Protection of employees in mines, tunnels and quarries. Every necessary precaution shall be taken to insure the safety and health of employees employed in the mines and quarries and in the construc- tion of tunnels in tht state. The industrial board shall have the power to adopt rules and regulations to carry into effect the provisions of this article and %nay amend or repeal rules and regulations heretofore prescribed by the commissioner of labor under the provisions of this article. The rules and regulations heretofore precribed by the commis- sioner of labor under this article shall continue in force until attended or repealed by the industrial board. The rules contained in this bulletin were adopted by the State Industrial Commission in accordance with the requirements of sections 51 -a and 52 of the Labor Law, and became effective July 1, 1918. '
