Tinsman John Vennema [5] •jHistorical ibtatorlcal THE HAMILTON CLUB was organized on April 9, 1890 — the twenty-fifth anniversary of the sur- render at Appomattox. Its first home was 21 Groveland P?rk, the premises being occupied on September 16th, 1890. On May 1st, 1895, the Ckib removed to 3014 Lake Park Ave- nue. Soon thereafter a movement was begun for a downtown location, and on March 14th, 1898, the upper floors of a building on the south side of Madison Street, just east of Clark Street, were occupied. Another ad- vance was made May 19th, 1902, when possession was taken of the building at the northwest corner of Monroe and Clark Streets, where, for ten years, the Club grew and prospered. In the winter of 1910-11, under the leadership of John H. Batten, then president, the Club leased for ninety-nine years the ground on which the present club house now stands, having a frontage of 102 feet on Dearborn Street and a depth of 95 feet. The corner- stone of the new building was laid October 30th, 1911, by the President of the United States, William Howard Taft, and the Club moved into its new home in May, 1912. The new club house, the erection of which was inspired by the needs and aspirations of the membership, is located in the heart of the business district, and is one of the handsomest and most complete structures of the kind in the country. The influence of the Hamilton Club has been most forcefully exerted during presidential campaigns. When- [9] 10 HAMILTON CLUB OF CHICAGO ever a Republican National Convention has been held in Chicago the Club has kept open house, entertaining the delegates and other notable personages and hearing the spokesmen for the various presidential candidates. In 1896 a large corps of speakers was organized by the Club and more than a hundred working men's meetings were addressed upon the great financial issue of the contest. In 1900 two hundred and fifty members of the Club par- ticipated in the campaign as speakers. Six noon-day meetings were held each day, three of them downtown and three in factory districts. The Club is famous for the many large mass meet- ings which have been held under its auspices, among which a conspicuous example was that of October 20th, 1894. The throng that gathered on that occasion was so great that the First Regiment Armory was taxed beyond its capacity, making it necessary to hold an overflow meeting in a large building near by. These meetings were addressed by Hon. Thomas B. Reed, and it was estimated that over 17,000 people were in attendance. Subsequently Mr. Reed was elected an honorary member of the Club, and in December, 1895, on the occasion of his election as speaker of the House of Representa- tives, the Club presented him with a handsome gavel, made of wood from the farm of Henry Clay, wrought with gold and silver trimmings, and bearing Alexander Hamilton's famous words: "As too much power leads to despotism, too little leads to anarchy." Several large meetings were held during the cam- paign of 1900, the most important of which were the HISTORICAL 11 great Roosevelt meeting at the Coliseum, with an over- flow in the First Regiment Armory and two immense gatherings in the Auditorium Theater. Throughout this entire campaign, nightly stereopticon exhibitions of scenes in the Spanish-American War were given, with short presentations of Republican doctrines. The Club has always been active in movements for the promotion of the general welfare and for civic better- ment. It was very largely through its efforts that the local Civil Service law of 1895 was adopted. Later, a standing committee was created whose duty it is to report infractions of the law and make recommendations for its proper enforcement. About the time of the adoption of the law, the Club made belief in Civil Service Reform for city, state and nation a requisite for membership. Prior to 1911 a banquet, known as "Appomattox Day Banquet," was given on April 9th of each year, in com- memoration of Lee's surrender to General Grant at Appomattox Court House, Virginia, in 1865. This ban- quet was then discontinued and a banquet has since been held annually on January 11th in commemoration of the birth of Alexander Hamilton. Upon these occasions the Club has been addressed by men of national or interna- tional reputation. In January, 1912, the Club held a monster mass meet- ing in the Auditorium Theater in the interest of world peace, particularly advocating the passage of the treaties then pending in the United States Senate, and has enter- tained many persons identified with the movement for the elimination of war and its disastrous results. 12 HAMILTON CLUB OF CHICAGO The annual oratorical contests, given under the auspices of the Club, between universities of the Middle West, are a feature which attracts wide attention. Many of the most distinguished men of the country, and of the world, have been entertained by the Hamilton Club. Among its guests have been the acknowledged leaders in all lines of civic achievement, especially the leaders in the party upon whose principles the Club was founded. The Hamilton Club is a Republican Social Club. It is a public-spirited, wide-awake, hospitable association — one that attracts live men, welcomes new members and makes them feel at home. In addition to its strong social features the Club is inspired by a sense of patriotic duty, which renders it a vital force wherever its name is known. Kenny A. N. Marquis A. A. Rolf William E. Wright Constitution anf> IHouse IRuIes Conetttutton ARTICLE I. NAME. The name of this Association shall be "Hamilton Club of Chicago." ARTICLE 11. OBJECTS. This Club is incorporated for the advancement of political science; to promote good government — local, state and national ; to develop the growth and spread of patriotism and of Republican principles ; and to cultivate friendly and social relations among its members. ARTICLE III. MEMBERSHIP. Section 1. The membership of this Club shall con- sist of five classes : resident members, non-resident mem- bers, life members, honorary members and United States Government members. All applicants shall be pro- nounced Republicans of lawful age, believers in Civil Service Reform — municipal, state and national, and of good moral character. Holders of elective public offices and employes of the federal, state, county and municipal governments shall not hold any office in the Club, nor be members of the Board of Directors. RESIDENT MEMBERSHIP. Sec. 2. Citizens of the State of Illinois residing or having a place of business within thirty-five miles of [29] 30 HAMILTON CLUB OF CHICAGO the club house, with the above Hmitations, shall be eligi- ble to resident membership. The resident membership of this Club shall be limited to two thousand. NON-RESIDENT MEMBERSHIP. Sec. 3. All citizens of the United States, residing more than thirty-five miles from the club house, or in another state, being pronounced Republicans, and of good moral character, shall be eligible to non-resident member- ship, but shall not be eligible to any office in the Club nor to membership on the Board of Directors, nor on any standing committee, and shall not be entitled to vote at any annual or semi-annual meeting; provided, that any person having an office or regular place of business in Chicago shall be classified as a resident member only. Subject to the foregoing limitations, non-resident members shall enjoy all the rights and privileges of resi- dent members. All applications for resident and non-resident mem- bership received after the membership roll is filled as limited herein shall be placed on file and numbered and posted in the order in which they are received, and there- after at all times shall be considered in such order by the Membership Committee and Board of Directors. HONORARY MEMBERSHIP. Sec. 4. Any person who shall be nominated by the Board of Directors may be elected an honorary member by the Club at the annual meethig, and shall enjoy all the privileges of other members, except voting and holding office. CONSTITUTION 31 LIFE MEMBERSHIP. Sec. 5. A life member shall hold membership during the period of his natural life. Resident, non-resident and honorary members may become life members on pay- ment of the fees herein provided for life memberships. Life members shall have all the. rights and privileges of these By-Laws. The number of life memberships to be issued is limited to two hundred. The Board of Direc- tors may at any time, in their discretion, refuse to sell new life memberships, but this provision shall not affect the right of transfer of outstanding life memberships. Life memberships shall be transferable by will, by inheritance or by assignment. A transferee shall have the same right of transfer as the original holder of a life membership. The owner of a life membership, or his legal representative, shall give thirty days' notice of the transfer, together with the name of the transferee, and the purchase price, and the Board of Directors shall then have the right to purchase such life membership at the said purchase price, or, if the transfer is by will or inheritance, at the last previous purchase price of a life membership (not less than $500.00), of which the Board of Directors were duly notified. If the Board of Direc- tors shall not purchase said life membership, they shall then authorize the said transfer, provided the transferee is already a member of the Club, or has applied for the said life membership and had his application acted upon by the Secretary and favorably passed upon by the Mem- bership Committee, under Sections 7 and 8 of this article. No transfer shall take effect until it has been thus author- 32 HAMILTON CLUB OF CHICAGO ized by the Board of Directors and until the transferee shall have paid to the Club a transfer fee as follows: $10.00 for resident member, $85.00 for non-resident member, and $110.00 for any other person. For the mere purpose of allowing a re-transfer, a transfer by will or by inheritance shall take effect without compliance with any of the foregoing provisions. A life member who assigns his membership, if he notifies the Board of Directors, at the time the transfer of his life membership takes effect, that he desires to be transferred to some class of membership to which he is eligible, shall be so transferred, without the payment of any fee, even though the limit of membership in such class may have been reached. UNITED STATES GOVERNMENT MEMBERSHIP. Sec. 6. Commissioned officers of the Army and Navy and of the Revenue, Marine and Hospital Service of the United States, and Judges of the United States Courts, stationed or living in Chicago, or within fifty miles thereof, may be elected to membership in the man- ner prescribed for resident members, such membership to expire with the removal of members from said dis- trict. They shall be exempt from payment of initiation fees and dues, and shall not be subject to the limitation placed upon resident members by Section 2 hereof. APPLICATIONS. Sec. 7. All applications for membership shall be signed by the applicant and endorsed by at least two resident members knowing him. The Secretary shall, at CONSTITUTION 33 least ten days before the regular monthly meeting of the Board of Directors, mail to each member a notice con- taining the name, address and occupation of every person who shall have been proposed for membership, together with the names of his endorsers. No application shall be acted upon unless the above provision shall have been complied with. Sec. 8. All applications for membership shall be passed upon by the Membership Committee after due inquiry. As soon as any application is received by said committee, such committee shall post on the bulletin board of the Club a card containing the name, places of residence and business, and occupation of the " applicant, together with the names of the members by whom he is endorsed. This card shall remain so posted until the Board of Directors shall have balloted upon the applica- tion. All applications for membership, so reported by the Membership Committee, shall be acted upon by the Board of Directors, and its proceedings thereon shall be secret, confidential and final. The vote shall be by ballot, two negative votes rejecting, and the board shall pass upon each application separately. Notice shall be sent by the Secretary to each candidate upon his election, together with a copy of these by-laws, and a request for payment of his membership fee and the monthly propor- tion of dues for the term during which he was elected; payment will be held as an acceptance of membership and a submission to, and agreement to be bound by, the by-laws and rules of this Club. Failure to make this pay- ment within thirty days shall render such election null and void. 34 HAMILTON CLUB OF CHICAGO Sec. 9. Any member whose conduct shall be hostile to the objects or injurious to the character of this Club, or who shall violate its by-laws or established rules, may be suspended or expelled from the Club by two-thirds vote of the Board of Directors. No member shall be condemned without an opportunity to be heard in his defense, such member having the right to appeal to the Club, if such appeal be made within thirty days. Sec. 10. Any person who, from any cause, shall cease to be a member, shall forfeit his rights and interest in the property of the Club. Sec. 11. All resignations shall be in writing, and addressed to the Secretary, but no resignation shall be accepted while the member is indebted to the Club. Sec. 12. Any former member who shall not be in any way indebted to the Club and whose resignation shall have been previously accepted, may at any time there- after be reinstated in full membership at his own request upon such terms as the Board of Directors may in each case determine, provided that every such person shall be posted as required and re-elected by the usual ballot and shall thereupon pay to the Club all dues which would have accrued, had he uninterruptedly maintained his membership, or a reinstatement fee of not less than one- half the amount of the regular membership fee. ARTICLE IV. FEES AND DUES. Section 1. The membership fee of resident members shall be $100.00 and of non-resident members $25.00. CONSTITUTION 35 The life membership fee shall be not less than $500.00, plus the transfer fee as provided in Article III, Sec- tion 5. Sec. 2. The dues of resident members, except the Secretary and Treasurer, who shall pay no dues, shall be fifty dollars per annum, payable in advance, in quar- terly installments of twelve dollars and fifty cents each, on the first days of February, May, August and Novem- ber of each year. The dues of non-resident members shall be twelve dollars and fifty cents per annum, pay- able annually in advance on the first day of February. Payment of dues by members shall commence with their election, they paying a portion of the quarterly dues corresponding to the unexpired portion of the current quarter, no notice being taken of the fraction of the month. A resident member who shall become a non- resident may, upon written application and approval of the Board of Directors, be transferred to the non-resi- dent membership list. A non-resident member becoming resident within thirty-five miles of the club house may become a resident member when the Board of Directors approve his transfer to resident membership, and he shall thereupon pay so much of the full admission fee for resident members as he has not previously paid, and shall pay resident membership dues thereafter. Sec. 3. No member whose house account prior to and including the preceding month or whose current dues are unpaid shall be entitled to vote. The Board of Directors shall not have the power to remit dues. The Treasurer shall cause to be mailed to each member on 36 HAMILTON CLUB OF CHICAGO the first of each month a statement of his indebtedness. If the same shall not have been paid by the fifteenth of said month, the member so failing to pay his account shall be subject at any time thereafter at the discretion of the Office and Accounts Committee to suspension until said account shall be paid, or to such other penalties as the Board of Directors may impose. Suspended mem- bers shall not be entitled to the privileges of the Club House during the period of suspension. When the dues or other indebtedness of any member shall remain un- paid for two months after proper notice is mailed, his membership may be declared forfeited by a vote of the Board of Directors, his name and the amount in arrears having previously been posted on the Club's bulletin board for ten days, and he shall thereupon cease to be a member of the Club. A member thus forfeiting his membership may be reinstated within three months of his forfeiture by a two-thirds vote of the Board of Di- rectors and upon payment of all arrears. Any person whose membership has been forfeited for non-payment of dues shall not be eligible to re-election to membership in the Club until all moneys owing by him to the Club are fully paid. ARTICLE V. VISITORS. Section 1. Any member may introduce as a visitor for a single visit, without a special card of admission, a gentleman who is not a member of the Club. No gen- tleman residing within thirty-five miles of the club house shall be so introduced for more than three visits in any CONSTITUTION 37 three consecutive months. But gentlemen who are not members of the Club, and who reside within Club limits, may, under the general supervision of the House Com- mittee, be invited to private entertainments in such rooms as may be designated by the House Committee for such entertainments. Sec. 2. A card of admission extending the privi- leges of the Club for not more than ten days shall be issued upon the application of any member to any gentle- man not residing within thirty-five miles of the club house. Such card may be once renewed for the same period. The privileges shall not be thus extended to the same visitor more than twice in any one year, nor shall more than one renewal of the card be made, except by a vote of the Board of Directors. In no case will the privileges of the Club be extended to a non-member for a longer period than one month. Members will be held responsible for the conduct and indebtedness of their guests. Sec. 3. Officers of the Army and Navy of the United States shall be entitled to all privileges of the club house. ARTICLE VI. OFFICERS — THEIR POWERS AND DUTIES. Section 1. The officers of this Club shall consist of a President, First and Second Vice-Presidents, a Secre- tary and a Treasurer. No one shall be eligible for elec- tion to the same office in this Club for two consecutive terms. 38 HAMILTON CLUB OF CHICAGO Sec. 2. The President, First Vice-President, Second Vice-President, Secretary and Treasurer shall be elected on the third Monday in May in each year, for a term of one year, and until their successors are elected and qualified. Sec. 3. The President shall preside at all meetings of the Club, and of the Board of Directors. In the absence of the President one of the Vice-Presidents shall preside, and in their absence a presiding officer may be chosen. Sec. 4. The Secretary shall keep the records of the Club and of the Board of Directors, which records shall at all reasonable times be open to the inspection of the members of the Club; he shall notify members of their election, keep a roll of the members, and shall issue notices of all meetings of the Club ; he shall conduct the correspondence, make semi-annual reports in writing at the regular meetings in May and November, and perform such other duties as usually pertain to this office, and shall have the custody of the corporate seal. Sec. 5. It shall be the duty of the Treasurer to col- lect and take charge of all money and securities belong- ing to the club, and to disburse the same upon the war- rant of the Board of Directors, signed by the President and Secretary, or Chairmen of the House and Office and Accounts Committees. He shall keep the accounts in books belonging to the Club, which shall, at all times, be open to the inspection of the Board of Directors, and at the annual and semi-annual meetings of the Club make a full report of receipts and disbursements. He shall also CONSTITUTION 39 give a bond, to be furnished at the expense of the Club, for the faithful discharge of his duties, in an amount to be fixed, and with a responsible surety company as surety, to be approved by the Board of Directors. All funds shall be deposited in bank in the name of the Club. ARTICLE VII. BOARD OF DIRECTORS. Section 1. The Board of Directors shall consist of the President, First and Second Vice-Presidents, Secre- tary and Treasurer, and ten other members to be called "Elected Directors." Five of the said Directors and as many others as may be necessary to fill unexpired terms shall be elected on the third Monday in May of each year for a term of two years each, or for the unexpired terms, and until their successors are elected and qualified. Sec. 2. It shall be the duty of the Board of Direc- tors to carry out the objects and purposes of the Club in proper manner and in accordance with these by-laws ; it shall control and manage all property belonging to the Club, make all contracts and purchases, and order the payment of all bills, authorizing the President and Sec- retary to sign warrants on the Treasurer for the payment of the same, and shall govern and control all the afifairs of the Club except its political action; it shall fill all vacancies in ofiice, or in the Board of Directors by ap- pointment until the next annual election, may impose or remit penalties for the violation of by-laws, rules or regtilations, make such rules for its government, and appoint such committees from its membership or from 40 HAMILTON CLUB OF CHICAGO the membership of the Club as it may from time to time think advisable. Sec. 3. The Board of Directors shall meet regularly at least once in each month, on such day and at such hour as shall be decided upon by resolution of said Board, and seven members thereof shall constitute a quorum. Special meetings of the Board of Directors may be called by the President or any two members, upon reasonable notice being given to each Director. ARTICLE VIII. STANDING COMMITTEES. The President with the approval of the Board of Directors shall, except as otherwise herein provided, ap- point from its membership or from the membership of the Club the following standing committees, whose action, with the exception of that of the Political Action Com- mittee shall be subject to and controlled by the Board of Directors ; namely : 1. Political Action Committee of five members (as provided in Article IX). 2. Ways and Means Committee of nine members. 3. House Committee of five members. 4. Entertainment Committee of five members. 5. Membership committee of five members, at least two of whom shall have served on said committee during the preceding year. 6. Library and Publication Committee of five mem- bers. 7. Recruiting Committee of five members. 8. Press Committee of five members. CONSTITUTION 41 9. Civil Service Committee of five members. 10. Committee on Office and Accounts to consist of five members. 11. Audit Committee of five members. 12. Billiard Committee of five members. 13. Whist Committee of five members. 14. Municipal Art and Civic Improvement Com- mittee of five members. 15. Reception Committee of not less than twenty- five members. 16. Committee on National Legislation to consist of ten members. 17. Committee on State Legislation to consist of ten members. 18. Committee on Municipal Government to consist of ten members. 19. Committee on Relations with Co-Operating and Affiliated Clubs to consist of five members. 20. Committee on Swimming Tank and Baths to consist of five members. 21. Bowling Committee to consist of five members. 22. Music Committee to consist of five members. 23. Art Committee to consist of five members. And such other committees as from time to time may be appropriate and necessary. ARTICLE IX. POLITICAL ACTION COMMITTEE. Section 1. The Political Action Committee shall take cognizance of all national, state, county and municipal 42 HAMILTON CLUB OF CHICAGO elections, and recommend such action to the Club on such elections, and on all political matters, as will best sub- serve the interests of good government. It shall also provide for all political meetings and discussions on eco- nomic and political topics. Sec. 2. Such committee shall consist of five mem- bers, two of whom, together with the Chairman, shall be named by the President, with the approval of the Board of Directors, from its own number, and two of whom shall be elected on the third Monday in May. Their term of office shall be for one year, and until their successors shall be duly elected. Sec. 3. Neither the Club nor its Political Action Committee shall take any action relating to the candi- dacy of individuals in national, state or local elections until after the regular Republican convention or primaiy shall have been held, and then only upon printed or writ- ten notice, mailed to each member of the Club at least five days before the meeting at which such action is pro- posed to be taken. ARTICLE X. DUTIES OF COMMITTEES. Section 1. The Ways and Means Committee shall be charged with the duty of devising and executing methods for protecting and promoting the general financial and business interests of the Club. Sec. 2. The House Committee shall have entire charge of the house, property and servants of the Club, and shall make all necessary rules governing the same, and all purchases of furniture, material and supplies. CONSTITUTION 43 Sec. 3. The Entertainment Committee shall provide for all social entertainments of the Club. Sec. 4. The Membership Committee shall pass upon all applications for membership, as provided in Article III, Section 8. Sec. 5. The Library and Publication Committee shall have charge of the library and reading room. Sec. 6. The Recruiting Committee shall devise ways and means to increase the membership of the Club, and shall from time to time recommend to the Board of Directors such action as may be deemed essential for this purpose. Sec. 7. The Press Committee shall see that proper publicity is given to Club affairs and properly provide for press representatives at all meetings, banquets and other public events held under the auspices of the Club. Sec. 8. The Civil Service Committee shall take cog- nizance of the development and accomplishment of Civil Service Reform in the city, county, state and national government, and shall from time to time make such recommendations to the Club through its Board of Directors as it shall deem will best advance the cause of Civil Service Reform, and may, with the consent of the Board of Directors, take action thereon; and from time to time shall investigate the manner in which the Civil Service laws of the city, county, state and nation are being observed and executed, and report thereon to the Board of Directors ; and shall submit a full report of its work at each regular meeting of the Club. 44 HAMILTON CLUB OF CHICAGO Sec. 9. The Committee on Office and Accounts shall have charge of the current affairs of the office, the book- keepers' department and the employes therein; it shall examine and certify to the Board of Directors all bills and accounts presented against the Club, after the same have been approved by the chairman, or in his absence, by some other member of the committee responsible for the liability. Sec. 10. The Audit Committee shall audit all bills and accounts of the Club and shall have general charge and supervision of any expert accountant or auditor, who may from time to time be employed, and shall pre- pare and submit to the Board of Directors as often as required a statement showing the financial condition of the Club, its assets and liabilities, an estimate of its receipts, fixed charges and other expenditures for any stated period ; but the Board of Directors shall from time to time on its own initiative provide for an independent audit of all accounts, books and records of the Club. Sec. 11. The Billiard Committee shall, subject to the general supervision of the House Committee, have charge of the billiard room, and of all contests, exhibi- tions and other matters pretaining to billiards and pool. Sec. 12. The Whist Committee shall, subject to the general supervision of the House Committee, have charge of the whist and card games and contests, and all matters pertaining thereto. Sec. 13. The Committee on Municipal Art and Civic Improvement shall have charge of all matters relating to these subjects; it shall exert the influence of the Club CONSTITUTION 45 in promoting the esthetic tastes of the general public, toward securing a wider and deeper interest in the main- tenance of parks and boulevards, in the cleanliness of streets and alleys, and in the development of the architec- tural features of the city ; and it shall, more particularly, subject to the supervision of the Political Action Com- mittee, advocate and promote appropriate legislation by the city and the state for the attainment of practical reforms designed to render the city more cleanly and artistic. Sec. 14. The Reception Committee shall perform the duties usually devolving upon such committees. Sec. 15. The Committee on National Legislation shall, under the supervision of the Political Action Com- mittee, take cognizance of measures pending before the National Legislature or to be presented for legislative action and present its recommendations from time to time and may take cognizance of and present its recommenda- tions on any matters pending before any branch of the Federal Government. Sec. 16. The Committee on State Legislation shall, under the supervision of the Political Action Committee, take cognizance of measures pending before the State Legislature or to be presented for legislative action and present its recommendations from time to time, and may take cognizance of and present its recommendations on any matters pending before any branch of the State Gov- ernment. Sec. 17. The Committee on Municipal Government shall, under the supervision of the Political Action Com- 46 HAMILTON CLUB OF CHICAGO mittee, take cognizance of all matters of current interest relating to the administration of municipal affairs and such measures as may be presented for action to any branch or department of the municipal government and present its recommendations from time to time. Sec. 18. The Committee on Co-Operating and Affili- ated Clubs shall have charge of arrangements and plans, whereby other clubs, with similar and cognate purposes may be encouraged to co-operate with this club for their accomplishment. Sec. 19. The Committee on Swimming Tank and Baths shall, subject to the supervision of the House Committee, have charge of this department, the persons employed therein and the administration and manage- ment thereof, and of all contests, exhibitions and other matters pertaining to this department. Sec. 20. The Bowling Committee shall, subject to the general supervision of the House Committee, have charge of the bowling alleys, the persons employed therein, and the administration and management thereof, and also all contests, exhibitions and other matters per- taining to bowling. Sec. 21. The Music Committee shall have general supervision and direction of all musical organizations connected with the Club. Sec. 22. The Art Committee shall, subject to the general supervision of the House Committee, have the charge and care of all paintings, engravings, pictures and other works of art owned by or in the possession of the Club or displayed at any time in the Club House. CONSTITUTION 47 Sec. 23. For special work the membership of any committee may be increased or the committee may ap- point sub-committees from the membership of the club, always provided that the consent of the Board of Direc- tors shall first be obtained. Sec. 24. No committee shall have power to incur any indebtedness except by authority of the Board of Directors, to which all requisitions for expenditures shall be referred. Sec. 25. The House, and Ways and Means Commit- tees shall hold regular weekly meetings. All other stand- ing committees shall meet at least once each month. Sec. 26. All committees, unless otherwise provided, shall report to the Board of Directors in writing at least twice annually just prior to the annual and semi-annual meetings of the Club. Every committee shall be respon- sible for its acts; each committee shall select from its membership a secretary, who shall keep the minutes of all meetings of such committee ; these minutes shall from time to time be filed and preserved as a part of the per- manent records of the Club. ARTICLE XI. MEETINGS AND ELECTIONS. Section 1. The regular meetings of this Club shall be held on the third Mondays in May and November, at 8 :00 P. M. The Board of Directors shall have power, when the interests of the Club require, to postpone meet- ings for one week. 48 HAMILTON CLUB OF CHICAGO Sec. 2. The regular meeting in May shall be the an- nual meeting, and the regular meeting in November the semi-annual meeting. Sec. 3. Upon request of the Board of Directors, or of any ten members of the Club, the President shall call a special meeting, notice of which must be mailed to each member of the Club at least three days previous to date of such meeting. Sec. 4. Twenty active members shall constitute a quorum. Sec. 5. Elections by the Club shall be held on the day of the annual meeting and invariably be by the individual ballots of members present. The polls shall be opened at 12:00 o'clock noon, and closed at 6:00 P. M. The number of judges shall be three, to be appointed by the President. It shall be the duty of the Secretary to mail a notice of the annual election to each member of the Club at least twenty days prior to each election, and such notice shall include a copy of this sec- tion of the by-laws. Said notice shall state what offices are to be filled, and the names of the retiring officers. Nominating committees to nominate tickets for of- ficers and directors of the Club and members of its Polit- ical Action Committee to be voted for at the annual elec- tion shall be selected as follows : At the regular meeting of the Board of Directors in March of each year, upon notice mailed by the Secre- tary, five days previously to each officer and director, there shall be selected a committee of nine members of the Club, none of whom shall then be a member of said CONSTITUTION 49 Board, who shall nominate a ticket for officers, directors and members of the Political Action Committee, to be voted for at the ensuing annual election. Said nominat- ing committee shall be selected as follows : Each officer and director present at said meeting shall propose the name of one member; the names thus proposed shall be written upon separate slips of paper (no name in duplicate), and placed in a box, from which all the names shall be drawn separately by lot; the first nine drawn shall constitute the Nominating Committee, and the next six, or so many as remain, shall serve in their order of drawing, as alternates in case of necessity. The Secretary shall at once certify and post the names of the fifteen members so chosen, in the order in which they shall be drawn, as members of said Nominating Committee, and alternates; and shall notify each mem- ber of the time and place of the first meeting of the committee. The ticket nominated by said committee shall be posted on the bulletin board, with all reasonable dis- patch, not later than the tenth day of April. Notice of these requirements of the By-Laws shall be mailed by the Secretary to every officer and director, at least five days prior to the regular March meeting of the Board. On the fifteenth day of April (or on the sixteenth, if the fifteenth shall be Sunday), of each year, a special meeting of the Club shall be held at the Club House, at the hour of 1 :00 P. M., of which notice shall be given by the Secretary by posting the same on the bulletin board, and by mailing a copy thereof to each member of 50 HAMILTON CLUB OF CHICAGO the Club not less than five days prior to said meeting. Said meeting shall be called to order by the Secretary, and shall forthwith organize by the election of its own chairman and secretary. At said special meeting, there shall be chosen by ballot, fifteen members of the Club, not officers, directors or members of the nominating committee previously chosen by the Board of Directors. Said fifteen names shall be placed in a box and drawn therefrom; the nine persons whose names shall first be drawn, shall constitute a Nominating Committee ; the re- maining six shall, in the order of their drawing, serve as alternates in case of necessity. This committee shall forthwith meet, organize and proceed to determine whether or not nominations other than those previously made by the other Nominating Committee shall be ad- visable. Said committee shall have the right to nominate for any or all offices to be filled at the ensuing election, or to endorse the candidacy of any person. The names of the candidates so selected or endorsed, shall be filed with the Secretary at least twenty days before the -date set for the election and forthwith posted by him on the bulletin board; no person shall in any event be named for any office without his consent. After the nominations made by both committees for the respective offices to be filled at the ensuing annual election shall have been posted, a booklet shall forthwith be prepared by the Secretary, under the supervision of the Board of Directors, and at the expense of the Club, giving appropriate data concerning each candidate; and a copy of each booklet shall be mailed to each member of the Club. CONSTITUTION 51 Voting members of the Club, equal to not less than five per cent of the voting membership, may nominate candidates for any or all offices. Such nominations shall be in writing, shall be signed by the members making them (who shall pledge themselves to vote for such can- didate or candidates), and shall be placed in the hands of the Secretary (at least ten days before the date fixed for the election), who shall attach his certificate that such nominations have been made by not less than five per cent of the voting membership, and shall forthwith post said nominations with the certificate on the bulletin board. Said Nominating Committees shall continue to hold office until the annual election next succeeding their selec- tion, and shall fill any vacancies that may occur in their respective tickets through death, withdrawal or other cause. No member of the Club shall be eligible to mem- bership on a Nominating Committee two years in suc- cession. The Secretary shall cause to be printed and mailed to each member of the Club, at least five days before each election, a ticket containing a list of all offices to be filled at such election, and the several candidates nomi- nated therefor. Members shall vote at the annual elec- tion by placing a cross opposite the name of each candi- date for whom they desire to vote, and no other ticket shall be counted. The several candidates receiving the highest number of votes for the several offices to be filled, shall be declared elected. 52 HAMILTON CLUB OF CHICAGO ARTICLE XII. ORDER OF BUSINESS. Section L (a) Minutes of Previous Meeting. (b) Reports of Officers. (c) Reports of Standing Committees. (d) Reports of Special Committees. (e) Unfinished Business. (f) General Business. (g) Adjournment. Sec. 2. When not inconsistent with these by-laws, "Roberts' Rules of Order" shall govern the meetings of the Club. Sec. 3. No member shall be permitted to speak more than once on the same subject until all wishing to speak on that subject shall have spoken, nor more than five minutes at a time, without the unanimous consent of the Club. Sec. 4. Any motion or resolution offered for the consideration of the Club shall, at the request of any member, be reduced to writing before it is acted upon. ARTICLE XIII. Section L No liquor or other intoxicant shall be brought into or in any w^ay dispensed in the club house, except in the dining rooms thereof. Sec. 2. No gambling of any sort shall be permitted in the club house. CONSTITUTION 53 ARTICLE XIV. AMENDMENTS. Amendments to these By-Laws may be presented at any meeting of the Club, upon recommendation by the Board of Directors, or upon a petition of not less than twenty members, and thereupon a special committee of seven members to be known as a Committee on Consti- tutional Revision, shall be appointed with the duty of considering and reporting upon all said proposed amend- ments at the next ensuing annual meeting of the Club, when said amendments may be called up for action. A two-thirds vote of the members present and voting at such meeting shall be necessary for the adoption of any amendment. It shall be the duty of the Secretary to include in the notice of all meetings a copy of the amendments then pending. Ibou0e iRulee I. HOURS. The Club House is open every day from 7:00 A. M. to 12:00 midnight, after which hour admittance can only be gained by those having rooms in the House. The Main Dining Room is open daily (except Sun- day) from 11:30 A. M. to 2:30 P. M.; the Grill Room is open every day from 7:00 A. M. to 9:00 P. M. The Bar is open from 7:00 A. M. to 11 :00 P. M., except on special occasions, when it may be kept open as ordered by the House Committee. The Ladies' Dining Room is open from 12 :00 noon to 9 :00 P. M., except on Sunday, when it is closed. The Barber Shop is open from 7 :00 A. M. to 8 :00 P. M. on week days, and from 9 :00 A. M. to 1 :00 P. M. on Sunday. The Swimming Pool and Bath Department is open from 7 :30 A. M. to 7 :30 P. M., except Sunday, when it is closed. The Billiard and Card Rooms are open from 11 :00 A. M. to 12:00 midnight, except on Sunday, when they are closed. n. SUPPLIES. Members must sign written orders for supplies be- fore they are furnished. HI. GAMES. No game for a wager of money or thing of value will be allowed in the Club House. [55] 56 HAMILTON CLUB OF CHICAGO IV. BOOKS AND PAPERS. Magazines, newspapers and other articles belonging to the Club shall not be marked, cut or otherwise defaced. V. ROOMS. 1. Application for sleeping rooms must be made at the office. 2. Rooms assigned to members are charged to their accounts until key is surrendered to the Clerk at the office. 3. Notice must be given at the office before 6:00 P. M. of intention to vacate a room, or it will be charged to the occupant for that date. 4. Rooms when reserved for any special date shall be charged to member's account at the time of making reservation, and no deduction shall be made unless such reservation be canceled at least twenty-four hours in advance. 5. No room in the Club House shall be used as headquarters for any candidate for any Club office, and no card or sign shall be displayed within or upon the Club House or Club building with reference to any can- didate for a Club office. 6. The right of members to occupy sleeping rooms in the Club House may be terminated at any time by the House Committee. HOUSE RULES 57 VI. MAIN DINING ROOM. 1. The Main Dining Room shall not be given up to the use of any club, society or persons not members of the Club, without the special permission of the House Committee. 2. A Private Dining Room shall not be assigned to parties numbering less than three persons, and reasonable notice of any entertainment in such dining room must be given at the Club office. 3. Members who desire to entertain in a Private Dining Room, when the party includes more than five persons who are not members, shall first obtain the con- sent of the House Committee. No dinners shall be served at the Club to outside organizations, clubs or par- ties at less than $1.50 a plate, except in the Private Dining Rooms. 4. No dinners shall be served to outside organiza- tions, clubs or parties during luncheon hours except in the Private Dining Rooms. 5. No dinner or luncheon shall be served free, either to members or committees of the Club, except by order of the President or Chairman of the House Com- mittee. 6. No members shall be allowed the use of a Pri- vate Dining Room for more than two consecutive days without the consent of the House Committee. 7. The provisions of Article V. of the By-Laws govern the admission of visitors. Members are required 58 HAMILTON CLUB OF CHICAGO to see that the names of visitors introduced by them are recorded in the Visitors' Register. ladies' dining room. 1. This department is for the use of women and children or families of members and their guests. Serv- ice cannot be had in this department until the signature of the person ordering is on file in the Club office, accom- panied by the written permission of the member to whom the charge is to be made. 2. On the written request of a member, the privi- lege of the Ladies' Dining Room may be extended to the families of guests. A request signed by a member permits service for the day only for which the request is made. 3. Smoking is not permitted in the Ladies' Dining Room. MISCELLANEOUS. L The Chairman of the House Committee shall have full power at all times to enforce the rules and preserve order in the Club House, and may deal sum- marily with members if necessary. 2. No member, guest or visitor shall give money or thing of value to any employee of the Club. 3. Any employee receiving such gratuity shall be dismissed. 4.
