INSTRUCTION 1. The Bureau of Class Instruction organizes and conducts classes in cities and towns wh&rever a sufficient number of people can be secured who wish to study the same subject. Instruction is offered in languages, literature, public speaking, mathematics, political science, business branches, economics, engineering, and other subjects. 2. The Bureau of Correspondence Instruction offers instruction by mail in the languages, in literature, mathematics, music, drawing, edu¬ cation, political science, engineering, anthropology, geography, stenography and typewriting, etc., etc. Courses may begin at any time. 3. The Bureau of Lectures provides lectures singly or in series of six or twelve for any committee, club, organization, or community in the State that will make the necessary arrangements for their delivery. II. PUBLIC SERVICE 1. The Bureau of Public Discussion promotes and directs interest in the study and the discussion of public questions by assisting in the organization of “Debating Clubs” and “Discussion Centers”; by suggesting subjects for the programmes of “Literary Societies”; by publishing bulletins of value to students of Oral English; by co-operating with the libraries of the State in recommending material for study; and by conducting the “ Ixterscholastic Public Speaking League of California” —a state high school debating organization. % 2. The Bureau of Information and Municipal Reference is a clearing house for inquiries and information concerning municipal govern¬ ment and administration. It collects from books, public documents, etc., and from experts in administration, finance, public health, engineering, and allied subjects the knowledge requisite to the solution of municipal problems and distributes the same throughout the State. It is allied with the League of California Municipalities and in conjunction with it provides for municipal exhibits. It also answers all inquiries, of whatever nature, addressed to it or referred for answer by the various departments of the University, or by individuals of the faculty. INTRODUCTION This bulletin contains a complete record of all the contests that have been held under the auspices of the Interscholastic Debating League of California during the year 1914-15. Eightv-six high schools made formal application for membership in the League. It was impossible to grant membership to six of these on account of their isolated positions. Nine others found it necessary to withdraw ea*rly in the year. Thus the actual enrollment in the League included seventy-one schools. Twenty-one questions have been discussed throughout the year. These are stated in full on page 00. The proposition debated in each contest is indicated bv number. Eighty-five debates have been held this year, in which two hundred and forty-eight different high-school students have participated. In these debates the affirmative was successful in forty-six contests and the negative in thirty-nine. Four officiallv scheduled debates were defaulted. As a result of the introduction of the Extemporaneous Public Speaking Contests, the State League will hereafter be known as the Interscholastic Public-Speaking League of California. It will be composed of two sections—the Debating Section and the Extemporaneous Speaking Section. 4 THE CHAMPIONSHIP DEBATE The Championship Debate was held in Hearst Hall on the University Campus on the evening of May 6tli between Napa High School, cham¬ pions of the Northern Division, ana San Bernardino High School, cham¬ pions of the Southern Division. The question was, “Resolved, that the United States should own and operate all interstate railroads.” The northern school, upholding the affirmative, was represented by Miss Gladys Murphy and Miss Carrie Tessin. The southern team, supporting the nega¬ tive, was represented by Mr. Harry Kiethly and Mr. Bruce Zimmerman. The decision was unanimously awarded to Napa High School. This institution was therefore declared the winner of the championship of the State League for the year 1914-15 and was awarded the English Club trophy. The Championship Debate was a public speaking contest of the highest order, each participant presenting an excellent argument in support of his or her side of the question. An audience approximating six hundred was in attendance. It is interesting to note that during the past year San Bernardino High School took part in eight debates, three of which were simultaneous, and was represented by nine different speakers. Napa High School participated in seven contests, two being simultaneous, in which seven of her debaters participated. Each of the San Bernardino representatives spoke in two contests previous to the championship debate—never on the same team, however. Miss Tessin represented Napa High School in every series and Miss Murphy took part in three debates previous to the final contest.
