Sir: In compliance with the requisitions of law, the undersigned, Commis- sioners of the Board of Public Works of the State of Illinois, have the honor to submit to you the following semi-annual REPORT. The accumulation of pecuniary difficulties, under which the State of Illinois, in common with the whole civilized world, has labored for some months past, has thrown around the action of the Board embarrassments almost insurmount- able. The different members of the Board have, however, within their respec- tive spheres of action, met, and as far as possible overcome those difficulties. Understanding from the action of the General Assembly, at its last session, that the Board would be expected, during the present year, to carry on vigorous oper- ations on the various public works under their charge, they proceeded on the 5th day of March last, at the clnsc of their last December meeting, to sanction let- tings on various public works at different points, which at an earlier day in their session had been authorized; and at the same time made a requisition on the Board of Fund Commissioners for $1,500,000, and on the 8th of June a further requi- sition of $500,000. In pursuanceof this authority, and in anticipation of pro- curing the adequate means for their completion, on the part of the State, new contracts were made in most of their circuits, on terms highly advantageous to the State. Under these contracts, could they have been completed while the pri- ces paid for labor would have been fair and reasonable, the respectability and efficiency of the contractors would have insured a vigorous prosecution and ear- ly completion of the works awarded to them respectively. But the Board have found it impossible for the want of funds, and have deemed it inexpedient on ac- count of expressions of public opinion in different parts of the State, to progress with the works thus contracted for. Called together by the combined influence of pecuniary difficulties, and the expressed wishes of a large and respectable portion of their fellow-citizens, for the purpose of devising ways and means to obviate the one and gratify the other, the Board in August last, determined on con- sultation with your excellency, to su&pend operations under all new contracts, and generally on all works not in a continuous line from the termini of the different roads, on which lettings had been had, and postponing indefinitely all lettings then advertised; in all other respects to curtail their expenditures within the nar- rowest possible limits; and again, at a subsequent meeting in October, when it was reported that a large loan had been negotiated in Europe, the Board reiter- ated their determination, should this report, which then lacked confirmation, be verified, to husband the resources with the greatest care. These resolutions, so far as the Board has been advised, have been carried out in action by its different members, except when opposed by obstacles wholly in- surmountable, as the refusal of contractors to suspend operations on any terms, &c. Owing to the inadequcy of the funds supplied, the Board, to liquidate the de- mands of contrcators and others, accruing against the State, the unpleasant and arduous duty has devolved on the members of the Board, in their capacity of acting commissioners in the several circuits, of apportioning to those creditors of the State, partial payments on their several demands, on terms which, although esteemed equitable and just by the disbursing agents of the State, did not always prove satisfactory to the recipients of the money. In performing ibis duty, a diversity of action has been pursued by the different Commissioners, but a'l re- sulting alike in the conviction, that should operations be continued on the whole or any portion of the public works, embraced within our system, and no relief be 5 [159] found for our present pecuniary embarrassments, by the procurement of addi- tional funds, a species of warrant might be issued, if sanctioned by law, by the Fund Commissioners, on the requisition of .this Board, which would be willingly received by contractors for work, and from them again in payment of their dues. No new contracts have been entered into on any of the public works of this State, since the June meeting of this Board, except the following, viz: On the Alton and Shawneetown Railroad, from Equality westerly, 18 miles, including the timber for superstructure, on the 19th June, 1839. On the Cenral Rail- road, from near the upper crossing of Cash river, in Alexander county, norther- ly, 20 miles, including the limber for the superstructure, let to contractors on the 24th day of Jnne, 1839; also, 4 miles in the sixth Judicial Circuit. On the l ; eoria and Warsaw Railroad; twenty miles in continuation of the line to Canton, six miles in continuation of the line from Warsaw to Carthage. On the Northern Cross Railroad ;from Danville to the Wabash river near Covington, and from the western termination of the first lettings to Sidney, the grading and timber for the whole distance from' Covington, Indiana, to Sidney, Illinois, on the 25th July, 1839. Four miles in continuation of the work from the Illinois river towards Quincy. On the Central Branch Railroad; from the State line, to the Wabash bottom near Terre Haute, grading and timber for the superstructure on the 23d July. On Little Wabash river; the building of the locks and dams at Carmi and New Haven, let on the 9th of August, 1839. On the Rushville and Erie Railroad; from Erie to Rushville. As has been shown, operations have been suspended under all or most of these contracts, and of al! others entered into since the last December meeting of this Board. Operations have also been suspended on the following works, placed under contract prior to the last December meeting of this Board, viz: on the Central Railroad at Vandalia; the Alton and Mt. Carmel Railroad at Carlyle, and the Alton and Shawneetown Railroad at Silver creek, near Lebanon. On the improvement of the Great Wabash, the intervention of very great diffi- culties in procuring the requisite materials, and, by reason of high water, in us- ing them when procured, effected great and unexpected delays in the progress of the wo; k. All operations on this work are now suspended for want of funds. On the Illinois river, a Dredging machine was put in operation under the management of a competent and skilful Engineer, early in the summer, in the ex- cavation and removal of sand bars, and afterwards a coninuation of this im- provement was provided for by contract. These efforts, although much delay- ed, by the combined operation of sickness and a dearth of funds, have resulted already in greatly improving the navigation of this stream. All operations have beeii suspended on this improvement. The following tabular statement will exhibit the several sums expended, dur- ing the 6 months ending the 4th instant, on the various public woiks in this State, by the members of this Board, within their respective circuits, as well as the aggregate of those expenditures. The remaining works contracted for, prior to December last, on which (they being in a continuous line from the termini of the different roads,) opera- tions have not been suspended, have been advancing rapidly towards comple- tion. The grading and masonry, have in all cases, been entirely, or very nearly, finished. Many excellent bridges and viaducts have been made much of the wooden superstructure has been laid, and materials for the residue purchas- ed, prepared and delivered on the roads requiring them: thus leaving nothing necessary to complete and put them into operation, but a supply of the neces- [160] 6 sary iron, and a comparatively small additional amount of money. Indeed, a portion of one of these roads, is now, and for months has been in successful operation. The road referred to, the 1st section of the 1st division of the Nor- thern Cross Railroad, was completed and received from the Contractors early in July, and since that time, has been in daily operation from Meredosia to Mor- gan City, a distance of twelve miles; and is so nearly finished to Jacksonville, that a train of cars, it is confidently expected, will arrive on it at that place, during the present week. The Bo-ird having performed the duty imposed on them by law, in making to your Excellency this general report; deem it unnecessary here to enter into detail, and have only to add, that for any detailed information that may be re- quired by your Excellency, or the General Assembly now in session, in regard to the progress of operations on, and the present state of, the whole or any por- tion of our public works, and in regard to any other particular, connected with the action of the Board, they would respectfully refer to the several reports of the Acting Commissioners of the different circuits, on file with this Board, and their accompanying documents.
