C, March 1944 7-3544 C INTRODUCTION This report has "been prepared to indicate some uses made of Negro labor in war work. At the beginning of 1942, Negro workers constituted only 3 percent of the total labor force in plants engaged in production for the*war effort. In March 1943, the number had increased to almost 6.7 percent. The successful utilization of this group of workers would involve the opening of new occupations to colored workers so that there would be enough jobs to absorb most of the available Negro labor and afford a chance for these workers to be utilized at their highest skill. OCCUPATIONAL DISTRIBUTION OF NEGROES IN WAR WORK An analysis of the occupational distribution of Negroee revealed that out of a total of 12,865,518 Negroes in the United States in 1940, more than 5*389*000 were employed, and some 650,000 Negroes were equipped for skilled and white collar jobs.i/ Since 1940, the numerical and occu¬ pational gains in Negro employment have been steady. These- gains have been reflected in the wider participation of Negroes in war production training. As in employment, the significant gains in training occurred in the latter half of 1942. In the period from July through December of that year, 58,228 Negroes entered pre-employment courses and 13,066 entered supplementary courses. The registration rate of Negro trainees tripled in the 18 month period from July 194l to December 1942. The proportion of total pre-employment registration during the same period doubled, in¬ creasing from 5 percent to 10 percent. Thirty-four percent of the Negro pre-employment trainees were in machine shop courses, 17.1 percent in aircraft and l4.1 percent in shipbuilding.i=7 Because the need for addi¬ tional skilled workers emanated from war industries, training has been provided by the Government with the cooperation of such Federal agencies as the Federal Committee on Apprenticeship, the United States Employment Service, and the Office of Education. Also, in order to effect the fullest utilization of workers within industry, the Training-Withln-Industry Division advises employers on problems connected with this training and exercises indirect control over policies and standards. Through this above- mentioned controlled program, good results have been realized in training Negro workers. In 1943, more than 112,000 Negroes enrolled and completed war production training, trade, professional, and clerical courses. New classes are being established every day and in-plant training is being expanded for colored workers. Consequently Negro Youth are having an opportunity to learn the rudimentary principles of industrial occupations. l/The Negro Worker. They are operating horing mllls, punch presses, lathee, and high precision tools. Many are finding places in research lahoratories and engineering departments. They are doing inspection work, drafting, and using hlueprints. The most significant numerical gain in Negro employment has occurred in shipbuilding. In March 1943, colored workers constituted 8.7 percent of the workers employed in that industry. In most of the older established shipyards, especially United States Navy Tards, Negroes are employed in many skilled jobs, and in some instances are working as GANG BOSSES and SUPER7IS0RS. In the newer yards, with some exceptions, Negro employment has increased appreciably but the employment has been restricted almost entirely to unskilled and certain semiskilled jobs. In aircraft, elec- trical, ordnance, flrearms, and ammunition plants these workers are em¬ ployed in many important skilled and semiskilled jobs, and in some instances hold positions as PLANT MANAGERS and PERSONNEL DIRECTORS. In 1942, the employment of Negroes in aircraft increased ten-fold, but in March 1943, they still made up only 4 percent of the labor force.3/ At that time, however, there were at least three aircraft assembly plants with over 2,000 colored employees, and three additional plants with over 1,000 employed. In practically all branches of manufacturing the numerical employ¬ ment of Negro workers has increased but their full use here is far from having been achieved. The employment of Negroes in iron and steel has consistently increased since the beginning of war production, with the result that there are more than 100,000 Negroes in this industry today, and reports indicate that most occupational limitations here have been relaxed.2J The aluminum industry too, has offered employment to cm increasing number of Negroes in new types of jobs. Fortune Magazine*s February 1943,^/ survey of 5*000 leading business executives revealed that less than 30 percent of them employed as much as 10 percent Negro labor in manufacturing. Others did not believe that these workers could be efficiently used. REGIONAL TRENDS IN THE UTILIZATION OF SKILLED AND SEMISKILLED NEGRO WORKERS IN SELECTED INDUSTRIES While data on over-all employment serve as an indication of trends in the utilization of Negro labor, current reports from specific indus- tries and individual plants throughout the country serve as significant indicies for the future* In some areas major changes in occupational patterns are occurring and it is in these that one can see what may happen to the Negro as the War progresses. Many are engaged in such Jobs as POWER—HAMMER OPERATOR lWg6.110, SHEET-METAL WORKER II 4-80.010, and WING-IRAME BUILDER 5-03.150. At Lockheed-Vega in Burbank more than 2,600 Negro workers are being used at all skill lerels in Jobs such as MILLMAN 4—33»9l4, AIRPLANE WOODWORKER 4-33.916, CADMIUM PLATER 4-74.010, and AIRPLANE INSPECTOR 5-03.810. The number of Negroes in Jobs in this plant is constantly increasing through upgrading and in—plant training. In shipbuilding the Moore Drydock Company at Oakland employs Negro ELBCTRICIANS and WELDERS. The California Shipbuilding Company at Wilmington reports Negroes employed as METAL CHIPPER 6-78.925, ACETYLENE-BUBNER OPERATOR 6-85.210, SHIP RIGGER 5-05.570, SHIPPITTER 4-g4.012, SHIPWRIGHT 5-25.640, POWER-SHEAR OPERATOR I 6-88.664. and PLATE HANGER 6-84.130. The Los Angeles plant of the Aluminum Comp any of America reports Negroes classified as FINISH MOLDER 4—81,020, COREMAKKR I 4-82.010, HEATER III 4-88.081, and MILLWRIGHT 5-78.100. The Terminal Island plant of Bethlehem Steel Company employs a total of 7.084 workers of which 624 are Negroes. These workers are employed in any skill for which they may qualify and in some instances are being used as TOOL DESIGNER 0-48.41 and CHEMIST, INORGANIC 0-07.21. On the East Coast, Negroes are likewise working at skilled Jobs on a large scale and thousands of this group are currently entering occupations previously closed to them. For example, Eastern Aircraft at Trenton, New Jersey reported over 500 Negroes working at all skilled, semiskilled, and unskilled occupations in their plant. Also, Wright Aeronautical Corporation in Patterson, New Jersey employs Negroes as ENGINE-LATHE OPERATOR* I 4-78.011 and ENGINE REPAIRMAN 5-79.050 and they have a Negro PERSONNEL DIRECTOR on their administrative staff. In ship and boat building work Negroes are reported to be employed in all ship¬ way Jobs at the Chester, Pennsylvania yards of Sun Shipbuilding Company. More than 10,000 Negroes are working for this company and a Negro PERSONNEL DIRECTOR and several assistant s have been assigned to the Job of handling Negro employment and personnel relations. The Dravo Shipbuilding Corporation in Wilmington, Delaware employs several thousand Negroes; some of whom work as COMBINATION WELDER 4-85.040, MILLWRIGHT 5-78.100, MAINTENANCE MECHANIC II 5-83.641, MACHINIST, MARINE GAS-ENGINE 5-83.642, and other skilled Jobs. The Pennsylvania Railroad Company is reported as one of the largest single employers of Negroes. It has over 16,000 Negroes in 74 different occupations. Many are working as LOCOMOTIVE FIREMAN II 5-42.100- MACHINIST II W5.010, BOILERMAKER W3.IOO, COMBINATION WELDER 4-85.040, LOCOMOTIVE CRANEMAN 5-73.060, CARMAN V 5-79.020, ENGINE REPAIRMAN 5-79.050, RIGGER III 5-88.020, and FOREMAN 5-95*04o. As an example, some have entered many of the better service Jobs, a few Negro women have white collar Jobs in wholesale and retail trades, and a few southern cities have increased the number of Negro policemen. The most significant galns have been in shipbuilding and aircraft production. In September 1943, the Newport News Shipbuilding and Drydock Company employed 7,112 Negro workers, many working in most skilled Jobs. The J.A. Johnson Ship Construction Company at Brunswick, Georgia, employs Negro workers as COMBINATION WELDER t<-g5.040, SHIP RIGGER 5-05.570, SHIPFITTER l<-g4.012, and WOOD CALKER 5-83.951. THE EMPLOYMENT OP NEGRO WOMEN Important advances have been made in the employment of Negro women as war workers. United States Employment Service reports indicate that these women are being placed in skilled and semiskilled Jobs. They are being employed in increasing numbers as production workers in aircraft factories, where, as machine tool operators, they are running lathes, drill presses and various types of grinders.SL/ In other industries they are found working as WELDERS, SHEET-METAL WORKERS, ASSEMBLERS, POWER-MACHINE OPERATORS, and ELECTRICIAN HELPERS. As examples, the Baltimore Plant of Western Electric Company employs over 300 Negro women and the Kearny Plant over 900 in many skilled jobs, including WELDERS, RIVETERS, ELECTRIC PLATERS, ELECTRICAL TESTERS, INSPECTORS, and DRILL-PRESS OPERATORS. Edgewood Arsenal in Maryland employs 1,000 Negro women on gas mask assembly lines as SPOT WELDERS and INSPECTORS. The Richmond Shipyard at Richmond, California reports 900 Negro women in its employ as skilled, semiskilled and unskilled workers. Negro women in many sections>of the country are employed in non- war Jobs, representing a replacement program typified by the substitution of colored women for white women as COUNTER GIRLS in drugstores and restaurants, and as ELEVATOR OPERATORS. Likewise, there is an increase in the number and proportion of colored women workers in power laundries, food packing and clothing industries. g/Manning Tables from Jones and laughlin Steel Company and Bethlehem Steel Corporation indicate many skilled Jobs held by Negroes. 2,/According to lists published by the American Management Association, Negro women throughout the country are being employed on such skilled Jobs as ENGIEE-LATHE OPERATOR, MILLING-MACHINE OPERATOR, GYLINDRICAL-GRINDER OPERATOR, GEAR CUTTER, COREMAKER I, SHEET-METAL WORKER, TOOL SETTER and WIREMAN. The jobs are arranged hy industries and hy Dictionary titles and code numhers. The plants reported as employing these workers are also listed. The information was secured from recent manning tables, reports from other bureaus and agencles, and news releases, and may he used for purposes of comparing the utilization of Negro workers in one industry with the utilization of Negro workers in another industry on the hasis of occupa^- tions. This information may also he used to indicate instances where Negro workers are being successfully employed in skilled and semiskilled occupa¬ tions reportedly held hy them for the first time. The wide variety of skilled and semiskilled johs employing Negroes in all industries serves to indicate that some employers recognize both the availability of trained Negro workers, and the capacity of the inexperienced Negro for training if provided for hira.
