 CHAPITRE I". — Dispositions girUrales. 
 
 Aht. 1". — La garde et la surveillance des entrepots publics sont confines exclusivement aux agents du 
 service des imp6ts; I'entrepot particulier est a la garde de I'entrepositaire et de I'administration dans les 
 conditions d^termin^es par I'article 36 du rfeglement de perception des droits d'entrde. 
 
 AaT. 2. — II n'est permis de pin^rer dans les entrepfits ni d'en sortir que par les entries et lea issues a ce 
 dtsttn^es. L'accis n'en est permis qu'aux personnes ddment autorisees par le receveur ou par I'agent que le 
 receveur a pr^osd a cet eflet. 
 
 Art. 3. — II est formellement d6fendu de fumer dans Tenceinte des entrepots ou d'entrer dans les magasins 
 avec du feu, de la lumifere ou des objets piopres k en produire. 
 
 Art. 4. — Aucune introduction de futailles, bouteilles ou autres recipients vides ne peut avoir lieu dans 
 les entrepots, a moins d'une autorisation speciale donn^e par le receveur. 
 
 Art. 5. - Les marchandises sont placdes k I'endroit design^ par les agents de Tadministration; eiles sont 
 arrim^es autant que possible par esptce et separdment de la maniire qu'ils prescrivent. 
 
 Art. 6. — II est interdit de changer, de qudque maniere que ce soit, la place ou I'arrimage des marchan- 
 dises, & moins d'autorisation sp^ale du receveur. 
 
 Art. 7. — A la sortie de I'entrepot, la partie entiire des marchandises. sans distinction de nature, portee dans 
 un m^me document, doit £tre r^unie pour la verification a I'endroit ddsign^ par Tes agents de I'administration. 
 
 Art. 8. — Une Etiquette numerotfe et dont le modele est determine par I'administration, est plac^e, par 
 le> aoins des entrepositaires. sur chaque coHs ou partie de marchandises : I'^tiquette indique notanunent la 
 date du document en vertu duquel le d^pot a iUi eifectue. Les m£mes indications sont faites par les agents 
 de I'administration sur le registre d'entrepot. Les etiquettes ne peu»ent 5tre modifi^es sao» I'autorisation du 
 receveur, tant que les marchandises restent dans le ra£me magasin. (Voir Annexe VI du r^Iement de percep- 
 tion des droits d'entree.) 
 
 A»T. 9. — Lorsque I'entrepositaire veut trier ou assortir des marchandises entrepos^es, ces operations, une 
 fois commenc6es, doivent 4tre poursuivies sans interruption. Les marchandises doivent Stre imm^diatement 
 remises en colis et le receveur autorise. ie cas ^ch^ant, les modifications a apporter aux Etiquettes. 
 
 Art. 10. — Le receveur feit op^rer tous les six mois au moins. le recensement des marchandises d^pos^es 
 dans les entrepots publics ou particuliers. 
 
 Art. It. — Les 4chantilIons que les entrepositaires peuvent, par application de I'article 38 du reglement de 
 perception des droits d'entr^e, £aire sortir librement des entrepots, ne doivent avoir aueune valeur marhcande, 
 et leurs quantity et dimensions ne doivent en rien diminuer la valeur des marchandises entrepos^es. Au cas 
 contraire, ils ne peuvent sortir de I'entrepot qu'apres avoir acquittE les droits. 
 
 Art. h. — Les marchandises ne peuvent jouir du regime d'entrepSt que pendant ia durde dune ann^e, 
 passe ce deiai. ellcs doivent <tre declarees pour la consonunation. pour la reexportation ou pour le transit: a 
 deCaut de declaration, elles tombent sous I'application de I'article 41 (dernier alinea) et de Tarticic 4a du 
 reglement de perception des droits d'entree relatifs aux marchandises non declarees ou deiaissees. 
 
 Art. 1 3. — Les operations dans les entrepots ne peuvent 4trt faites qae de sept heures du matin a midi 
 et de deux heures a six heures du soir. 
 
 CHAPITRE II. — Des entrepdts publics. 
 
 Art. 14. — Le transport des marchandises dans les entrepots publics, ainsi que la manutention a laquelle 
 donne lieu leur c^^ssement. sont a charge des entrepositaires: ie Gouvemeur General peut toutefiMs arr£ter 
 aa larif de firais applicable aux marc^ndises qui, dans des circonstances exceptioonelles, sont transportees et

 CHAPITRE III. — Des entrepdts partictUiers. 
 
 Akt. 31. — Le transport et la manutention des marchandises dans les entrepdts particuliers sont toujours 
 a la charge exclusive des entrepositaires. 
 
 Art. 21. — L'entrepdt doit 8tre en tout temps accessible aux agents de I'adininistration. La clef que conserve 
 I'entrepositaire doit se trouver constamment a son domicile i la disposition de celui qui le repr^sente en cas 
 d'absence, afin de pouvoir obtemp^rer sans retard k la requisition des agents de Tadministration. 
 
 Akt. 33. — Les propridtaires des entrepots particuliers doivent 7 placer les instruments necessaires tfli 
 pesage des colis et des marchandises; ces instruments doiTcnt presenter toutes les garanties d'exactitude 
 d^irables. 
 
 Abt. 24. — Les entrepots particuliers ne peuvent renfermer que les marchandises appartenant au 
 propri6taire de l'entrep6t qui I'a fait agr^er par le Directeur des Finances; les marchandises appartenant a 
 des tiers ne peuvent y etre d^pos^es lors mfime que le propri^ire de ces entrepdts serait leur commis- 
 sionnaire ou leur fond^ de pouvoir. 
 
 CHAPITRE IV. — PinaliUs. 
 
 Art. a5. — Toute contravention aux dispositions du present reglement sera punie d'une amende de 
 100 francs. 
 
 Les articles 23, 24, aS et 27 du reglement sut les droits de sortie du aS mars t886. sont applicables aux

 The Consul at Boma, Kongo Free State, reportjpT 
 under date of February 28 that he was at that time at 
 Kassongo, on the Upper Kongo, and that he intended to 
 proceed frcxn there to ii^ala, Lake Tajiganyika, thence 
 to the nortj end of the lake, thence south to the southern 
 extremity of the lake, thence across the country to the 
 northern extremity of Lake Nyassa, thence by the Shire 
 river to the coast at Quilimane. He expects to reach 
 Quilimane about the first of next September. We have 
 a Consular A;e;ent at Beira just south of Quilimane, and 
 I surest that we write to Mr. Mohun in care of the^^ 4 
 Consular Agent at Beira with instructions to send the 
 letter to Quilimane. In this letter I think we siiould 
 direct Mr. Mohun to return by water to Boma and settle 
 his accounts; also that we should grant him sixty days 
 leave of absence to come to the United States. He has 
 been in the interior of Africa ever since his arrival 
 in Roma about two years ago. lie states that he has not 
 received any commun cation whatever in ten months.

 I have the honor to report my arrival in Washing- 
 
 ton November 1st, 1894. Below is a brief history of 
 
 my movements from the time of my departure for the Tan- 
 
 ganyika March 18th, until my arrival in the United States 
 
 March 18th I left Kassongo for Lake Tanganyika (as re- 
 
 ported in my despatch of February 28) intending to ar- 
 
 rive on the East Coast at Quillimane some time in Sep- 
 
 tember but unfortunately in the Lukuga River some days 
 march from the Lake^my camp was surprised at night and 
 
 I lost many men, this coupled with the fact that an 
 
 English Doctor who was with me at the time, had an ex- 
 
 tremely dangerous abscess of the liver and was at death's 
 
 door, I was reluctantly compelled to return to Kassongo 
 
 by the Lukuga and Lualaba Rivers, intending to march to 
 
 the Liike by the Kabambarre road which would occupy 29 
 
 days.

In the latter part of April I reached Kassongo and Immedi- 
 ately commenced reorganizing my expedition. While this was ^^ 
 being done I heard that a mail vas on its way and as I had 
 received none for 11 months I decided to wait for its arri- 
 val. It did not come until Btey 27th. In it I rscelYtd pri- 
 vate information that the Department had not asked for an 
 appropriation for the Bobui Agency for the year eikling Jun« 
 30, 1895, and although there were no official letters for 
 me, I decided to go down river immediately and return home 
 by way of Boma. 
 
 June 2 I left Kassongo and on August 1st reached Matadl . 
 August 17th I left Boma, and September 19th arrived in Ant- 
 werp. On arrival I reported my arrival and asked for leave 
 for 30 days to be telegraphed me at Brussels. Not receiv- 
 ing any reply I telegraphed from Paris for leave and the 
 following day received an answer granting me 30 days. 
 October 20th I sailed from Southampton and October 20th I 
 arrived in New York and on November Ist I reported in person 
 my arrival at the Department of State . 
 
 In the Department I find that a letter was sent 
 me June 9th, 18^, granting me pemfssion to return home 
 and sixty days leave of absence. As I have spent 30 days
