member of the Association may make nominations from the floor at l the election meeting. / m -3- Section 2. Annual elections shall take place at a meeting held betwee: October i and Hovember 1 of each year f the exact date to he determined by the Executive Committee. Elections shall he held "by secret "ballot, except in cases where only one candidate is nominated, when election may take place "by acclamation. In order to be elected, a candidate must receive a majority of the votes cast. Section 3. The officers chosen shall assume their duties upon the adjourn- ment of the meeting. ARTICLE II. QUORUM A quorum for any meeting shall consist of one-third the enrolled membership. ARTICLE III. DUES Dues shall be 25 cents annually, payable by November 1 of each year. ARTICLE IV. COMMITTEES Standing committees shall be appointed by the President with the approval of the Executive Committee. Other committees shall be appointed by the President, unless the association specifically authorizes otherwise. ARTICLE V. OFFICERS Section 1. The duties of the officers shall be those outlined in Roberts' Rules of Order . The Executive Committee shall be in charge of the organization between meetings, shall plan meetings, and shall suggest policies to the association. Section 2. Vacancies in offices shall be filled by election at the next meeting of the association after the vacancy occurs. ARTICLE VI. PARLIAMENTARY PROCEDURE. Roberts 1 Rules of Order shall be the parliamentary authority for the association, except as may be otherwise provided in the Constitution and By-laws. ( CHANGES IS PROPOSED CONSTITUTION AND BY-LAWS ARTICLE III MEMBERSHIP Any member of the University of Illinois Library staff whose qualifications include a professional library degree or, in addition to a college degree, the completion of one year's work in an accredited library school, shall be eligible for membership ARTICLE IV OFFICERS Section 1. The officers of the Association shall be a president, a presi- dent-elect, who shall serve as vice president, and a secretary-treasurer* The president-elect and the secretary-treasurer shall be elected annually by the members- Section 2» There shall be an Executive Committee consisting of the president, the president-elect, the secretary-treasurer, the retiring president, and one member to be elected annually by the Association* ARTICLE VII BY-LAWS By-laws may be suspended by a two-thirds vote of the members present at any meeting* BY-LAWS ARTICLE V OFFICERS Section 2.
