To Members of Congress : The promoters of the Tehuantepec Ship Railway have insisted upon the presentation to Congress of a bill contain- ing a provision for a subsidy to that enterprise. Should such a bill pass it will entirely prevent the Nicar- agua Canal Company from securing capital, as no private enterprise can compete with the United States in such an undertaking.
