' i‘> First: As regards the expenditures of the Board — Paid to Levee Contractors, in cash . $51,379 15 Paid to Levee Contractors, in checks, on Pike, Lapeyre and Brother, payable when placed in funds by the State Treasurer - 106,368 28 Paid to engineers, secretary, employes, and for contingent gent expenses 6,688 50 Paid to Levee Commissioners, for mileage and salary, - 3,941 50 Total $168,377 43 Second: As regards the number of levee contracts forfeited — 1. Thomas O’Hea & Co., contractors for Grand Levee,, section three, Parish of Point Coupee, at forty-five cents per cubic yard — re-let at same price. 4 2. P. Fortier, tit Price’s Plantation, section nineteen, Parish of Saint Charles, at thirty cents, by mutual consent. Not re-let, as un- necessary. 3. Thomas O’Hea As Co., Parish Levee, section thirteen, Parish of Point Coupee, at forty-five cents — re-let at same price. 1. H. H. Parker, Beemis A; Scott’s Levee, section eight, Parish of Point Coupee, at thirty cents— re-let at forty cents, 5. James Beggs, at Kemp & Harper’s, sections four and five, at thirty- eight and forty-four cents — re-let at same price. 0. John Carrick, at Cavalier’s Place, section three, Parish of Saint Charles, at thirty-four cents — re-let at forty cents. 7. 11. McNamara, section one, Parish of St. Charles, at P. Sauve’s, at thirty- two cents — re-let at forty cents. 8. Pu McNamara, section one, Parish of St. Bernard, at twenty-eight cents — re-let at same price. Third: Levees to be built and not contracted for. Under this head I will remark that, the only levee deemed of very great importance, and for which no contractor has been found, is the Raccourci Levee, in the Parish of Point Coupee. There are several small levees in the lower division not yet let out, but they are not regarded by the engineer as ©f serious importance, and I therefore omit going into details. Fourth: The amount realized by the Board from the sale or pledge of bonds. From sale of bonds, nothing. From pledge of bonds for ninety days, at the rate of eight per cent, interest per annum, to wit: Pike, Lapeyre A; Brother, on the pledge of sixty-three bonds of $1,000 each $50,000 00 Pike, Lapeyre & Brother, on the pledge of fifteen bonds of $1,000 each 10,000 00 From City National Bank, on the pledge of fifteen bonds of $1,000 each 10,000 00 Total $70,000 00 5 The Board has realized no funds from any other source, except the ap- propriation by the Legislature for the payment of members and the em- ployees of the Board. In conclusion I will state that while the work of reconstructing the levees, as a whole, is progressing favorably, yet, in view of the annual • spring rise of the river, which has now commenced, it is desirable that the work should be pushed forward with the utmost energy. The want of funds to pay the contractors on the first certificates due, has been a seri- ous impediment in the progress of the work. The Board have done all in their power to raise money for their relief, and while they have prom- ises of being able to negotiate further loans on the pledge of the levee bonds, but at an enhanced rate of interest, yet if the Legislature could devise the means of realizing sufficient funds in order to pay the contract- ors promptly, it is highly desirable that it should be done. DURALDE, Chairman of Board of Levee Commissioners, The committee appointed by this honorable body, for the purpose of obtaining from the Board of Levee Commissioners a report of their ope- rations since the establishment of the Board, beg leave to submit herewith the report of the Chairman of that Board, showing the amount of money expended in paying Levee Contractors, Engineers, Secretary of Board, mileage and salaries of Levee Commissioners, contingent expenses; also, the contractors who have forfeited their contracts ; at what price the build- ing of the levees contracted for and forfeited have been re-let; what levees not contracted for yet to be built, and the amount realized by the Board from the pledge of the bonds. Duralde, Esq., Chairman Board Levee Commissioners Louis kuna Levees: Sir — At your request I have the honor to submit herewith an estimate approximating to the number of cubic yards required to complete the con- tracts now entered into in the Second Division Louisiana Levees, also the number already completed, and would further state that I have given cer- tificates of indebtedness on you for the sum of $227, 93G, in payment of work done under contract, leaving $201,104, amount now due. It is proper to state that, being absent from my headquarters, and not anticipating a call for this report, it may vary somewhat from the actua surveys which arc now on file in my office.
